**UPDATED: Office of Special Education Services State Systemic Improvement Plan (SSIP) for K-3 School Sites

The SSIP goal seeks to improve early literacy outcomes in K-3 school sites by the end of 2025. All K-3 school sites will have access to curated universal supports and three years of sequenced professional development. ATSI school sites will have an additional invitation to apply for instructional coaching. For more information, see the SSIP flyer and check out the SSIP webpage. Resources and professional development will begin in August 2022. Please review the slide deck and provide feedback regarding professional development for the first year of implementation via the survey link. Survey will end on 04.05.22


Indicator 14 - Post-School Outcomes Survey Guidance Brief

The Oklahoma State Department of Education, Special Education Services (OSDE-SES) annually surveys exiters (students who exit the IDEA) aged 16 and up a year after they graduate, dropout, or age out and reports the following data to the U.S. Office of Special Education Programs (OSEP). The results are reflected in the annual District Determination Profile (DDP) and districts are measured against targets.

It is important to have a high response rate in the Post-School Outcomes (POS) Survey to ensure that the data represent the State and improve effective transition programs and services.

OAAP Update

An OAAP update has recently been posted on 3/21/22.  You can find the most recent information regarding the Spring Testing Window, Manual Links, TIP Sheets, High School Testing, and what the No Test Access Message means.    

Finance

Project 613

OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time.

FY23 Assurances

The FY2023 Assurances are now available online. Assurances must be completed prior to July 1st. You can access the Assurances through your Single Sign On, then click on the Grants Management/Expenditure Reporting. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2023 then proceed to create your Assurances. If assistance is needed please contact your finance specialist. 


Allocation Adjustment Release Memo

The purpose of this memorandum is to inform you that your IDEA Part B Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must complete a budget amendment in order to view and budget those funds.

Project 615 Re-Allocation

The Re-Allocation of Project 615 funds has been completed.  Districts not submitting a budget application by December 31, 2021 have forfeited their allocation.  Districts having completed a budget application prior to January 1, 2022 have received additional funds and must complete a budget amendment to budget the additional funding.

Transition from DUNS Number to Unique Entity Identifier (UEI)

Starting on April 4, 2022, the Integrated Award Environment (IAE) systems (i.e., SAM.gov, FPDS, eSRS, FSRS, FAPIIS, and CPARS) will comply with the Federal Government’s requirement to end use of the DUNS Number for Federal award management. The U.S. Department of Education’s Grants Management System (G5) will also implement this transition on April 4, 2022. Every Move Counts, Clicks and Chats

Every Move Counts, Clicks and Chats is an update and expansion of the original Every Move Counts. Emc³ is a sensory based approach to assistive technology, communication, switch use and AT. Information is relevant to the needs of those individuals who currently appear unable to communicate their wants and needs spontaneously in their environment, regardless of age or severity of physical and/or cognitive differences. It includes assessment, implementation and evaluation of effectiveness strategies.

Each session carries over information learned from the previous, so registration for all four sessions is required to complete the training.

**NEW: Deaf Education Conference 2022

Conference   June 8 - 9, 2022  

Registration for the Oklahoma Deaf Education Conference is now open and we have a great conference planned! We can't wait to host everyone at OSD! 

Attached you will find a flyer with information about the conference, presenters, and our very special guest! To register, please click on the link or use the QR code which will take you to the registration website. On the website you will find registration, a full schedule, list of presenters, and lodging information.

The pre-conference will have 2 tracks. There will be a track for educational interpreters who have not yet achieved a QAST level IV or EIPA level 4 (like OEITI) and a track for early intervention/early childhood. The main conference will have three tracks which will be for all educational interpreters, early intervention and early childhood, and teachers of the deaf.

Thanks to the Oklahoma State Department of Education, this conference is being offered at no cost to in-state attendees. Reimbursement for lodging is available through OSDE-SES Project 613. Districts will need to complete an online application through the Grants Management System (GMS). For reimbursement, districts will need to submit an online Expenditure Report through the GMS.

Professional Development

**UPDATE 2022 Special Education Boot Camp

The Oklahoma State Department of Education is updating to a new learning management platform and moving from OSDE Connect to another vendor over the summer.  We will be migrating all of the material from the current format to the new system and therefore OSDE-SES will not be able to offer another boot camp until the Fall.  We have set the dates for Sept 12-November 20Applications will be due no later than August 26th.   

This process will also affect district-level Special Education Boot Camps who use the OSDE Connect platform.  If you are interested in hosting a district-level boot camp, we will be taking applications to be a district-level provider over the summer for a Fall release of the new module.

Other options for potential boot camp candidates are either to apply and attend a university-offered boot camp that is not dependent on our current online platform for the summer or hire the potential candidate as a long-term sub or para and have the individual complete the OSDE Special Education Boot Camp or District-Level Boot Camp beginning in the Fall.  The boot camp course typically takes nine weeks to finish, plus doing the observation/field experience.  If the candidate completes the observations/field experience during the process of taking the course, the candidate would be able to apply for the Provisional Special Education Teaching License before the Winter break and upon receipt of the provisional certificate, hold a caseload starting in January.

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.
