ODE CNP sent out a memo on the Abbott Infant Formula Recall on February 23, 2022.
The US Food and Drug Administration (FDA) is investigating consumer complaints of Cronobacter sakazakii and Salmonella Newport infections from powdered infant formula produced from Abbott Nutrition's Sturgis, Michigan facility. Abbott announced a voluntary recall of powder formula including Similac, Alimentum, and EleCare on February 17, 2022.
The FDA is advising consumers not to use Similac, Alimentum, or EleCare powdered infant formulas if:
- the first two digits of the code are 22 through 37; and
- the code on the container contains K8, SH or Z2; and
- the expiration date is 4-1-2022 (APR 2022) or later.

Sponsors who are planning to operate CACFP during Spring Break will need to check to ensure that CNPweb applications are current for all planned meal service. If meal service operations are changing for Spring Break, applications may need to be updated. As a reminder, here are the current waivers that are available for CACFP Sponsors and their expiration dates:
- COVID Waiver # 87: Non-Congregate Feeding in the Child Nutrition Programs - expires June 30, 2022
- COVID Waiver #88: Meal Service Time Flexibility in the Child Nutrition Programs - expires June 30, 2022
- COVID Waiver #89: Allow Parents and Guardians to Pick Up Meals for Children - expires June 30, 2022
- COVID Waiver #93: Area Eligibility in the Afterschool Programs and for Family Day Care Home Providers - expires June 30, 2022
- COVID Waiver #96: Onsite Monitoring Requirements for CACFP Sponsors - expires after the end of the Federal Public Health Emergency.
Changes to your currently approved CNPweb Site Information Sheet Applications will require approval from your assigned Child Nutrition Specialist prior to implementation. Sponsors who utilize Waivers #87-89 must complete a Meal Distribution Plan for any new changes.
ODE CNP is updating our CACFP Renewal timeline. While ODE previously required CACFP Renewal Applications to be submitted in the Fall, we are now moving the annual renewals to the Summer. CACFP Renewals for Fiscal Year (FY) 2023 will start on July 1, 2022 and close on August 15, 2022.
Why the change?
Over the years, Sponsors have requested more time for applications and to streamline applications within different Child Nutrition Programs. After reviewing USDA requirements, ODE CNP has decided to move CACFP Renewal Applications so that submissions will start on July 1. This will allow us to keep applications open for 6 weeks instead of the 2 weeks that Sponsors previously were provided.
Does this change the fiscal year for CACFP?
No, the fiscal year will remain from October 1 through September 30 of the following year. This means that the applications you will complete in July and August 2022 will cover the time period of October 1, 2022 through September 30, 2023.
What if we don't have finalized plans in July or August?
ODE is providing this information in March 2022 so you will have more time to finalize plans for the upcoming year. This has been a challenging year and we know that situations can change quickly, so the expectation is that applications will be submitted with the best information available at the time of renewals.
If your organization needs to make changes later on, update your CNPweb applications and notify your assigned Child Nutrition Specialist for approval prior to implementing these changes. CNPweb is a living document and must be updated prior to program changes.
What if I am out of the office during the new Renewal time?
If the Food Program Coordinator for your program is not available in July and August, the responsibility of updating applications must be delegated to another responsible principal at your organization. Let your assigned Child Nutrition Specialist know who will be the point of contact in your absence ahead of time.
If your office will be closed during the entire renewal period, reach out to your assigned Child Nutrition Specialist to discuss your options.
On February 7, 2022, USDA published transitional nutrition standards for school meal programs and CACFP in the Federal Register with an effective date of July 1, 2022. Most of the changes within this final rule apply only to the school meal programs. The only section relevant to CACFP is for Fluid Milk.
For CACFP, this final rule will allow 1%/low-fat flavored milk to be served to children 6 years old and older and adults in addition to non-fat flavored milk. This rule does not apply to children younger than 6 years old. In this age group only unflavored milk is allowed.
This final rule is an extension of the low-fat flavored milk flexibility initially provided by USDA in December 2018.
Additional information will be provided by USDA in an upcoming Question and Answer memo.
ODE has been notified that by April 4, 2022 the Federal government will transition away from the use of the DUNS number as the primary means of entity identification for Federal awards. The new system they will use is the Unique Entity ID (UEI). If your organization is already a registered entity in SAM.gov, then the system has already assigned you a new UEI number. You can log into SAM.gov to see the 12 digit alpha-numeric ID. Currently, you will be able to view both the DUNS number and UEI number in SAM.gov, but after the transition on April 4, 2022, the DUNS number will no longer be available.
If your organization has not registered with SAM.gov, you may request a UEI number by visiting SAM.gov and following the step by step instructions provided in the “Get a Unique Entity ID” video. You can also access a list of resources from FSD.gov.
ODE CNP will be requiring that all sponsors of Child Nutrition Programs have an active UEI number by the beginning of April 2022 and may be requesting your UEI number to update our internal institution management systems.
Over the last year, ODE CNP has asked Sponsors to share their thoughts and opinions on resources that were needed for CACFP. A large number of responses requested additional guidance on procedures for CACFP. As a result, we are developing a series of Technical Assistance Webinars with the goal of helping Sponsors with writing CACFP procedures.
These webinars will be open to all CACFP Sponsors. Each webinar will specify the targeted Sponsor type, but all are welcome.

On February 24, 2022, ODE CNP presented the Technical Assistance Webinar on Claims Procedures. This webinar provided CACFP Sponsor Staff a guide through comprehensive claiming procedures, including a review of requirements when claiming meals, resources that are available, activities to complete a claim procedure, and a guided tour of the CNPweb claims process.

The second round of application submissions for the Start-Up and Expansion Grants for At-Risk Afterschool, Seamless Summer Option (SSO) and Summer Food Service Program (SFSP) is now open.
During the 2021-2023 biennium, ODE CNP has the opportunity to provide grants of up to $20,000 per grantee for the start-up and/or expansion of our At-Risk Afterschool meal program, Seamless Summer Option program and Summer Food Service Program. Approximately $518,000 is available for grants to sponsors, new applicants and even partnering organizations. This year applications will be reviewed and awarded in set rounds and the second round of applications will be due on April 29, 2022.
If awarded this round, the grant funds expense period is 90 days from the date of the notice of award, which are anticipated to be issued in June, meaning that funds could be spent on SSO or SFSP expansion or start-up costs.

Over the last year, many CACFP Sponsors have seen a growth in supply chain issues disrupting the availability of food service items needed for CACFP meal service. ODE CNP would like to hear about your experiences. Complete the FY 2022 CACFP Supply Chain Issue Survey.

This upcoming webinar will highlight different tools for implementing grains ounce equivalents that CACFP operators can use to plan meals at their sites, and answer frequently asked questions about the topic. Attendees will have the opportunity to submit questions to the presenters and to check their knowledge through interactive polling questions. FNS Regional Offices, State agencies, sponsoring organizations, and CACFP program operators are invited to participate.
Team Nutrition will provide certificates of participation to individuals who attend the entire thirty-minute webinar. The National CACFP Sponsors Association (NCA) is also offering webinar participants the opportunity to submit and track continuing education credits.
