Under a public health order issued by Acting Health Secretary David R. Scrase, M.D., the re-implemented mask requirement applies to all individuals aged 2 and older in all indoor public settings — except when eating or drinking.
Masks will be required to everyone in school buildings regardless of vaccination status, which aligns with the most recent guidance from the Centers for Disease Control and Prevention. The Public Education Department has been in the process of updating its toolkit for schools and district personnel.
The indoor mask requirement will be effective Friday, Aug. 20. It will remain in effect until at least September 15. The governor, acting upon the counsel and analysis of the state Medical Advisory Team and state health officials, may decide to extend or lift the requirement as necessary.
Businesses, houses of worship and other entities may enact stricter requirements at their discretion.

We Have Moved!
The county’s new administrative headquarters located at 415 Silver Ave. SW is now open to the public.
Bernalillo County @ Alvarado Square is 282,000-square-feet, has eight floors, a basement and new adjoined 12,000-square-foot commission chambers that will seat 200 people. The original building was formerly owned by Public Service Company of New Mexico (PNM).
Customers can now take care of county business with the clerk, assessor, treasurer, probate judge, commission, Planning & Development and more in one building.
There is also free public parking available across the street at Fifth and Silver.

Bernalillo County Treasurer Nancy M. Bearce and Deputy Treasurer Kenneth E. Scott presented the operations and investment results to the Bernalillo County Board of Finance at its regular meeting on Tuesday, Aug. 31. The Board of Finance meets quarterly at the county’s new administrative headquarters, Bernalillo County @ Alvarado Square at 415 Silver Ave. SW. However, due to the current state public health order, the Board of Finance meeting was held via ZOOM and was available for live stream on YouTube. Highlights for year-end results include:
- More than $4 million in Net Investment Income for the Fiscal Year ending June 30, 2021 including amortized bond premiums
- The Treasurer’s Office collected $734 million, 96.95% of property taxes, comparable to the previous two years of 96.84% and 98.82%
- Collected $14.7 million in delayed 2019 property taxes
- Increase in online property tax payments
The goal of Bernalillo County’s investment policy is to protect public funds in a way that provides safety of principal, liquidity of the portfolio, and achieves maximum rate of return.

Bernalillo County to hold Groundbreaking for Sunport Boulevard Extension and Interchange Project
The long-awaited groundbreaking for the Sunport Boulevard Extension and Interchange Project was held on Wednesday, Sept 22 at 10 a.m., east of the intersection of Woodward and Broadway SE, at the top of the hill.
When the project is completed, drivers will be able to use the exit I-25 at the Sunport off-ramp and drive directly to Broadway via the Sunport extension.
The entire project is expected to be completed by May 2023 at a cost of $20.4 million dollars.
Funding for the Sunport Boulevard Extension and Interchange Project came from the Federal Highway Administration with matching funds from the county.

Bernalillo County Launches New DWI Advertising Campaign
Drinking and Driving Means Game Over
The Bernalillo County Department of Behavioral Health Services and the DWI Planning Council launch a new DWI campaign capitalizing on nostalgia and reality, titled Game Over. The campaign is aimed to curb drunk driving among young people ages 21-35 within the county.
Bernalillo County partnered with Lavendr, a new local ad agency, to create a campaign that would capture the attention of millennials and Generation Z. To achieve this, Lavendr drew inspiration from new TikTok trends, along with troupes from video games that were popular during childhood, with the intent of introducing a new approach to a DWI public services announcement that leans on familiarity. The result is a rather out-of-the-box video game inspired campaign that allows one to choose between option A and option B. The campaign will include television, radio, billboard, digital advertising, and social media promotions.
The project was funded by liquor excise taxes through the State of New Mexico Department of Finance and Administration - DWI Distribution Grant. The dollars generated from the tax comes from New Mexico retailers and consumers purchasing alcohol.

The Sugar Skull Fun Run is back for 2021
Registration is Open for the 7th Annual BernCo Sugar Skull Fun Run
Bernalillo County will be hosting the 2021 Sugar Skull 5k fun run/walk on Sunday, Oct. 24 beginning at 9 a.m. at the National Hispanic Cultural Center, 1701 Fourth St. SW.
Early bird registration is going on now for $30/person, ages eight and up. Children 7-years-old and younger can participate for free. No registration required. Dia de los Muertos theme
d attire is encouraged but not required. Pets are welcome.
Registration fee includes the coveted Sugar Skull Fun Run t-shirt. This year’s design is by local artist Sarah Villa. Villa’s original artwork represents the “Dia de los Muertos” theme in the image of a roadrunner and incorporates an array of colors associated with New Mexico.
On Oct. 4, race registration goes up to $40 per person. And on race day, cost of registration is $50 per person. Packet pick-up is Saturday, Oct. 23 – location and times to be determined.
T-shirts are guaranteed for registrants through Oct. 4.
The annual fun run benefits the Bernalillo County Quality of Life Fund.
The BernCo Quality of Life Community Fund supports responsible and effective philanthropy to enrich community wellness, and social and cultural experiences of Bernalillo County residents and visitors. In partnership with the New Mexico Community Foundation, the fund allows the Bernalillo County business community and local residents to support art and cultural experiences, support agricultural partnerships, access to health food, support animal care and public safety initiatives, open space, and recreational opportunities.

Bernalillo County, the Middle Rio Grande Conservancy District (MRGCD), and the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA) are collaborating on a project to enhance the drain as a multiuse trail and community open space.

The Isleta Drain is a 10-mile canal and potential recreation and trail corridor running from Central Ave south to I-25. It was constructed by the Middle Rio Grande Conservancy District in the 1930s to drain lands with high water tables and return unused irrigation water back to the Rio Grande. The drain is still used for these purposes and to help route stormwater to the Rio Grande. Like many of the acequias and drains in the South Valley, people have used the Isleta Drain for decades as informal paths for walking, biking, horseback riding and connecting to places in the community.

Bernalillo County is seeking community input on a proposal to name a soon-to-be-constructed ball field at Tom Tenorio Park, on Arenal SW, after former Bernalillo County employee Marty Candelaria, who passed away in 2020.
Marty Candelaria had an undeniable love for the game of baseball that, in 1983, earned him a try-out opportunity with the Cincinnati Reds.
Marty’s connection to Tom Tenorio Park and to Bernalillo County began 37 years ago in 1984 as a softball player at Tom Tenorio Park and also as an employee in the county’s Parks and Recreation’s Land Management Division.
In 1987, Marty began umpiring leagues and tournaments.
In 1994, Marty became a supervisor with Land Management, which entailed maintenance of the park and all of the fields at Tom Tenorio, which he continued to do until his retirement in 2009.
From 1996 to 2017, Marty was supervising all the leagues at Tom Tenorio.
Marty’s love and knowledge of the games of softball and baseball is legendary. He umpired for 11 different collegiate conferences.
Marty has umpired and supervised all of the county’s annual Jimmy Nieto tournaments and has a t-shirt for each and every year.
Marty’s daughters, who are now grown, spent many days running around the softball fields and playing in the dirt. Their dad working at Tom Tenorio has been a big part of their childhood memories.
Tom Tenorio and Marty are synonymous for many people who grew up in Albuquerque. Marty is well respected for his knowledge of the game and his leadership example.
He has prepared many fields for play, mediated many disagreements, interpreted countless umpire calls, trained many umpires, called an ambulance too many times, thrown out a few players and dumped out numerous beers.
Marty’s love for the game and his community stands for itself.

Residents must live outside city limits to qualify for county help
Bernalillo County is accepting online applications for utility and rental assistance through the Bernalillo County Relief of Emergency Needs for Tenants (RENT) assistance program. Paper applications are also being accepted.
The RENT program makes available $5 million to assist households that are unable to pay rent and utilities due to the coronavirus (COVID-19) pandemic. The funds are provided directly to states, U.S. territories, local governments, and Native American tribes.
The grant, made available to Bernalillo County by the United States Treasury, has been earmarked for qualifying renters outside the city limits of Albuquerque, but within the county. Applicants within the city must apply to the City of Albuquerque’s rental assistance program. Applicants can verify if they are located outside of the city of Albuquerque before applying by using the provided locator Map.
