North Carolina Senate Leader Phil Berger (R-Rockingham) and North Carolina House Speaker Tim Moore (R-Cleveland) today reached an agreement on the total spend of the 2023-2024 budget at 6.5% growth in the first year and 3.75% the following year.
House Speaker Tim Moore said, “Reaching this agreement with the Senate on the overall spend is an encouraging start to crafting another responsible budget that addresses the needs of North Carolinians, including key investments in teacher and state employee raises, infrastructure, and workforce development.”
He continued, “We have more work to do to ensure those needs are met, to secure a bright future for North Carolina in spite of the failing Biden economy that has impacted us all. I am confident we can keep our state on the same path to continue the growth and promise our state offers so many.”

EdNCAlex Granados | House votes to extend pilot for NC’s virtual charter schools - The bill would allow charter schools to offer remote academies, similar to what traditional public schools offered during COVID-19 and beyond. But a separate section of the bill allows the state’s two virtual charter schools to continue on in their pilot status for another year and increase their enrollment.
Fidelity Scholars Program - Individual scholarships designed to help students overcome barriers to success and graduate debt-free from a two-year college, four-year college, or a certificate program.
Retention & Completion Grants - These grants are designed to help institutions assist students who are close to completion and in danger of dropping out due to unpaid tuition and academic fee balances.
Ecosystem-Building Grants - These grants will be directed toward leading nonprofit organizations focused on improving graduation rates for thousands of Black, Latino, and other underserved high school and college students.
Governor’s Educator Discovery Award - Deadline to Apply March 31
The Governor’s Educator Discovery Awards recognize the value of quality professional development for teachers at all phases of their careers. The program will provide a stipend of up to $1,000 for preK-12 traditional public and public charter school teachers to pursue a professional development experience of their choosing. Teachers can use the grant award to attend a workshop or conference that deepens their subject area knowledge, such as a coding workshop for computer science teachers, or a session on how to create a project-based learning experience for students.
