State Board of Education (SBE) Makes Charter
Agreement Changes
In the July 15, 2016
Charter Schools Weekly Newsletter, you received the amended Charter Agreement
which is applicable to all charter schools. Per Section 33 of the Charter
Agreement, anytime there are laws enacted by the General Assembly, the Charter
Agreement must be amended to reflect applicable changes.
Since sending out the
first communication about the Charter Agreement changes, our office has
received several inquiries on the specific changes made to the agreement.
Outlined below are the changes:
Grade Expansion
The State Board was not required legislatively to make this change, but
the changes conform the application to the following sections of S.L.
2014-248 (H334)
Fees
Section 17 of the Charter Agreement contains the CSAB’s proposed change to
reflect updated requirements that [a] charter school shall not charge
tuition or fees except as follows: (1) A charter school may charge any
fees that are charged by the local school administrative unit in which the
charter school is located. (2) A charter school, upon approval by the
board of directors of the charter school, may establish fees for
extracurricular activities, except those fees shall not exceed the fees
for the same extracurricular activities charged by a local school administrative
unit in which forty percent (40%) or more of the students enrolled in the
charter school reside. These changes conform the application to the
following sections of S.L. 2014-248 (H334)
Charter School Board Member
Residency Requirement
Section I of Charter Agreement contains the
CSAB’s proposed change to reflect the updated requirement that the
majority of board members and 50% or greater of the board officers for a
charter school must have their primary residence in NC. The State Board
was not required legislatively to make this change, but the changes do conform
the application to the following sections of S.L. 2014-248 (H334)
Charter School Board Conflict
of Interest and Anti-Nepotism Policy
Section II of the Charter Agreement contains
the CSAB’s proposed change to the section 4.3 to reflect updated requirements
for how each charter school board must adopt and ensure compliance with a
conflict of interest and nepotism policy. The changes conform the
application to the following sections of S.L. 2014-248 (H334)

NC Department of Public Instruction (NCDPI) Updates
Charter Schools PRC 036 Allotment
The first state installment of PRC 036 for charter schools was allotted Tuesday, July 19, 2016.
New charter schools will need to submit the following before receiving access to the first installment of state funds:
- Educational certificate of occupancy approved by the Office of Charter Schools
- Management
Sciences America System (MSAS) form

Charter School NC Education Cloud (NC EdCloud) Identity and Access Management Service Webinar (IAM)
The NCEdCloud
IAM Service team is hosting an informational
webinar on the NCEdCloud IAM Service (see https://ncedcloud.mcnc.org/), with a focus on Charter School areas of interest such as the process used for getting users’ data into
the service and managing user accounts within the service (e.g. activating new
users, deactivating former users, etc).
You and/or your technical staff have been invited to a join.me online meeting at 1:30 PM on Wednesday, August 3.
Charter School technology directors and PowerSchool data coordinators would benefit from this webinar. We encourage attendance from all of North
Carolina's Charter Schools, especially those without a Tech Director
or other staff member who has been granted the IAM Service’s LEA Administrator
role.
The webinar is expected to
last no more than an hour with an additional 30 minutes allotted for questions and answers at the end of the presentation. Outlined below are directions on joining the webinar.

Courtesy Bus Inspections offered by NCDPI Transportation Services
NCDPI Transportation Services offers courtesy inspections of
school buses and activity buses to all LEAs and charter schools in North Carolina once a year. The purpose of the inspections is to give school leadership a picture on the bus fleet overall condition to provide safe transportation for students.
Due
to limited resources, NCDPI Transportation Services can inspect 10% of each LEAs fleet.
This summer, transportation consultants are offering the 10% inspection service to
charter schools. Since charter schools have smaller fleets, transportation consultants can typically inspect all buses.

Dual Credit Allowances for Career and College Promise (CCP)
NCDPI has updated its Dual Credit Allowances for Career and
College Promise (CCP) based on additional course offerings from the Community
College System Office. See the attached memo and chart for more information.

State Board of Education Meets Next Week
The State Board of Education will meet next week, Aug. 3-4, in the 7th
Floor Board Room, Education Building, 301 N. Wilmington Street, Raleigh.
The agendas for this meeting and executive
summaries are available online (under Meetings tab). Please note that Board members will
discuss all agenda items (unless otherwise noted) in their committee meetings
on Wednesday, Aug. 3.
Board members will summarize their Committee discussions
and take action on agenda items as appropriate during their full Board meeting
on Thursday, Aug. 4.

Math Resources for Instruction (MRI)
The North Carolina State Board of Education unanimously
approved revisions to the NC Standard Course of Study for NC Math 1, 2 and 3. The first set of resources to support the implementation of the revised
standards are now available for districts and charter schools.
Below is the link containing the newly created MRI for NC Math 1, 2 and 3. These are living
(continuously growing) resources that are intended to be accessed
electronically due to the many active links to curricular resources that
are embedded in the overall Guide.

Included in the Math Resource for Instruction (MRI) for
the high school courses are links to feedback and contribution folders. The
Mathematics Section at NCDPI is very interested in all comments, feedback and
additions of local tasks/curricula to share and include in the Math
Resource for Instruction (MRI).
Additional resources such as OPTIONAL pacing guides will be sent
next week.
