Oklahoma law requires all OMMA licensees to follow state safety, electrical, fire, plumbing, waste, construction and building codes.
For outdoor commercial growers who do not have a building or structure that falls under the building codes adopted by the Oklahoma Uniform Building Code Commission, the Affidavit Outdoor Exclusive Grow Form is now available. The new affidavit is for outdoor grower licensees only and can be found here on the OMMA website under Forms and Resources. The form should be submitted with supporting documents instead of a Certificate of Occupancy (COO) when renewing a license.
As a reminder to commercial licensees, Senate Bill 1939 changed the commercial license renewal application time frames and the license transfer process. Take a look at the graphic below:
Oklahoma’s legislative session began Feb. 3, and until the end of May, lawmakers will consider thousands of bills, some of which are relevant to medical marijuana businesses and patients.

During the last two weeks of January, OMMA participated in budget hearings with state lawmakers ahead of Oklahoma’s legislative session. On Jan. 31, OMMA completed and shared with licensees an Agency Rule Report after a public comment period that ended with a public hearing at the state Capitol. As part of the rulemaking process, the rule report was submitted to Gov. Kevin Stitt and the Legislature for consideration during legislative session. Pending approval from the Governor, these rules will take effect later in 2025.
