Performance review updates

On June 18, the Workday@OK team announced an issue with content carryover in performance reviews. Since then, we have been actively working to resolve this problem and have engaged with Workday support for assistance. Unfortunately, a similar issue has been identified with the 2026 templates. To prevent further complications, the Workday@OK team has temporarily disabled the 2026 midyear template. We are committed to finding a solution and will provide an update by mid-September to ensure timely midyear reviews.

Use of furlough time or absence types and earnings codes

We have identified instances where employees and agencies have incorrectly used furlough time and absence codes. These codes should only be used when an appointing authority announces a furlough approved by the OMES Human Capital Management administrator. Furlough hours are reported to various retirement systems to track employees' creditable service time.

It has come to our attention that employees have mistakenly entered furlough time for hours not worked. This code does not provide payment; it merely records hours on an employee's timesheet and in the payroll and appears on the employee's payslip for recordkeeping purposes. Agencies have been contacted about future-dated furlough entries, and access to furlough codes has been temporarily revoked. Access will be reinstated as needed for official furloughs.

Agencies are advised to review OAC 260:25-15-48 for further details regarding involuntary leave without pay (furlough). For any questions or assistance, please submit a Payroll Support request.

No tax on overtime provision

The One Big Beautiful Bill (OB3), enacted on July 4, includes a provision eliminating taxes on overtime. However, taxation is determined individually. Eligible individuals might claim a deduction for qualified overtime compensation on their personal tax return. Despite this provision, payroll taxes must still be withheld from all overtime pay, with both wages and taxes reported on each employee's W-2 form. The IRS has released fact sheets explaining this provision and others. The payroll team is awaiting IRS guidance on how to report qualified overtime compensation on W-2 forms. Once we have received this guidance and any necessary updates have been implemented in the Workday system, we will inform agencies so they can communicate with their employees. Employees with specific tax-filing inquiries should consult their tax advisors.

Benefit corrections through payroll

When processing benefit corrections for payouts or refunds of benefit allowances and insurance premiums, agencies must ensure that taxable wages do not drop below zero. A negative taxable wage is incorrect and may result in tax refund errors. If this occurs, the agency will be notified and held accountable for both the employee and employer tax contributions required to rectify the situation. After completing all benefit entries, review the payroll thoroughly. If you have any questions, please submit a Payroll Support request, and a team member will assist you.
