The News & Observer - Dawn Baumgartner Vaughn | May 23, 2024: NC budget talks stall. Senate leader blames too much ‘pork’ spending sought by House. - Republicans at the North Carolina General Assembly are at an impasse in this year’s budget talks. Berger told reporters after Thursday’s Senate session that the House wants to spend $1 billion from the state’s reserves on earmarks. He does not want to do that. The state has about a $1 billion revenue surplus this year, which is less than what was projected in the spring, but still significant. Berger said the House wants to spend both the surplus and money from reserves. The raises for teachers and state employees in the 2023 budget are spread out over two years. Additional raises this year beyond that may not happen, though House leaders have said previously they would consider additional raises, or even bonuses.
WLOS - Ed DiOrio | May 23, 2024: North Carolina schools gear up to meet school threat assessment teams fall deadline - This time last year, talks ramped up at the state level surrounding school safety, which is how North Carolina House Bill 605 came to be. The bill requires all North Carolina public school districts to have a threat assessment team in place by the start of the 2024-2025 school year. While many already had a threat assessment team in place prior to the bill, this summer is important in making sure things are ready for next year for many schools -- but by the state’s standards.

Beckie Spears, principal of Wilkesboro Elementary School, was named the 2024 Wells Fargo North Carolina Principal of the Year today at a ceremony at the Umstead Hotel honoring nine finalists from across the state.
Over the past five years, Spears has made a tangible impact on the performance and culture at Wilkesboro Elementary School, and as a result, the school exceeded expected growth for the 2022-2023 school year.
Under Spears’ leadership, teachers and staff use data to drive instruction, and they work collaboratively to serve all learners. Spears works with families to meet students’ most basic needs.
On naming Spears as 2024 Wells Fargo North Carolina Principal of the Year, Juan Austin, Community Impact and Sustainability Senior Manager for Wells Fargo, said, “Congratulations to Beckie Spears and Wilkesboro Elementary School on this well-deserved honor.
Spears will spend the 2024-25 school year traveling the state as an ambassador for the profession, with financial support from Wells Fargo and the North Carolina Department of Public Instruction (NCDPI). She will receive a mobile device from Lenovo, an engraved award, a gift from the Carolina Hunger Initiative and a custom-made NC Principal of the Year signet ring from Jostens. She will also have the opportunity to participate in the Truist Leadership Institute and a seminar at the North Carolina Center for the Advancement of Teaching, as well as attend the International Society for Technology in Education conference.
In addition, Spears will compete nationally for the honor of the National Association of Elementary School Principals Distinguished Principal of the Year, representing the elementary and middle school levels through the North Carolina Association of School Administrators’ professional organization.
Spears was recognized alongside eight additional regional Principal of the Year finalists. These school leaders were also recognized today:
- Northeast: Sonya Rinehart, John A. Holmes High School (Edenton-Chowan Public Schools)
- Southeast: Christianne May, Castle Hayne Elementary School (New Hanover County Schools)
- North Central: Winston Pierce, Farmington Woods Magnet Elementary School (Wake County Public Schools)
- Sandhills: Erica Fenner-McAdoo, Howard Hall Elementary School (Cumberland County Schools)
- Piedmont Triad: Dr. Nancy Martinez, Career Center High School (Winston-Salem/Forsyth County Schools)
- Southwest: Dwight Thompson, Renaissance West STEAM Academy (Charlotte-Mecklenburg Schools)
- Western: Phil Rogers, R-S Central High School (Rutherford County Schools)
- Charter School: Dr. Sarena Fuller, ArtSpace Charter School
North Carolina has recognized outstanding principals through its Principal of the Year program since the 1980s, helping promote the profession through advocacy and support while recognizing principals who are implementing best practices in schools across North Carolina.

NCBOLD 2024 July Regional Conferences
NCBOLD returns this summer as a two-day conference in each of the eight educational regions. Explore engaging instructional sessions, Data Manager training, Digital Literacy, AI for Teachers and E-Rate Boot Camp. Conference dates will vary by region, but will be between July 15 and July 25.

2024 RISE Back to School Safety Summit | July 29 - August 2, 2024 | Cape Fear Community College / Wilmington, NC
RISE 2024 Student Engagement Contest
The Center for Safer Schools Student Engagement Team is holding a contest for K-12 students in North Carolina public school units in conjunction with the 2024 RISE Back to School Safety Summit.
The theme is “Shine a Light on What a Safer School Looks Like.” Creativity is encouraged, as submissions could include videos, songs, poems, skits, speeches and chants.
The contest is divided into three categories: Middle School, High School and Classroom (New Hanover County only).
Two Middle School winners will receive a Chromebook and a trip to RISE 2024 at Cape Fear Community College in Wilmington.
Four High School winners (two boys and two girls) will receive a Chromebook and a trip to RISE 2024.
In the Classroom category, each student in the winning New Hanover County classroom will receive a Chromebook.
The contest rules are as follows:
- Students must be currently enrolled in a North Carolina public school unit
- Students cannot be currently suspended or expelled
- Video submissions must be received between May 20, 2024, and June 10, 2024
- All submissions must include the students’ name, grade, school, county and principal
- All video submissions must be between 1 and 2 minutes
- No inappropriate content such as vulgarity, profanity or gang-related affiliation
- All poems, speeches and songs must be only 1 page (no plagiarizing)
- Students will be scored based on a rubric
- Students are scored based on originality and creativity
- All submissions will be reviewed by the CFSS RISE Contest Committee
- Each submission will be reviewed by at least 2 members of the RISE Contest Committee
- Winners of the contest will be voted upon by the RISE Contest Committee
The deadline for all submissions is Monday, June 10 at 5 p.m. All entries should be emailed to CFSS Program Development Coordinator Kaliah Thompson. For inquiries, please email cfss@dpi.nc.gov.
