OSDE has taken steps to reduce the number of graduation-related reports that require annual completion by districts. However, this change has resulted in some SY 2020 students having blank exit codes, which results in these students presently displaying as non-graduates for SY 2020 in the Enrollment Graduation table on the Accountability Reporting application.
Recognizing this, the Office of Accountability is opening a new, one-time process to remedy these blank exit codes: The EZ Grad Entry window. This window will allow sites to:
- Review SY 2020 enrollment graduation records with no exit code;
- Update the exit date and code using the new EZ Entry feature; and
- Confirm updates have been made to the Enrollment Graduation table after 24 hours.
Records that are NOT updated during this EZ Grad Entry window will require creating a Data Verification Request (DVR) AND uploading supporting documentation for each individual student during a later data reporting window.
To support schools during this one-time window, the Office of Accountability has created a concise, step-by-step document: The SY20 EZ Grad Entry Toolkit. During this window, school and district users will be able to update the exit code and exit date for each student who presently displays blank values. OSDE staff will update these records in advance of the 2020 Enrollment Graduation Data review process (previously called the Graduation Audit Window), which will open later in April.
The EZ Grad Entry window closes on Monday.

To better support a seamless transition from high school to postsecondary pursuits, OSDE and Parchment will make electronic transcripts available to all districts at no cost. This electronic transcript service will allow educators, students and alumni the opportunity to quickly transfer digital academic records among districts and postsecondary institutions nationwide.
The more districts that participate, the more effective and efficient Oklahoma's student record system will become. School counselors, other school administrators, registrars and Student Information System teams should be involved in the process of implementation.

All districts are required to complete the annual Oklahoma Technology Survey per 62 OK Stat § 62-34.23 (2014). The information gathered from the survey allows OSDE to gain a better understanding of each district's technology and internet capabilities and/or needs to better support schools as they work to close the digital divide.
Districts should select one person per district to complete the survey.
The 2020-21 school year survey has been modified to make completion more manageable for districts.

School districts must submit a Request for Public Assistance (RPA) related to winter storms this past February by April 25. The disaster declaration includes all 77 Oklahoma counties and covers damages sustained Feb. 8-20.
Submitting an RPA is the first step in applying for federal disaster assistance. To register, visit https://ok.emgrants.com/site/register.cfm. After registering, submit an RPA by clicking "Apply Now" on https://ok.emgrants.com/. Note: Do NOT register directly on FEMA's website.
RPAs are due April 25.
In addition, districts are asked to report damages to the Oklahoma Department of Emergency Management and Homeland Security (ODEMHS) and FEMA using the 1DA PDA tool. Under the current disaster declaration, Category B for Emergency Protective Measures is the only category of assistance approved. By reporting damages via the 1DA PDA tool, school officials can assist the state in possibly securing additional disaster assistance for other permanent work categories. Please be sure to report ALL damages your district sustained due to the winter storm.
Schools should also contact their insurance company and report damages if they haven’t already done so. Insurance deductibles may be eligible for repayment under federal disaster assistance guidelines. FEMA will not duplicate any assistance already available through insurance.

In an effort to help address potential deficits in access to effective teaching, OSDE will implement a new data collection requirement at the end of the 2020-21 school year for all school districts.
The OSDE will collect the same teacher absence data that districts and schools already submit to the USDE’s Office for Civil Rights every other year (i.e., the number of FTE teachers who were absent more than 10 school days). In addition, the OSDE will collect the number of FTE teachers who were absent 18 or more school days. In turn, statewide virtual charter schools will report teacher accessibility data for both synchronous and asynchronous learning.
Each district will upload the completed file including the certification section to the Accreditation Application on Single Sign-On. Data collection for school year 2020-21 will occur as early as a week after the 2020-21 school year ends.
The submission period closes on June 15 at 5 p.m.

The USDA has issued an extension to when direct certification must be pulled by districts considering Community Eligibility Provision (CEP) for school year 2020-21.
LEAs electing CEP, establishing a new identified student percentage (ISP) or conducting a grace year for SY 2021-22, may calculate the ISP using data drawn at any time during the prior school year (July 1, 2020 through June 30, 2021). LEAs must print a district enrollment list for the same time period as the direct certification from the WAVE.
LEAs should also compile documentation for any foster students (verified by the local foster agency), tribal students who receive Indian Commodities (verified from the tribe), a list of students in a federally-funded Head Start program (verified from the Head Start agency) and any homeless, migrant or runaway students determined by the district’s liaison for that program.
Districts must confirm their decision to elect CEP for school year 2021-22 to OSDE by Sept. 30.

OSDE is seeking input from knowledgeable and experienced PK-12 educators, higher education faculty and community stakeholders to participate in the review and revision of the Oklahoma Academic Standards for the following subject areas, as required every six years by 70 O.S. § 11-103.6a:
- Mathematics
- Physical Education and Health
- World Languages (other than English)
Each subject area's review and revision process will include both a writing team and a draft review team. The writing team will be involved in the initial review and revision of the standards, and the draft review team will be charged with reviewing the work of the writing team and providing critical feedback. Team members will be selected to ensure representation across a variety of factors including geography, grade level, ethnic and cultural backgrounds, subject area and experience.
All Oklahomans interested in participating on the writing or draft review teams must complete the official application and submit a resume no later than Monday. Selections will be announced by May 14.

As students return to the classroom with more than a year of pandemic experiences, they will need additional supports.
Last year, OSDE announced the expansion of the School-Based Services Program in collaboration with Oklahoma Human Services (OKDHS). This year’s expansion will allow OKDHS to hire more School-Based Specialists (SBS) to support children and families across the state within Oklahoma schools, with OKDSH and districts sharing the cost of the employee. The application period ends April 30, but will remain open until all positions are filled.
Community-based partnerships like those created through the School-Based Services Program strengthen families so they may meet their basic needs while also creating pathways to their goals. School-based specialists become extensions of local school districts, connecting and building relationships that allow them to identify and address the challenges students face in school or at home. The specialists coordinate with the school, OKDHS and the local community – multidisciplinary teams, health care providers and other nonprofits – to connect students and families with resources to help them succeed.
School-Based Specialists make positive impacts on difficult situations that affect a student's ability to succeed in the classroom, allowing teachers to focus on teaching and children to focus on learning.

Expanding Access to Fine Arts Education
OSDE is seeking PK-5 schools interested in piloting free fine arts curriculum during the 2021-22 school year for Oklahoma Art Tech. Selected schools will have access to high-quality, culturally responsive curriculum for Dance, Visual Arts, Music and Drama/Theatre.
Local teaching artists will support classroom teachers and engage with students in a monthly, on-site arts experience. Professional development for selected classroom teachers and supplies for the curriculum will be provided.

The Office of School Safety & Security will host "Communications & Schools" on Thursday at 1:30 p.m. This webinar will teach participants how daily communication with district stakeholders can create a successful network of crisis communication when an incident occurs. Participants will also hear how this led to successful handling of recent crises in Lawton and Norman Public Schools.

PFL Summer Academy I During this academy, sessions will be organized around state standards and focus on interactive learning. Middle and high school teachers will explore a variety of free high-quality resources. This academy is designed for teachers new to teaching PFL.

The Recognized ASCA Model Program (RAMP) designation is awarded each year to the top school counseling programs across the nation.
RAMP recognizes exemplary school counseling programs that align with criteria in the ASCA National Model. This distinction recognizes schools committed to delivering a comprehensive, data-informed school counseling program that serves all students.
Many Oklahoma schools are above the 250-to-1 recommended student-to-school counselor ratio, causing school counselors to prioritize their time to meet the recommendation of at least 80% in direct and indirect student services provided. Educating school staff and administrators on what comprehensive school counseling looks like and advocating for the appropriate role of the school counselor is a vital piece of RAMP.
Alexis Robertson, a school counselor at Fairview Elementary School in Moore Public Schools, received RAMP recognition this year, making Fairview the fourth school in the state to receive the prestigious RAMP honor. Other RAMP schools are located in Norman, Shawnee and Moore Public Schools.
