SUBJECT: New process for requesting an IT stakeholder for RFPs

Agencies have always been required to identify an IT stakeholder prior to submitting an IT RFP. Historically, a standard Project Initiation Request (PIR) was required for all IT stakeholder assignments; however, we realize this process was causing undue delay in the identification of an IT stakeholder.
To streamline this operation, the Office of Management and Enterprise Services Information Services division has updated the request process. Please review the updated guidelines below to determine the correct process for your agency.
Agency has a chief technology officer (CTO)
If your agency employs an internal CTO, you do not need to request an OMES IS IT stakeholder.

Role: The agency CTO can serve directly as the designated IT stakeholder.

RFP submission: When submitting the RFP request to Central Purchasing, simply list your agency CTO as the IT stakeholder.
Agency does not have a CTO (PIR process)
If your agency does not have a CTO, you must request an IT stakeholder from OMES via ServiceNow.

Submission: Submit a PIR within ServiceNow and select IT Stakeholder Request under the question, "What is the type of request?"

Routing and fulfillment: The request will route internally through IS. Once fulfilled, the requestor will receive an email identifying your assigned IT stakeholder.

RFP submission changes: Previously, agencies were required to provide a demand number on the RFP request. You will now simply need to name the assigned IT stakeholder on the RFP request to CP.
