This year, Food Program Coordinators and Authorized Representatives from Center-Based CACFP Sponsors will need to complete all assigned trainings listed in the tables below. The Food Program Coordinator and Authorized Representatives are listed in the Sponsor Information Sheet under CNPweb. If the Food Program Coordinator or Authorized Representative listed in CNPweb are not up to date, an authorized user will need to update the Sponsor Information Sheet.

Sponsors who fail to complete all required trainings for both the Food Program Coordinator and the Authorized Representative may be determined to be seriously deficient and may result in a denial of their CACFP Renewal Application. If you have any questions or are unable to attend, please contact your assigned Child Nutrition Specialist.
Family Day Care Home (FDCH) Sponsors received a separate invite for a FDCH-specific training on Administrative Oversight, Renewals, and Provider Info Sheets on May 23, 2022 from 10:30 AM - 12:00 PM.
Nationwide USDA waivers are expiring with most waivers expiring on June 30, 2022. At this time, USDA does not have congressional authority to provide any additional waivers. While there are several bills in Congress to extend the waivers for the next school year, we do not know if any of the bills will pass. Here are the current waivers and their expiration dates:
- COVID Waiver # 87: Non-Congregate Feeding in the Child Nutrition Programs - expires June 30, 2022.
- COVID Waiver #88: Meal Service Time Flexibility in the Child Nutrition Programs - expires June 30, 2022.
- COVID Waiver #89: Allow Parents and Guardians to Pick Up Meals for Children - expires June 30, 2022.
- COVID Waiver #93: Area Eligibility in the Afterschool Programs and for Family Day Care Home Providers - expires June 30, 2022.
- COVID Waiver #96: Onsite Monitoring Requirements for CACFP Sponsors - expires 30 days after the end of the Federal Public Health Emergency.
- Sponsors who applied and a received the ODE CNP CACFP Sponsor Monitoring Waiver (see: January 2022 Knowing and Growing Newsletter) can utilize all approved waivers until September 30, 2022 even if the Federal Public Health Emergency ends before that date.
ODE CNP has submitted a set of State waivers to USDA, which can be found on the ODE CNP COVID Waiver page. At this time, Sponsors should plan for a return to regular CACFP operations after June 30, 2022.
Afterschool At-Risk Sponsors are required to locate sites in a geographical area within the boundaries of a school in which at least 50% of the enrolled students in the preceding October are eligible for free or reduced-priced meals under the National School Lunch Program (NSLP). Once qualified, the duration for site eligibility is five years.
This year, due to the lack of school data, CACFP Afterschool At-Risk Sponsors were able to use COVID Waiver #93, the Area Eligibility Waiver, to qualify all sites through June 30, 2022. At this time, no nationwide extension of this waiver is anticipated. ODE CNP has submitted a State waiver request to USDA for area eligibility, but we do not know if this waiver request will be approved.
New CACFP Afterschool At-Risk Sites or sites whose area eligibility will expire after June 30, 2022 due to the expiration of the nationwide Area Eligibility Waiver must re-establish area eligibility in order to continue operating. Due to the limitations of school data this year, the only method available at this time is Community Eligibility Provision (CEP) data for individual schools. To use CEP data, review this CEP Area Eligibility Data spreadsheet. Column 7 includes the Identified Student Percentage (ISP) multiplied by 1.6. If the number in column 7 is 50% or greater, the site can qualify for area eligibility.
CEP data can be used for sites within the attendance boundaries of an eligible CEP school. To qualify a site using CEP data, complete the following:
- Update Line 57: School Number with the Site ID number of the qualifying school from Column 3 of the CEP Area Eligibility Data spreadsheet.
- Submit the CEP Area Eligibility Data Spreadsheet to your assigned Child Nutrition Specialist with the qualifying school highlighted.
- Submit an attendance boundary map or letter from the school district showing that the site is within the attendance boundary of the qualifying school (for sites not located at a qualifying school only).
Once qualified using CEP data, a site will have its area eligibility updated for five more years.
Sites which are not within the attendance boundary of a qualifying CEP school and whose area eligibility expires by June 30, 2022 will not be eligible for CACFP after that date. ODE CNP will notify Sponsors if additional information on qualifying sites becomes available from USDA.
Sponsors can reach out to their assigned Child Nutrition Specialist for a list of sites and area eligibility expiration dates for all Afterschool At-Risk Sites currently operating.
In the March 2022 Knowing and Growing Newsletter, ODE CNP notified Sponsors of our updated CACFP Renewal timeline. We are sharing this article again as a reminder.
While ODE previously required CACFP Renewal Applications to be submitted in the Fall, we are now moving the annual renewals to the Summer. CACFP Renewals for Fiscal Year (FY) 2023 will start on July 1, 2022 and close on August 15, 2022.
Why the change?
Over the years, Sponsors have requested more time for applications and to streamline applications within different Child Nutrition Programs. After reviewing USDA requirements, ODE CNP has decided to move CACFP Renewal Applications so that submissions will start on July 1. This will allow us to keep applications open for 6 weeks instead of the 2 weeks that Sponsors previously were provided.
Does this change the fiscal year for CACFP?
No, the fiscal year will remain from October 1 through September 30 of the following year. This means that the applications you will complete in July and August 2022 will cover the time period of October 1, 2022 through September 30, 2023.
What if we don't have finalized plans in July or August?
ODE is providing this information early so you will have more time to finalize plans for the upcoming year. This has been a challenging year and we know that situations can change quickly, so the expectation is that applications will be submitted with the best information available at the time of renewals.
If your organization needs to make changes later on, update your CNPweb applications and notify your assigned Child Nutrition Specialist for approval prior to implementing these changes. CNPweb is a living document and must be updated prior to program changes.
What if I am out of the office during the new Renewal time?
If the Food Program Coordinator for your program is not available in July and August, the responsibility of updating applications must be delegated to another responsible principal at your organization. Let your assigned Child Nutrition Specialist know who will be the point of contact in your absence ahead of time.
If your office will be closed during the entire renewal period, reach out to your assigned Child Nutrition Specialist to discuss your options.
Over the last year, ODE CNP has asked Sponsors to share their thoughts and opinions on resources that were needed for CACFP. A large number of responses requested additional guidance on procedures for CACFP. As a result, we are presenting a series of Technical Assistance Webinars with the goal of helping Sponsors write CACFP procedures.
These webinars will be open to all CACFP Sponsors. Each webinar will specify the targeted Sponsor type, but all are welcome.

The second round of application submissions for the Start-Up and Expansion Grants for At-Risk Afterschool, Seamless Summer Option (SSO) and Summer Food Service Program (SFSP) is now open.
During the 2021-2023 biennium, ODE CNP has the opportunity to provide grants of up to $20,000 per grantee for the start-up and/or expansion of our At-Risk Afterschool meal program, Seamless Summer Option program and Summer Food Service Program. Approximately $518,000 is available for grants to sponsors, new applicants and even partnering organizations. This year applications will be reviewed and awarded in set rounds and the second round of applications will be due on April 29, 2022.
If awarded this round, the grant funds expense period is 90 days from the date of the notice of award, which are anticipated to be issued in June, meaning that funds could be spent on SSO or SFSP expansion or start-up costs.

Over the last year, many CACFP Sponsors have seen a growth in supply chain issues disrupting the availability of food service items needed for CACFP meal service. ODE CNP would like to hear about your experiences. Complete the FY 2022 CACFP Supply Chain Issue Survey.
Completion of this survey will help ODE CNP to develop technical assistance on this issue and ensure accurate reporting to USDA.
The Farm to CNP Non-Competitive Reimbursement Grant is a State grant program administered by ODE. Farm to CNP Non-Competitive Reimbursement Grant awards are State funds to be used for the purchase of Oregon grown and/or processed products served in NSLP, CACFP or SFSP meals.
Program Purpose and Goals: The purpose of the Farm to CNP Reimbursement Grant is to encourage and sustain successful efforts to purchase or promote foods that are produced in the State of Oregon; more that minimally processed in the State of Oregon or both produced and processed in the State of Oregon.Grantees are encouraged to seek out products that they may not have had the resources to purchase before, and to cultivate new relationships with Oregon producers and processors.
Eligibility: The following types of entities are eligible to participate in the Farm to CNP Non-Competitive Reimbursement Grant: a school or school district participating in the National School Lunch Program; a provider of center-based programs for children in the Child and Adult Care Food Program; or an entity that provides meals through the Summer Food Service Program.
What types of food can be purchased? Oregon grown and/or processed fruits, vegetables and other foods.
How do I get involved? This is a two-year grant. The current biennium runs from July 1, 2021-June 30, 2023.All NSLP, CACFP and SFSP sponsors are automatically opted in, and awards are based on CNP meal counts from previous years. Watch or cook along with Jessica as she prepares easy, tasty, and fun recipes that meet Child Nutrition Program guidelines. Participants will receive ideas for breakfast menus for all types of breakfast service. We are including your ideas from the previous evaluations and surveys!

 On Thursday, May 5, 2022, USDA’s Team Nutrition initiative will present a CACFP Halftime: Thirty on Thursdays webinar on “Serving Adult Participants in the CACFP.” This webinar will highlight how the CACFP meal pattern for adults provides flexibilities to allow program operators to plan meals that best meet the needs of their adult participants. Meal service options, dietary needs of this population, and meal modifications will also be discussed. Attendees will have a chance to submit questions to the presenters and check their knowledge through interactive polling questions.
This webinar will be held on Thursday, May 5, 2022 in both English and in Spanish.
Both webinars will be recorded and made available at a later date. All who register for the webinar will receive an email once the recording is available.
Certificates of participation will be provided for those who attend the entire webinar. Additionally, attendees can receive continuing education credits from the National CACFP Sponsors Association. The Academy of Nutrition and Dietetics and the Commission on Dietetic Registration has also approved this webinar for 0.5 hours of Continuing Professional Education Units (CPEUs), Activity Number 168350.
