K12 Education Legislation Update

Vision: Every public school student will graduate ready for post-secondary education and work, prepared to be a globally engaged and productive citizen through access to needed resources and rigor.
 
Mission: The State Board of Education will use its constitutional authority to lead and uphold the system of public education in North Carolina that guarantees every student in this state an opportunity to receive a sound basic education.

Hurricane Florence 2018

More Funding for Hurricane Florence Recovery 

The House and Senate convened this week and unanimously passed SB 823 - Hurricane Florence/Supplemental Act to further aid those devastated by this storm. The bill has been sent to the Governor for signature.

 

The General Assembly has indicated this is not the end of the recovery efforts. The legislature committed to more assistance for the 53 counties declared disaster areas in the 2019 Long Session.

Hurricane Florence 2018

SB 823: Hurricane Florence/Supplemental Act

This bill provides an additional $299,800,000 funding for Hurricane Florence Disaster Recovery for the 2018-2019 fiscal year. It also requires the director of the budget to develop a five-year plan to replenish the $756.5 million transferred from the Savings Reserve.

 A breakdown of disaster recovery funding for K-12 public schools:

  • $23.5 million additional funds for districts to repair and renovate K-12 public school facilities including furnishings and equipment  
  • $1.5M for school nutrition food, equipment and supplies lost in the hurricane and not covered by insurance/FEMA 
  • $350,000 transferred from the State Public School Fund to the Education Fund to support the Florence Aid to Students and Teachers of North Carolina (FAST NC)
  • Principal Hold Harmless: Applies to schools located in a county designated a major disaster area and the school was closed for at least 15 days due to Hurricane Florence
