**UPDATED** Topical Directory for the Office of Special Education Services

For your records, please see the Oklahoma State Department of Education, Office of Special Education Services Topical Directory

**NEW** EDPlan Update to Review of Existing Data

Attendance and behavior information was recently added to the Review of Existing Data page. Currently, these new fields are set up to only allow numbers to be entered. This has posed a problem for students who may have multiple tardies that lead to absences reported, or be new to the district, and attendance/behavior information from the previous district is not available, even when calling the previous district multiple times to obtain this information. PCG is releasing a feature that will allow for text in these fields. If attendance/behavior information from the previous district is not available, the user can enter ‘unknown’ or ‘not available' due to previous district not responding with the information, or further explanation about the student's absences or behavior incidents.

**NEW** Helpful Guidance

  • *NEW* EdPlan Restraint Seclusion Report Guidance
  • IDEA Private School Consultation Process Guidance
  • Alternate Diploma for Parents Guidance
  • Physical Restraint Guidance

Academic and Behavior Intervention Library

The Office of Special Education Services through the State Systemic Improvement Plan (SSIP) seeks to improve the outcomes of early literacy in K-3 students with a primary focus on students with disabilities.

Within the framework of the SSIP, the Office of Special Education Services (with the State Personnel Development Grant (SPDG)) has developed a resource platform to provide information regarding the following topics: evidence-based practices, sustainable teaming, data driven decisions, and continuous school improvement. Constantly updated, the platform encourages educators to utilize resources for K-3 early literacy improvement. You can access the table directly from the Oklahoma MTSS Webpage

Funding for Inhalers in Schools

Asthma is one of the most common chronic childhood illnesses in the United States, affecting nearly 7 million children.  Although common, asthma can be challenging to manage, and its impact on the well-being of children and families ripples through communities nationwide.  To aid schools and students with this chronic issue, the state of Oklahoma has passed legislation to allow and fund stock inhalers in schools.  In 2019, Senate Bill 381 passed, allowing schools to elect to provide stock inhalers in their districts. 70 O.S. § 1-116.3 outlines the school requirements concerning stock inhalers. For the 2023-2024 school year, Senate Bill 36X has appropriated $250,000 to school districts to fund stock inhalers and single-use spacers in schools.  Every district can apply for one stock inhaler per school building for the 2023-2024 school year through OSDE.  The invoice can be submitted to sdeaccountspayable@sde.ok.gov.

Assessment

District Level OAAP Participation – Justification Survey

If your district is anticipating more than 1.0 percent of your testing population (Grades 3-8, and 11) will participate in the OAAP/DLM testing in the 2024 spring operational window, the survey: “2024 Justification for Exceeding 1.0 % in OAAP Participation” must be completed online by March 1, 2024.

If your district is not expecting to exceed the cap, no action is required. The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position.

**NEW** Effectively Supporting Student Success

DPlan has a suite of tools and services from the Public Consulting Group (PCG) that helps document a plan for student success, not only for students with disabilities in special education but including students who are non-disabled regarding both academic and behavior. The OSDE has purchased the OKMTSS suite which is EDPlan’s early warning and intervention management system with web-based tools designed to identify students at risk, then seamlessly create and manage academic and behavior interventions within a framework of multi-tiered supports and services. These tools integrate all relevant data sources to generate insightful reports that answer critical questions about individual students, classrooms, grade levels, and school sites, providing data-driven planning in the areas of reading, math, and behavior.

If your district is interested, there will be a live webinar to conduct an overview of the EDPlan OKMTSS Intervention Management regarding the tools and interventions within the system.  The live webinar is repeated over four different days for your district to choose from: Dec. 5, 7, 12, and 14 of 2023 from Noon to 1:30 p.m. The targeted participants are members of the district's MTSS leadership team, which would include at least one general education teacher.

Please use the OKMTSS Flyer to join the training session.
