Dear Continuing Education Course Sponsor,
New Mandatory Training Learning Objectives:
As you may be aware, HF-181 was included in the final public safety omnibus bill and added training in investigation of crimes motivated by bias to the list of mandatory training under Minn. Stat. 626.8469. Unfortunately, POST was unsuccessful in the attempt to have a delayed timeline implemented to allow more time to develop the learning objectives and get them distributed to training providers. As a result, the statute requires any peace officer that will be renewing their license in 2024 to complete this training before July 1, 2024. Going forward, every officer employed by a law enforcement agency will have to complete at least one hour of this training during each of their renewal cycles thereafter.
On July 27, 2023, the Minnesota POST Board approved learning objectives for Crimes Motivated by Bias as required by Minn. Stat. 626.8469. As with all mandatory training, agencies and organizations must maintain documentation of their compliance with the statute.
These objectives were developed with the assistance of subject matter experts and other interested parties, and vetted against state and national resources. The Minnesota POST Board approved these learning objectives at the July 27, 2023 board meeting.

In Service Use of Force Learning Objectives:
In 2023, the Board’s Training Committee voted to modify the Duty to Intercede and Report training established in the In-Service Use of Force training requirements under Section A, Subpart 10. On July 27th, 2023, the POST Board voted to approve the following changes to the in-service use of force learning objectives:
- Use of Force learning objective A-10 was removed.
- Use of Force learning objective K-Duty to Intercede and Report was created.

Learning Assessment Required
In accordance with Minn. Session Law 2023, Chapter 52, Article 10, Sec. 10, Subd.3, sponsors of mandatory training courses are required to:
- Identify a plan for the learning assessment of course attendees.
- Identify how the results of the learning assessment will be documented.
- Submit the results of the learning assessment to the board.
POST has established the following process to ensure that course sponsors meet these requirements:
- Sponsors will identify the method of learning assessment by:
- Completing the “Learning Assessment” section on the course approval application, and
- Detailing within the lesson plan:
- The planned learning assessment, and
- How the learning assessment will be documented.
- Sponsors will submit the results of the learning assessment to the board by disclosing whether or not the course taught the approved learning objectives on the Affidavit of Attendance form.
The sponsor must retain all course data for as long as the course is current.
