Carolina Journal - CJ Staff | May 10, 2024: Tax revenue revised down, slightly, still forecasting ~$1 billion surplus - The Office of State Budget and Management (OSBM), along with the Fiscal Research Division of the NC General Assembly, announced Friday downward revisions to their consensus tax revenue forecast for the biennium. The adjustments, representing a less than 1% change, were due to lower than anticipated processed tax filing revenues following the April 15 tax deadline. Revised_Consensus_Forecast_Overview

Carolina Journal - Brianna Kraemer | May 16, 2024: NC’s new statue in US Capitol honors Rev. Billy Graham - The late Reverend William Franklin “Billy” Graham, Jr. was honored at the US Capitol on Thursday with a new statue that honors his lasting legacy of serving Christ and providing a message of hope to millions. Every state is represented by two statues throughout the Capitol complex. Following Graham’s death in 2018, Gov. Cooper called on the Joint Committee on the Library of Congress to approve North Carolina’s 2015 request to replace the statue of Gov. Charles Aycock.
NCDPI has created a Teacher Working Conditions Promising Practices resource to assist schools and districts with utilizing survey data. The resource features Clay County Schools, Brunswick County Schools and Wake County Public Schools.
2024 Wells Fargo North Carolina Principal of the Year to be Announced and Livestreamed May 24
The Wells Fargo Principal of the Year Award was introduced in 1984 to recognize the role of the principal in establishing an environment conducive to the pursuit and achievement of academic excellence in North Carolina schools.
The 2024 Wells Fargo North Carolina Principal of the Year Ceremony will be named on May 24 and will be livestreamed.
The livestream begins with a pre-show salute to our sponsors and finalists at 12 p.m., with the ceremony honoring our nine regional and charter school finalists beginning at 12:30 p.m. The event concludes with the announcement of the 2024 Wells Fargo North Carolina Principal of the Year.

2023 YoY Report
The 2023 Year-Over-Year State Analysis Reportindicates further progress toward the recovery thresholds, meaning that North Carolina schools are steadily continuing to recover from the pandemic with gains virtually across all grades and subjects. Two of 16 standardized assessments (EOG Reading Grade 3 and EOC English II) already show gains above the recovery thresholds.
On average, the data shows that North Carolina schools are showing signs of academic recovery in nearly every subject – with the strongest gains measured in EOG Reading Grade 3. Notable gains are also found in reading and math for grades 3-5 and science grade 5.
What are fund balances? - Fund balances consist of local money that school districts get from their county commissioners. Districts can put money in their fund balance when there is a surplus of county funds. At that point, the money is under the control of a district’s school board.
Fund balances do not include the cash school districts get from the state or federal government.
However, money districts get from the state or federal government can impact how much districts can save in their fund balance. For example, the unprecedented influx of federal dollars during the pandemic provided cash districts could use, which helped many increase their fund balances.
Available fund balances are like “a savings account that schools can use” in the event of unanticipated expenses or opportunities, the Local Government Commission (LGC) told EdNC in 2020.
