This message formally reinforces the minimum requirements and professional expectations for all DPSST-certified private security instructors. It is not a disciplinary action at this time but a proactive step to ensure all certified instructors are aligned with what is required by Oregon Administrative Rules and DPSST guidelines.

Attached is a bulletin that will be published on our website to clarify training requirements; please review it carefully. It outlines specific areas where compliance is expected and where deviation can result in program deficiencies or risk to certification status. Whether you are a veteran instructor or newly certified, this document is intended to keep all of us on the same page regarding requirements.

As certified instructors, you hold a position of trust and are responsible for delivering training that meets minimum state standards and program integrity. To ensure continued compliance and accountability, we are reminding you of the following baseline responsibilities:

  • You must maintain current certification for eligibility to provide training.
  • Ensure that all Board-approved curricula is delivered in full, without omission or deviation from the established standard, and that they meet or exceed the minimum number of training hours required.
  • Provide or use training facilities that provide a safe, conducive learning environment while providing and maintaining a professional and respectful learning environment.
  • Deliver course curriculum in English and administer assessments and written exams in English without assistance. 
  • Provide each student with a copy of the manual.
  • Remediate or fail students as described in the rules.
  • Confirm students' identity and maintain confidentiality per state and federal laws.  
  • Maintain accurate class records as described in the rules.
  • Offer a contract for fee-based services.

These requirements are not new, but this letter will serve as a formal point of reinforcement to support consistency, fairness, and compliance across the industry. We appreciate your time and commitment to doing the job right.
