This change will better establish processes, recruit staff, retain staff, deliver quality products and services, and ultimately help us achieve our strategic vision for IT in the State of Oklahoma.

No. This change in the OMES ISD organizational structure is another step in the process of the full implementation of HB 1304 (2011).

These changes have been in development for some time originating in spring 2013 with the Civic Advantage study. Since that time, the entire ISD staff has guided our organizational development process. Customers and ISD staff have offered tremendous beneficial feedback from change management classes, to the climate survey and to conversations during open office hours. By combining your feedback with input from other states, consultants and industry leaders, we have arrived at a more effective structure to meet our goals.

We remain consistent with the vision, mission and core values we set together and on which we have spent the last six months promoting in the change management courses:
We are one, unified state IT resource – promoting collaboration, innovation, and operational excellence while striving to provide quality services and become trusted advisors through strategic alliances and by contributing to the development of a more effective government for our citizens.
Throughout this process we have been focused on creating one, unified state IT resource; promoting operational excellence; striving to provide quality, cost-effective and secure IT services; and becoming trusted advisors through strategic alliances. We remain committed to the IT Unification approach:
ISD should add value to every interaction with our agencies and affiliates; quickly adapt to the needs of our partners; provide quality, innovative and secure solutions; and communicate meaningfully with our partners.

Agency and employee feedback is critical. It is part of the evaluation and services improvement process. Appropriate relevant metrics will be set to measure success and will be collected on set intervals to evaluate progress. Effectiveness will also be gauged by looking at customer satisfaction.

One of the most important outcomes of this evolution is the creation of a framework for new opportunities. Our new structure will allow us to better define roles and responsibilities for every member of our team. Our focus on innovation and collaboration will allow our employees to learn new skills, explore opportunities and exercise their creativity in ways that will drive more value into every interaction with our partners.
Everyone will have the chance to align their skills and ambitions where they can have the greatest impact.

The pricing of OMES ISD services will be based on a standard pricing structure consistently applied to all customers. This matter is evaluated annually by our federal partner, the Division of Cost Allocation. Individual agencies bear responsibility for allocating their costs to federal and non-federal programs and for defending their chosen methodology. OMES ISD Finance is willing to assist any customer with questions regarding this matter.

We reviewed our options while keeping in mind our fiscal constraints and the commitments we made to our agencies' leadership to minimize disruption as we embarked on these crucial changes. With the departure of two former ISD directors, we saw an opportunity to remove a layer of management and better align team members' strengths with organizational needs. As we assessed that alignment, it became clear we had leadership-caliber individuals already performing the majority of the functions in each of the new teams. Asking them to take on additional responsibilities made the most sense.
