OACBHA CEO Cheri L. Walter Retiring
After 22 years of dedicated service to the Ohio Association of County Behavioral Health Authorities (OACBHA), CEO, Cheri L. Walter, will be retiring from her position at the end of this week. Since being appointed as the first CEO of OACBHA, Walter has been integral in creating and leading the organization. Her retirement marks the end of an era, while opening the door to a new chapter and opportunities for OACBHA.
Walter’s service to OACBHA began as three former behavioral health associations merged into a single entity, ensuring a unified voice for Ohio's county ADAMHS boards.
Throughout her tenure, Walter helped boards navigate the many changes to Ohio’s behavioral health system. This included seeing seven Community Mental Health, seven Alcohol and Drug Addiction Services Boards, and 43 Mental Health and Addiction Boards become 50 combined Alcohol, Drug Addiction, and Mental Health Boards serving all 88 counties; the lifting of Medicaid from Boards to the state; Medicaid Expansion; dealing with Ohio’s opiate and addiction epidemic; and working to address Ohio’s mental health crisis. During her time as the CEO at OACBHA, she has helped Ohio's ADAMH Boards to continue to evolve and meet the demands of local communities.
Under Walter's Leadership, OACBHA with its member Boards, created the Culture of Quality peer certification program, that provides for Boards to be certified by ensuring that they are meeting over 150 standards that look at fiscal, program, and operational functions, setting new benchmarks for board operations. She also worked to establish a yearly, nationally recognized opiate conference, and an annual recovery conference that allows individuals in recovery to celebrate and strengthen their recovery.
Throughout her career, Walter has been open about her recovery, and has been an unwavering advocate for families and children needing help, along with celebrating individuals who have experienced mental illness and/or addiction who are now in recovery. She has also worked to reduce stigma and normalize recovery.
Walter's collaboration with behavioral health stakeholders and policymakers across Ohio has been instrumental in advancing OACBHA's mission and achieving positive outcomes for Ohioans dealing with mental health and addiction issues. OhioMHAS extends its heartfelt thanks to Walter for her decades of leadership and advocacy, and her outstanding contributions to Ohio's behavioral health care field.

Deflection Week and Bridge Day Across Ohio
The Substance Use Deflection Initiative at Northeast Ohio Medical University (NEOMED) and partners around the state are joining together to observe National Deflection Week July 14-20 and National Day of Deflection on July 17, known in Ohio as Bridge Day. In its second year, Ohio aims to have Bridge Day deflection events in all 88 counties over two days (July 17-18).
Deflection Week is an opportunity to celebrate the advancements and progress in deflection and pre-arrest diversion efforts and the people who make that progress possible. Deflection programs seek to intercept persons with substance use disorder prior to entering the criminal justice system and offer linkage to support services, treatment, and recovery-oriented systems of care.
Ohio is home to the first Quick Response Team, founded in Colerain Township a decade ago. Since then, the majority of Ohio’s 88 counties have adopted overdose response using at least one of the Six Pathways of Deflection and Pre-Arrest Diversion. Furthermore, Ohio has founded a professional organization, the Ohio Deflection Association, started an annual Deflection Summit, and established a coordinating hub for center of excellence functions, the Substance Use Deflection Initiative.
How can you take action on National Deflection Day?
