Earlier this month, Governor Kevin Stitt issued Executive Order 2025-04, creating the Oklahoma Division of Government Efficiency (DOGE-OK) within the Office of Management and Enterprise Services (OMES).
The order requires state agency directors to take immediate steps to ensure DOGE-OK receives full access to agency records, data, software systems and IT systems. The order also states, "In consultation with DOGE-OK, each Agency executive shall designate an existing employee within the agency as the agency’s DOGE-OK coordinator."
We ask that you submit your agency designee as soon as possible to ensure compliance with the order. You can do so by selecting the button below.
By March 31, 2025, DOGE-OK will submit a report to the governor that outlines strategies for efficiency, recommendations for fiscal reforms and specific agency budget findings. Your participation is crucial, and we look forward to hearing from your team.
Additionally, DOGE-OK wants to hear from our state employees! Your ideas can help us create a better state, and a better future for the people of Oklahoma.

Reminder regarding state employee health and life insurance
Effective July 1, 2024, SB 1310 transferred administration of the state-sponsored health and life insurance plans, known as HealthChoice, from the Office of Management and Enterprise Services to the Oklahoma Health Care Authority.
Questions or concerns regarding HealthChoice should be directed to the Employees Group Insurance Division of the Oklahoma Health Care Authority by emailing Bradley Downs.
Oklahoma State Employee Engagement Survey update
The Oklahoma State Employee Engagement Survey (OKSEES) has been a service provided by OMES in recent years. OKSEES measures state employee attitudes toward work climate and culture, as well as satisfaction and engagement with various aspects of employment at Oklahoma state agencies. Fiscal year 2024 marked the fifth distribution of the survey to Oklahoma state government employees, providing ongoing benchmarking and comparisons of employee engagement and satisfaction.
OMES has recently evaluated the path forward for OKSEES and has made the decision to discontinue this service. We want to encourage agencies to distribute your own employee engagement surveys to continue the important work of understanding your strengths as employers and identifying areas for improvement.

Job Catalog Project updates
The OMES Human Capital Management (HCM) team has continued to make progress on the Job Catalog Project. We currently have 31,960 state employees. Of those, 29,653, or about 93%, are now in the standard alphanumeric job profiles in the job catalog. During Phase 2, 122 new job profiles were created. There are 55 job profiles still in process.

We will continue to work with agencies on the remaining job profiles and assist with updates to workers as needed. Maintenance on the job catalog will be ongoing as jobs will continue to change over time and will require updates to job descriptions or creation of new levels or new job families. If you have workers who are still in nonstandard numeric job codes and have not sent a position description questionnaire for the job, email those to Deanna Ferron or Margot Barnes.
This timeline is subject to change, but we will continue to share communications as the HCM team progresses through each phase of the project. Questions are welcomed and can be emailed to the same contacts above.

Given recent weather events, the Office of Management and Enterprise Services and the Oklahoma Department of Public Safety would like to encourage state employees to sign up for year-round weather notifications.
Once subscribed, alerts from DPS will be sent directly to employees, informing them if the county they work in is affected by weather conditions. We want everyone to be safe and receive information that impacts their work schedules.
As always, employees should follow their agency's guidance regarding administrative leave and should work with their HR team or supervisor to resolve questions.

Workday@OK updated reporting feature in compliance with EO 2024-29
Agency leaders and HR professionals:
Effective Feb. 13, all state employees are encouraged to complete a flex work arrangement in Workday@OK. This feature is designed to streamline the process for agencies to comply with the reporting requirements established by Executive Order 2024-29. The workflow will replace any paper telework approvals and tracking, simplifying the quarterly reporting process.

ABS P-card sign-off deadline
Agencies using OMES Agency Business Services are now required to sign off on all purchase card transactions in Works by 3 p.m. on the first business day of each month. This change is effective immediately, meaning purchase cardholders should sign off on all February transactions by 3 p.m. on Monday, March 3.

Deferred Maintenance update
With only a few months left before the end of the fiscal year, our team is sprinting to get all FY 2025 projects under contract.
This month, solicitations for construction managers closed for a few upcoming projects including those located in the Denver Davison and Transportation buildings. Meanwhile, construction has begun at the M.C. Connors, Oliver Hodge and Agriculture buildings.
Additionally, two projects completed construction this month at Will Rogers Building. The newly replaced mechanical room panels and roof will provide superior protection from the elements for the next 20-30 years.
Many of the other projects in Phase 1 of the eight-year plan are working their way through the design phase to ensure safety, cost efficiency and optimized functionality.

 Sallisaw Veterans Home
We are excited to share that construction on the Sallisaw Veterans Home is officially complete. On Monday, Feb. 10, the fire marshal approved the Certificate of Occupancy; though there are a few more closeout projects to complete, the project is on schedule and a dedication/ribbon-cutting ceremony was held on Feb. 21 in Sallisaw.
The health department's inspection schedule is making progress, and other final milestones for this project include a punch list completion and employee training in March, resident move-ins in April and the federal Veterans Affairs inspection slated for late April or May.

 Jim Thorpe Building
The historic window swap at the Jim Thorpe Building continues with window installation complete on levels three through six, and removal and prep active on level two. This process will continue through March.
Miscellaneous structural repairs throughout the building are finished, with mechanical ducting largely complete on the basement and first floor as well as ongoing ducting installation.
Various piping, draining and framing projects are in progress throughout the building, and basement waterproofing will begin soon. Project completion, projected for August 2026, is currently on schedule.

Kelley Building
Last month marked the completion of final construction documents at the Kelley Building. This month, careful preparations for construction continue.
Construction has not yet begun, but the project is on schedule as project bids were sent out on Thursday, Feb. 20.

Allen Wright Memorial Library
The OMES, Department of Libraries (ODL), Manhattan, Alvine, ZFI and REES teams had an initial schematic design meeting in late January to discuss interior space planning and review preliminary concepts for the building façade. The ODL and REES teams met in February to discuss interior planning for the layout of collections spaces, office spaces and spaces for public use. The project team met this month to discuss the next draft of interior planning and to finalize a concept for the building façade.
Meetings are being planned for the ODL, OMES and REES teams to tour other library and office spaces to determine space planning and furniture elements that would work best for the Allen Wright Memorial Library. The next steps for the Schematic Design phase are for the REES team to incorporate feedback from the OMES and ODL teams into the finalized interior planning and exterior façade design.
Current open action items include scheduling site visits to other library, office and state buildings, coordination between ODL and OMES on timing and schedule for temporary work-site relocation, and REES' and Manhattan's development of schematic design pricing for relocation and storage of library collections during construction.
