7 CFR 210.8(a)(1) and 7 CFR 220.11(d)(1) states that every school year, prior to February 1, each School Food Authority (SFA) with more than one school (as defined by 7 CFR Part 210.2 to include Residential Child Care Institutions (RCCIs)) must perform no less than one on-site review of the meal counting and claiming system and the readily observable general areas of review identified under 7 CFR 210.18(h) in each school operating the National School Lunch Program (NSLP) and 50% of schools operating the School Breakfast Program (SBP) under its jurisdiction.

Summer Meal Payments
Oregon Department of Education Child Nutrition Programs is preparing to distribute the additional state-issued $.05 per meal to sponsors who operated the Summer Food Service Program or Seamless Summer Option between the months of May through September 2022. These payments do not show up in CNPweb. For more information pertaining to the state funded $.05 per meal reimbursement, please refer to the 2022-2023 Reimbursement Chart
Verification Reporting SY 2022-2023
Now that the verification process is complete, Sponsors must submit The FNS 742 Verification Collection Report in CNPweb. It must be completed and entered on the “Claims” tab by Wednesday, February 1, 2023. If the completed FNS 742 Verification Collection Report is not submitted inCNPweb by Thursday, February 2, 2023 Claims for Reimbursement will be withheld until it is completed. If this is the case, continue to enter claims according to the claim timelines in CNPweb to avoid late claims.
Sponsors who are district-wide Community Eligibility Provision (CEP) or use Provision 2 for breakfast and lunch district-wide and are in a non-base year or are residential child care institutions (RCCI) without day students, do not conduct the verification process. However, completion of the population data on the FNS – 742 Verification Collection Report is required.

Points of Contact for Pandemic Electronic Benefits Transfer (P-EBT) for Summer 2022
Oregon is preparing to retroactively issue Pandemic Electronic Benefits Transfer (P-EBT) for Summer 2022. Each school has a designated point of contact to assist ODE Child Nutrition Program in making sure all eligible Oregon students have access to these benefits. In the coming weeks, Child Nutrition will email your school to confirm or update your P-EBT point of contact.
Child Nutrition will relay your point of contact’s information to the Oregon Department of Human Services (ODHS) whose P-EBT contractor will work directly with your school’s point of contact to ensure eligible students have access to P-EBT benefits. Child Nutrition staff will identify eligible students and ODHS will issue the P-EBT benefits to families on an EBT card.
A public announcement regarding the timeline for issuing Summer 2022 P-EBT benefits will be made soon. This round of P-EBT benefits will be for the June through August 2022 eligibility period.
P-EBT is part of the U.S. government response to the COVID-19 pandemic and was established by the Families First Coronavirus Response Act (FFCRA). P-EBT provides benefits – very similar to SNAP food benefits – to children that would have received free or reduced-price school meals if the school had not experienced closures or reductions in hours or attendance due to COVID-19. P-EBT benefits are available to all eligible children for the summer months regardless of the school’s operating model.
Oregon has successfully distributed close to $1 billion in P-EBT benefits since the program began. The primary source of information about P-EBT is the Oregon Pandemic EBT website, which will be updated with detail about the next issuance as they are finalized.

Oregon School Wellness and Afterschool Wellness Awards

If your school or afterschool program has created a culture that supports, the health and wellbeing of students and staff – this is your opportunity to apply for the award!
The Wellness Award applications were designed with the Whole School, Whole Community, Whole Child (WSCC) model in mind. The WSCC model is student centered and emphasizes the role of the community in supporting the school, the connections between health and academic achievement and the importance of evidence-based school policies and practices.
The award includes statewide recognition, a personalized plaque and a custom banner for the winning school and afterschool program, as well as a cash award—$2,500 for the winning school and $1,000 for the winning afterschool program—to be used to further nutrition, physical activity and/or other wellness efforts within the school or afterschool program.
The Oregon School and After School Wellness Awards are sponsored by the Oregon Dairy and Nutrition Council, the Oregon Department of Education, Oregon Afterschool for Kids (OregonASK), and the Nutrition Council of Oregon.

FY 2022 NSLP Equipment Grant is now open!
The web page is now updated and you will find the Request For Application (RFA), RFA attachments, application cover, application, Smarter Lunchroom scorecard and summary at the SNP Grant Opportunities webpage.
Remember this is a competitive award grant for Local Educational Agencies (LEA) and schools to purchase equipment, with a value greater than $1,000 but less than $50,000.
The purpose is to purchase equipment that will:
- Serve healthier meal,
- Support scratch cooking
- Improve food safety
- Store fresh food
- Upgrade equipment
- Support the establishment, maintenance or expansion of School Breakfast Program.
Important Details
- Sponsors may submit more than 1 application however; each piece of equipment must be on a single application.
- If a sponsor has more than 1 application use the Application Cover Sheet to rank your requests.
- Use the RFA Attachment C – Checklist as you work through the application to ensure your submission is complete. ODE Procurement will determine if your application is complete to continue the process.

- Answers for the written questions submitted to ODE Procurement will be published on grant opportunities web page Friday February 3, 2023.

Breakfast After the Bell (BAtB)
Breakfast After the Bell Equipment Grant
All remaining BAtB Equipment grants have been entered into the Electronic Grant Management System (EGMS) and are ready to be claimed. Sponsors with an executed grant agreement can claim up to $3,574.47 for each site listed on the BAtB agreement.
To receive reimbursement, sponsors must complete the following steps:
- Enter their claim into EGMS
- Complete the Reimbursement Form
- Submit the completed reimbursement form and copy of the original invoice for each site to ode.schoolnutrition@ode.oregon.gov
Important deadline dates:
- June 30, 2023: Last day to purchase equipment.
- Aug 14, 2023: Final date of submission of claims.
