Ohio Administrative Code Rule-3301-13-11 regarding the identification, instruction, assessment, and reclassification of English learners became effective on Nov 8, 2024. Please see updates, guidance and resources below.

Ensure proper administration of Language Usage Survey Screen students born outside of the United States or with languages other than English

Notify parents of English learner identification
- Record data in the Educational Management Information System (EMIS)
- Select standards-based instructional materials across the core content areas
- Support students who read, write, and/or speak in a language other than English to regularly participate in grade level learning (2.2,e)
- Enable teachers to implement instructional practices that foster English learners' development and autonomy in their learning (2.2,f)

Multilingual students may benefit from developing handwriting fluency to focus on skills such as sentence construction, elaboration, and word choice
- Review specific steps for effective skill instruction
- Access state resources to better integrate English learner programs and provide teachers of English learners credits towards licensure renewal
- Find courses related to literacy, peer coaching, career technical education and more on the Department's learning management system webpage
The Ohio Traffic Safety Office has developed materials to support communities in providing information on obtaining an Ohio driver license, reading traffic signs, signals, and understanding laws. The training is intended to provide more accessible information that may be delivered to community members either in-person or via virtual classes. The educational content is designed to be taught in conjunction with a translator and written materials may be translated.
