AAA Memo 2025-01: New pay bands and federal poverty guidelines
House Bill 1794 of the 2023 regular session required OMES Human Capital Management (HCM) to establish a market-based pay system; in response, HCM initiated a job catalog project in which we created hundreds of new job profiles, and thousands of state employees were moved into the job profiles that most accurately describe their work.
July 1 is the effective date of the revised pay bands and brand-new pay structures for job families where the market could not align with the existing structure.

Executive Order 2024-29 Q2 reporting form due June 30
In accordance with Executive Order 2024-29 issued by Gov. Stitt on Dec. 18, 2024, agencies utilizing hybrid or remote work exceptions must report details on these exceptions, including employee job descriptions and anticipated return dates, to OMES on a quarterly basis.
To facilitate consistent and efficient reporting, OMES has developed a standardized report template.

CPO Announcement: State Use program – WorkQuest update
OMES Central Purchasing is ending the current agreement with WorkQuest, our State Use third-party provider, effective July 20.
After careful consideration, we have determined that it is in the best interest of agencies and the State Use program to discontinue the WorkQuest partnership. More information will be distributed in the following weeks.

OMES Finance has outlined the FY 2026 shared services billing timeline, including key dates for review and agreement execution.
Directors are encouraged to review the process summary and ensure internal coordination with finance and procurement teams.

Staff background checks
The State of Oklahoma requires that a successful standard or enhanced background check be completed for all final employment candidates, contractors and vendors hired to support OMES Information Services.
Managers needing a background check for staff or contractors can start the process by submitting an Employee Onboarding ticket. If an employee is transferring from within OMES, please create an Internal Department Transfer ticket.
Managers, please note that enhanced background checks are required for access to:
- Server rooms.
- Criminal Justice Information Services (CJIS) system.
- Federal tax information (FTI).
Prompts within the onboarding ticket will guide you on who to contact for further details.

Deferred Maintenance updates
June 2025
Fiscal year 2025 is complete, and the sun has set on the first year of OMES’ Deferred Maintenance Plan. Over the past 365 days, our Capital Assets Management team has worked diligently to ensure projects across the Capitol Complex were solicited, contracted and entering the construction phase in the most efficient and cost-effective manner. While there were a few minor setbacks along the way, all planned projects met OMES’ goal of being under contract before the conclusion of the fiscal year.
The state Legislature appropriated $56.25 million in FY 2025 to address necessary repairs to assets like machinery and infrastructure in state-owned buildings. To date, $41.9 million, or 74.5%, of these funds have been allocated, with the other $10.7 million in progress of being drawn down on projects currently entering the construction phase.
Completed projects include replacing the variable frequency drives at the Agriculture Lab, replacing the roof and mechanical room panels at the Will Rogers Building and upgrading entryways at the Oliver Hodge and M.C. Connors buildings. All other projects are currently under construction or will begin construction in the next few months upon the arrival of equipment and parts.
To create a more pleasant work environment for our tenants in state-owned buildings, we embark on a new fiscal year journey with a slate of new projects to accomplish. Tenants can review the plan for FY 2026 as our team begins the initial planning phase.

Executive Order 2025-03 – agency fleet reductions
As part of Governor Stitt’s commitment to reducing government waste and optimizing state resources, Executive Order 2025-03 directs OMES to oversee the overhaul of Oklahoma’s state vehicle fleet.
Next steps: Agencies will receive individualized emails from the OMES Fleet Management director specifying which vehicles are required to be turned in. OMES Fleet Management Director Nathan Pumphrey has completed data analysis and identified vehicles that meet the EO's criteria for turn-in. These include underutilized vehicles that do not align with state statutes for efficient use.
Action required by agencies: Please carefully review the email from OMES Fleet Management to identify vehicles designated for turn-in. If you have questions or if any issues arise, please contact Jed Redeker.
Why this matters: EO 2025-03 builds on previous efforts like Executive Order 2020-04, which highlighted that Oklahoma’s fleet of over 9,000 vehicles included many underutilized assets. By reducing the fleet, we aim to lower maintenance costs, fuel expenses and administrative overhead, ultimately benefiting Oklahoma taxpayers.

Improved fleet monitoring: Comdata fuel metrics now integrating with Fleetio
OMES is enhancing data synchronization by integrating Comdata fuel card information into Fleetio, our fleet management software. This integration will provide a comprehensive view of fuel usage and costs, improving tracking and budgeting accuracy. Additionally, efforts are underway to incorporate historical vehicle data into Fleetio, with a full dataset expected to be available by August. This will allow for better long-term analysis and decision-making regarding fleet operations.

Enhanced rental process with Fleetster
To further optimize fleet management, OMES is excited to announce the implementation of Fleetster, a cutting-edge vehicle rental management system. This platform will streamline the process for agencies to rent vehicles when needed, reducing reliance on underutilized owned vehicles. Fleetster offers real-time availability tracking, automated reservation systems and detailed usage reports, ensuring a more flexible and cost-effective approach to meeting operational needs.

This guide outlines how functionality decisions are made, what criteria are used and how new features are integrated into the platform – supporting a more strategic, consistent use of workforce data across the state.
As an agency leader, your support is vital. Please take a few minutes to review the playbook and ensure your HR, payroll and benefits teams are actively engaged in the Workday@OK User Group, reviewing ongoing communications to provide feedback and ensure process alignments, and sharing the information with your agency's employees. Your participation is critical to the continuous improvement of Workday@OK.

To ensure the system meets your agency’s needs, please ensure your agency HR, payroll and benefits partners follow these steps:
- Submit all requests for enhanced or new functionality via the HCM Statewide Consulting ServiceNow request item.
- Respond to surveys and information requests promptly.
- Attend release sessions to review and provide feedback on new functionalities.
- Participate in focus groups and trial new functionalities as requested.

 OMES OFM team receives rebate in excess of $24,000
Our Office of Facilities Management (OFM) recently expanded its energy efficiency program to our partners at the Oliver Hodge Building, resulting in a $24,819.20 rebate from OG&E.
OFM takes a proactive approach to energy savings by identifying opportunities to save the state utility costs in state-owned buildings. Most recently, the team completed a lighting retrofit at the Oliver Hodge Building, replacing outdated fixtures with energy-efficient LED lighting. The upgrade cut the total number of fixtures by nearly 50% while maintaining lighting levels that meet code requirements – leading to long-term energy and maintenance savings for the state.
OFM remains committed to a thorough and cost-effective approach to maintaining state-owned buildings for our partners.

 OMES Cyber Command and Oklahoma DCOE secure fourth Cyber Shield win
Oklahoma’s cybersecurity team outperformed international competitors for the fourth consecutive year, reinforcing the state’s reputation as a leader in cyber defense.
OMES Oklahoma Cyber Command traveled to Virginia Beach to compete alongside the Oklahoma National Guard Defensive Cyber Operations Element (DCOE) as part of Cyber Shield, a large-scale, international cyber-defense training exercise hosted by the U.S. National Guard.
Coming in as the defending champions for three consecutive years, the DCOE set a high bar for this year’s competition. Our Cyber Command participants were honored to help secure the win, and they are returning with enhanced skillsets and new information they can now apply to real-world cybersecurity scenarios.
OMES congratulates the Oklahoma DCOE on four Cyber Shield wins in a row and thanks the National Guard for their continued collaboration to protect the state's data.
