DHSS UPDATES
► State Budget update from the Director's Office: FY27 is here! You may have seen that Governor Kehoe signed the State’s budget last week. DHSS’ final FY27 executive budget is $2,142,916,701 across all funds. This is 29% General Revenue (GR), 68% federal, and 4% from other sources. DHSS’ core funding was reduced by approximately 15% compared to FY26.
More specific budget details by DHSS division are available in the attachment. Support for LPHAs had $2.3M in GR that was reduced in the Governor’s Recommendations. $2M was restored, so in the FY27 budget, there is a $300,000 reduction to LPHA GR core funding.
Additionally, three DHSS-related items were vetoed, and one item is under expenditure restriction.
- HB 10.665 – $300,000 for Tobacco Addiction Prevention (Merchandising Practices Revolving Fund)
- HB 10.715 – $150,000 for ELKS Mobile Dental (Note: $200,000 remains in the budget)
- HB 10.915 – $3,000,000 reduction from the DMH Reinvestment Fund (leaving $25,508,596 remaining for transfer to DMH substance use disorder treatment efforts)
These items have been fully removed from the DHSS budget.
One DHSS item is under expenditure restriction:
- HB 19.080 – $700,000 for Samuel U. Rodgers Health Center
Restricted items remain in the budget but may not be expended unless/until the restriction is lifted by the Governor’s Office.

► Ebola Update: DHSS has issued interim guidance on Bundibugyo virus disease (BVD) titled Interim Guidance for Assessing Ill Persons from Countries Affected by the 2026 Ebola Outbreak caused by Bundibugyo Virus and Referring a Person Under Investigation to an Assessment or Treatment Hospital. The guidance document is also linked on the Communications page on the Hub.
► PAMR: DHSS released the Pregnancy-Associated Mortality Review (PAMR) Report, 2019 - 2023 this week. (press release)

► Jul 23, 11:00 am, Medicaid and the Road Ahead: Spending Cuts, Work Requirements and What's Next for States, Providers and Families, hosted by KFF. Passed last year, President Trump’s One Big Beautiful Bill Act made significant changes to Medicaid—the primary insurance provider for health and long-term care for people with low incomes. These changes are expected to lead to coverage loss for many current enrollees and will reduce federal funding for Medicaid, placing new financial pressures on states and health care providers. The impacts of the changes will vary across states and will be especially significant for states that have expanded Medicaid under the Affordable Care Act and will be required to implement new Medicaid work requirements starting next year. ► Jul 29, Overdose Fatality Review Summit, hosted by DHSS Overdose Data to Action in States team and Overdose Response Strategy (ORS) partners. On site training in Jefferson City for up to 100 Missouri LPHA staff and local partners (coroners/medical examiners, public safety, EMS, hospital ER, behavioral health) to increase the number of local overdose fatality review (OFR) boards in Missouri. Learn what an OFR is and how it can be used to guide overdose prevention and response within a community. Identify local partnerships to establish and conduct OFRs, understand overdose data systems and how to use the data to effectively guide the OFR process, understand how to prioritize and select cases for review, and see how an OFR operates. Register by June 30.

► Sep 1 – 2, Fall Preparedness Summit, in Jefferson City, hosted by DHSS’ Office of Emergency Coordination with the Public Health Emergency Preparedness (PHEP) Program and the Hospital Preparedness Program (HPP). This will replace the traditional Fall Planners Meeting. Location, detailed agenda, and session times are being finalized, but attendees can expect engaging sessions on emergency preparedness and networking opportunities with partners across the state.
