The Oregon Department of Education Child Nutrition Programs (ODE CNP) annually informs National School Lunch Program and School Breakfast Program Sponsors of the On-site Monitoring Review requirements.
In accordance with 7 CFR 210.8(a)(1) and 7 CFR 220.11(d)(1), every school year, prior to February 1, each Sponsor with more than one site (as defined by 7 CFR Part 210.2 to include Residential Child Care Institutions (RCCIs)) must perform no less than one on-site review of the meal counting and claiming system and the readily observable general areas of review identified under 7 CFR 210.18(h) in each school operating the National School Lunch Program (NSLP) and 50% of schools operating the School Breakfast Program (SBP) under its jurisdiction.
Each on-site review must ensure the school’s claim is based on the counting and claiming system, as implemented, and yields the actual number of reimbursable free, reduced price, and paid meals, respectively, served for each day of operation.
Sponsors are required to establish internal controls, which ensure the accuracy of meal counts prior to the submission of the monthly claim for reimbursement. However, the approved Oregon Waiver #9 pertaining to onsite monitoring requirements in the school meals program, waives the onsite monitoring requirements included at 7 CFR 210.8(a)(1), 210.9(c)(7), 210.16(a)(3), 210.18, 220.7(d)(1)(iii), and 220.11(d)(1). To utilize this waiver, Sponsors must request and receive state agency approval through the 2022-2023 Oregon Waivers form. When approved, this waiver is in effect through June 30, 2023. If the sponsoring organization has already received an approval for Oregon waiver #9 there is no need to reapply.
Please note: To ensure program integrity during this time, Sponsors should to the maximum extent practical, continue monitoring activities of program operations offsite (e.g., through a desk audit).
Sponsors with only one dining site are highly encouraged to conduct a monitoring self-assessment to ensure integrity and accountability through a desk audit as well.
Sponsors, with more than one dining site, must complete the On-Site Monitoring Form for each dining site before February 1, 2023.
In order to complete a monitoring review by desk audit, it is necessary to:
- Complete the On-Site Monitoring Form for each site. If you will not be onsite, please complete through a desk audit.
- Follow-up on Corrective Action within 45 days.
- Retain completed form(s) at the local level for three years, plus the current school year. The forms are used to verify monitoring activities during an Administrative Review.
