The Bernalillo County Board of County Commissioners has chosen Pamelya Herndon as its candidate to fill the District 28 vacancy of the New Mexico House of Representatives. Herndon was sworn in immediately following the vote.
Eight individuals submitted applications to the commissioners for consideration.
Rep. Herndon, a local attorney, replaces Rep. Melanie Stansbury who resigned her seat following election to the U.S. House of Representatives District 1, through a special election.
The New Mexico House of Representatives District 28 is in the northeast quadrant of Albuquerque, fully within Bernalillo County. A map of District 28 is located here.

Continues strong first half tax collection and $1 million in Net Investment Income
Bernalillo County Treasurer Nancy M. Bearce and Deputy Treasurer Kenneth E. Scott presented the operations and investment results to the Bernalillo County Board of Finance at its regular meeting on May 25.

Highlights for the quarter ending March 31, 2021 include:
- The Treasurer’s Office collected nearly 60% of property taxes, up slightly from the two previous years
- Recently moved more money to the Core, in order to reduce our liquidity and earn a better return over time
- Net investment income at nearly $1.2 million for the quarter
- Positive economic signs during the quarter, with some areas of concern
The goal of Bernalillo County’s investment policy is to protect public funds in a way that provides safety of principal, liquidity of the portfolio, and achieves maximum rate of return.
The next Board of Finance meeting is Aug. 31, 2021 at 4 p.m.

East Mountain Broadband Survey Results Are In!
What kind of devices do you have that require internet service?
How many devices do you connect to the internet?
What do you use high-speed internet for?
Respondents answered these and more questions on a survey that was conducted between November 20, 2020, and January 31, 2021.
We received responses from 1,162 residents. Of the respondents, 65 responses were disqualified because the respondent did not live in Bernalillo County or the address was not recognized. Survey responses were divided into roughly eight “quadrants.”

The Importance of Certified Maintenance Service Providers
Regular maintenance is one of the keys to a properly functioning septic system. For conventional septic system owners, regular maintenance is as simple as cleaning the effluent filter a few times a year and having the septic tank pumped every few years. But for homeowners with Advanced Treatment Systems (often called aerobic septic systems or ATU systems), regular maintenance is more detail-oriented and a job best left to professionals.
Bernalillo County Natural Resource Services requires all advanced treatment systems to have ongoing maintenance events with a certified maintenance provider. This ongoing maintenance and monitoring must occur semi-annually at a minimum. Septic systems must be monitored for dissolved oxygen, temperature, pH, sludge depth, other parameters recommended by the manufacturer, as well as sampling if the system does not conform to the manufacturer’s guidelines, a lack of established manufacturer’s field parameters, or if the system has been determined to not be operating properly. The electrical components are also checked during these maintenance events to ensure that mechanical and electrical components of the aerators are functioning properly. The Illegal Dumping Partnership (IDP) has begun a media campaign to educate the public about the serious problem of illegal dumping throughout the city and the unincorporated areas of the county. The vision of the IDP is to maintain a clean, safe, healthy environment and prosperous community free of liter, engaging and educating the community, changing behaviors, and utilizing resources.
The campaign consists of television and radio ads, plus outdoor digital billboards, to make people aware of how illegal dumping is affecting neighborhoods throughout the county and city. In addition, social media will also be used to engage the community.
The education and outreach campaign is bilingual and drives awareness to www.ihavetrash.com or www.tengobasura.com which have resources available for trash disposal. Many of these services are free and available curbside, yet many residents are unaware of the options. Read more....

Food vendors will be onsite.
Moviegoers may bring blankets, lawn chairs, and their own food and drinks. Absolutely no alcohol, glass, sharp or dangerous items, or video recording devices are allowed.
Designated social circles will be established for all attendees. Masks are not required but are encouraged.

Continuing Education Outreach with the University of New Mexico
Natural Resource Services would like to spread the word about a University of New Mexico Continuing Education Course regarding the Water Budget and Water Rights in New Mexico. This is a special course on water issues taught Dr.John Shomaker. Dr. Shomaker is the Senior Principal Hydrogeologist at John Shomaker and Associates Water Resource and Environmental Consultant and has over 50 years of experience in New Mexico geology and hydrogeology. The course will summarize the “water budget” of inflows, outflows, and ground-water storage for New Mexico and the water budget for the Middle Rio Grande valley, past, present, and predicted. As well as, look at water rights in various areas of New Mexico and changes over the past 25 years. The prospects for future water supply in north-central New Mexico, including projects to import water from the Pecos and San Augustin basins, “deep aquifer” wells, desalination, and transfers from agriculture will be covered. This class starts Monday, June 21, 2021 at 3:30 p.m. - 5:30 p.m. on Zoom (2 hours per session for 4 weeks).

16-18 year old applicants eligible for hire
Bernalillo County will receive approximately $1 million from the New Mexico Public Education Department to administer a summer internship program for high school aged youth ages 16-18 interested in exposure to a variety of professions from diverse employers and organizations throughout the city of Albuquerque and Bernalillo County.
The internship program is designed to provide real‐world experiences that expand youth application of academic, technical and employability skills in a work setting.
The county has set the goal to hire in June up to a maximum of 500 student interns to work 20 hours a week for six weeks, beginning in early July. Bernalillo County also intends to employ up to 34 part-time adult coordinators who will oversee intern placement in positions that complement the student’s interest and skills.
To qualify, interns will need to be 16 to 18 years old and be residents of Bernalillo County. The program will be open to any youth who fits the high school age requirement, including spring-summer 2021 graduates. Interns will be paid $12 an hour. Coordinators will be paid $25 an hour.
Upon being hired, interns will need to sign an internship agreement and successfully complete orientation before being placed. Interns will be required to participate in weekly employability training.

Residents must live outside city limits to qualify for county help
Bernalillo County is now accepting online applications for utility and rental assistance through the Bernalillo County Relief of Emergency Needs for Tenants (RENT) assistance program. Paper applications are also being accepted.
The RENT program makes available $5 million to assist households that are unable to pay rent and utilities due to the coronavirus (COVID-19) pandemic. The funds are provided directly to states, U.S. territories, local governments, and Native American tribes.
The grant, made available to Bernalillo County by the United States Treasury, has been earmarked for qualifying renters outside the city limits of Albuquerque, but within the county. Applicants within the city must apply to the City of Albuquerque’s rental assistance program. Applicants can verify if they are located outside of the city of Albuquerque before applying by using the provided locator Map.
