📢 MEP Funding Update
We are pleased to share that Title I, Part C (PRC-051) Migrant Education Program funds have been released by the US Department of Education. With funding secured for the upcoming year, now is the time to focus on completing key summer tasks, preparing for the new program year, and meeting all reporting deadlines.

The NC MEP will hold its Fall MEP Meetings on the following dates:

West – September 10, 2025 from 9:30 am – 3:30 pm

All district MEP staff are required to attend one of the two meetings, including Federal Program Directors who also serve as MEP Directors.
☀️ MEP Summer Term – Ends August 31
With less than a month left in the MEP Summer Term (June 16–August 31), please prioritize the following:

ID&R – Maximize recruiting efforts to ensure all eligible migratory children and youth are identified before August 31. Children identified by this date will count toward your 2024–25 MEP child count.

Service Delivery – Provide supplemental instructional and/or supportive services to eligible students before the start of the school year. Reminder: A student must receive MEP-funded services during the summer term to be included in your district’s Category Two (A2) count. Presence alone during the summer is not enough—they must also be served.

PFS Determinations – Complete PFS determinations for any migratory student who: Moved into your district within the past 12 months, and Exhibits at least one academic risk factor. Data Validation – Continue to maintain accurate internal rosters and reconcile data as we transition from PowerSchool to Infinite Campus. The Summer Re-enrollment Verification was a critical step, but please also conduct a self-audit before August 31 to ensure accuracy as we close out the MEP program year. We know that there have been discrepancies between PS & IC, so the summer EV will help us all to clean up and make sure that our MEP data is accurate. The same thing will happen during the REG EV during the first week in September.

Data Reporting – Your July SSR should be uploaded to the secure server by now. Please plan to ensure that your August SSR is uploaded to the secure server by September 5.
The MEP Section of the Consolidated Application, along with PRC-051 planning allotments, will be available in CCIP by the end of this week or early next week.

Yes, PSUs will receive PRC-051 (Title I, Part C) MEP funds for FY25.

The NC MEP team is working closely with the allotments office at DPI to release funds as soon as possible.

Final amounts are still being calculated. Due to a statewide reduction in MEP funding, some allocations may be slightly reduced compared to last year. In the best-case scenario, districts will receive the same amount as last year. We will confirm as soon as possible.

Local Program Evaluation – Use the 2024–2025 Program Evaluation template in MEP Related Documents and attached below. The Local Program Evaluation is more than a compliance step — it’s a valuable opportunity to assess impact, identify areas for growth, and plan strategically for the upcoming year. This process should be collaborative, involving all MEP staff. Attached is the slide deck from the recent webinar on completing the evaluation. 📌 Action: Convene your MEP team, assign implementation levels, and review your data together. 📩 Contact Hunter Ogletree if you need assistance.

Local ID&R Plan – Update your plan based on the results of your 2024-25 ID&R plan and any changes in your district’s ID&R landscape. Do not reuse last year’s plan without revisions. 📩 Contact Juan Carlos Alvarez if you need assistance in updating the ID&R Plan.

Job Descriptions – Provide short, clear descriptions for all personnel positions funded in your planning budget (including seasonal and part-time). See the attached Henderson County example for reference.
We strongly recommend that all MEP staff have access to Infinite Campus. At a minimum, MEP staff should be able to run Migrant Validation Reports, which provide updated rosters of MEP students in your district. Having this access will help ensure timely data review, accurate reporting, and effective ID&R and service delivery. While IC continues building our MEP page, we ask you for your patience and understanding as we navigate this transition. We will find discrepancies, errors, and more but we must work together to build strong & accurate MEP data in IC. All MEP staff should ensure their MSIX accounts remain active to maintain access to essential student records. If you have not logged in recently, or if you have not yet completed the Login.gov sign-in process, please do so as soon as possible to avoid deactivation.
As of April 26, 2025, all MSIX users must log in through Login.gov. Previous MSIX usernames and passwords are no longer valid, and first-time Login.gov users will be prompted to complete an identity verification process.
📌 Action: Log in now to confirm your access. If your account has been deactivated, contact Perla Palacios at perla.palacios@dpi.nc.gov or Dr. Corral at heriberto.corral@dpi.nc.gov. They should be able to reactivate your account, but if they cannot, please contact MSIX Help Desk at MSIXSupport@deloitte.com or 1-866-878-9525 for assistance. The Help Desk is extremely responsive and can provide quick, helpful support over the phone.
Did you know that some of your district’s migratory students entering their senior year may already be admitted to college — no essays or test scores required — through NC College Connect if they attend a NC public high school, have a weighted GPA of 2.8 or higher, and meet program requirements.
NC College Connect directly admits eligible seniors to select UNC System universities, North Carolina independent colleges and universities, and their local community college where admissions requirements are already met.
By the start of the school year, eligible students will receive an official letter with instructions to log into the NC College Connect portal. From there, they can view the list of schools where they’ve been admitted, accept admission, and receive next steps on enrollment, financial aid, and more.
📌 Action for MEP staff: Please share this information with eligible students and families so they can take full advantage of this opportunity. Learn more, review eligibility requirements, and see participating schools at NCCollegeConnect.org.
Not eligible? Migratory students can still explore college and financial aid resources at CFNC.org.
Starting July 1, Infinite Campus will be in effect for all districts in North Carolina and, similar to PowerSchool will house all MEP data. MEP staff must have access to Infinite Campus. Targeted MEP training sessions coming soon!
