First, I’d like to thank everyone for your patience over the past several weeks as we move to improve the organizational structure of OMES IS. Last week we had a great conversation about where we are headed during the tech talk “Lunch and Discuss.” I appreciated your frank and honest comments and discussion. We are taking steps to aligning the 11 key service teams and all staff with job families. Please review this newsletter to learn more about the job families and the process we took to get there.

I want to stress your current job duties, reporting structure and physical location will remain the same until you are notified otherwise. Formalizing job titles and organizational structure is the first step in this process. Please know Bo and I are fully committed to doing everything we can to reduce the fear, uncertainty and doubt that you may have experienced in the past. The improved organizational structure gives everyone the opportunity to align skills and ambitions to where they can have the greatest impact.

Why did we do this?

The organizational structure outlined for you on Sept. 25, 2014, established a better framework for career opportunities and advancement at OMES Information Services (IS). It also set the stage to make more effective and efficient use of our resources in response to the specific needs of the agencies we serve. This is the framework we are using to start realigning job families and working titles. The realignment process, once completed, should allow for analysis of compensation levels and meaningful comparisons against market statistics. These market comparisons can help create better documentation for creation of raises, new roles, training programs, mentor programs and more.

How did we do this?

OMES IS started adding new staff from different agencies in 2012 and each of these agencies did IT differently. OMES IS transformed into an organization of roughly 1000 individuals with over 400 working titles and no way to organize the information for any sort of statistical comparison such as pay rates or qualifications.

Over the past 90 days we have been working with OMES Human Capital Management (HCM) to review statutorily defined job families to come up with 13 job families. Together, we analyzed each of our existing positions and assigned them to one of the job families and 11 service teams. We also compared over 400 working titles to narrow down the titles to just under 100. The realigned working titles will now be used to create career ladders within each job family based on experience, education and current job duties.

Take time to review the job families and working titles. This new organization of job titles does not affect your current job duties, reporting structure or physical location. Please keep doing what you are doing. All our positions fit in one of these job families.

    Next Steps

    Below is an outline of our next communication steps in this process.

    1. An email will be sent to agency directors and mid-managers outlining the goals and next steps of this process.
    2. Agency leadership roundtable meetings will be held, as well as a mid-managers meeting, to gather additional feedback and answer any questions they may have.
    3. Another newsletter will be sent out highlighting the transition plan for the 11 service team areas as well as provide working organizational charts and internal positions for hire.
    4. A personalized email will be sent to each OMES IS employee outlining your assigned IT service team, job family, working title and job description.
    5. 11 service team meetings will be held for all OMES IS employees to meet with other team members and communicate with the IT director and HCM staff.
