If you are the current owner initiating a license transfer:
- Log in to the Thentia licensing portal.
- Select business portal.
- Select the business profile.
- Select the license you would like to transfer.
- Select transfer code.
- Select generate transfer code.
- Upload your written transfer agreement.
- After you submit your transfer agreement, a transfer code will be generated and will display on screen with the license information of the license you selected to transfer.
- Provide the transfer code and license number to the new owner.
Please be aware that if you grant the new owner access to your profile in the licensing portal, the new owner will be able to access all licenses tied to your login credentials.
If you are the new owner taking over the business:
- Log in to the Thentia licensing portal. If you don’t have existing login credentials, you can create them in the licensing portal.
- Select business portal.
- Select the business profile or create a new profile if needed.
- Select transfer business license.
- Enter the license number and transfer code you received from the current owner, then select search. The license information will appear under license details.
- Select start transfer.
- Fill out the application as the new owner of the license. The application must be fully completed, meeting all requirements for licensure or it will be rejected or denied.
- Once you complete the application and submit payment, the application will be sent to OMMA for review.
You will receive an update on your application within 90 business days. If OMMA determines the application is incomplete, you may be required to provide additional information. If you are required to resubmit your application, you will receive a written status update from OMMA within 90 business days of the resubmission date. To view the status of your application, visit the dashboard within the business portal.
OBNDD Registration:
- If OMMA approves your application, you must submit a new OBNDD registration application. You’ll receive next steps from OBNDD regarding your registration application. You will not own the OMMA license and cannot operate under the license until the OBNDD registration is approved.
If OBNDD denies your registration application, the license transfer will be canceled, and the license will revert back to the ownership structure that existed prior to the attempted change. If the OBNDD registration is approved, you’ll receive a new 12-month OMMA license period in accordance with the approval date.
There is a 15-day window after the approval of the OBNDD registration to transfer product in Metrc. The prior owner will be removed from the license at 12:01 a.m. on the 16th day.

This bill was passed during the 2024 legislative session, mandating OMMA to implement this new license transfer process starting Nov. 1, 2024. The emergency rules clarify required application materials and outline the license transfer process pursuant to Senate Bill 1939. Pre-packaging requirements that go into effect on June 1, 2025, required by House Bill 3361, are incorporated to these emergency rules, simplifying regulatory requirements for Oklahoma businesses. In addition, OMMA drafted proposed permanent rules for consideration by the Legislature and Gov. Stitt. Permanent rules differ from emergency rules — they occur over a longer time frame, require a public comment period and must be submitted to the Legislature for consideration no later than Feb. 1.
The public comment period for OMMA's proposed permanent rules opened Nov. 15 and closes at 5 p.m. Dec. 17. A comment form is embedded at omma.ok.gov/comment, and you can use that form to comment on the proposed rules until 5 p.m. Dec. 17.

Check Your Licensing Portal Frequently Please remember to check your licensing portal frequently. While we aim to provide timely email updates, it's imperative to actively manage and review your license(s) and personal information in the portal. To verify or update contact information, log in to the licensing portal and select your business profile. Locate your business license, select Manage Business and choose Update Contact Information. These steps will allow you to check for accuracy or make necessary changes.
Inventory Reporting Reminder Please ensure your Metrc inventory matches your point of sale (POS) system records daily for accurate inventory reporting.
OMMA and other state agencies will be closed for the following state holidays:
- Thursday and Friday, Nov. 28-29, 2024: Thanksgiving
- Tuesday and Wednesday, Dec. 24-25, 2024: Christmas
- Wednesday, Jan. 1, 2025: New Year's Day
