Biological Control of Spotted Knapweed

Spotted knapweed (Centaurea stoebe ssp. micranthos) is a grassland perennial plant that can outcompete other vegetation. It can establish and spread quickly, colonizing vast acreages. Infestations reduce forage, wildlife habitat, plant diversity, and recreational quality while increasing soil erosion.

Spotted knapweed is a prohibited control noxious weed in Minnesota. Landowners must attempt to control its spread. Biological control is one option for reducing large infestations. The biological control insects are specific to knapweed and don’t feed on other plants.

Biocontrol works best on large, undisturbed infestations with at least a half-acre of dense knapweed. A combination of seedhead and root weevils are used.

  • Seedhead weevils (Larinus minutus) are good fliers and have become widely distributed across the state. The weevil larvae feed on developing knapweed seeds. Because knapweed reproduces by seed, reducing seed production over time leads to a gradual decline in knapweed populations.
  • Root weevil (Cyphocleonus achates) larvae develop in spotted knapweed roots then chew a hole and climb out of the roots as adults. The developing larvae consume plant resources and damage the roots eventually killing the knapweed plants.

First Minnesota Detection for Phyllotreta ochripes

The flea beetle (Phyllotreta ochripes) was found feeding on garlic mustard in Minnesota for the first time. The insect was reported to the Minnesota Departments of Agriculture (MDA) and the Minnesota Department of Natural Resources (DNR) by natural resource specialists with the City of Minnetonka. Samples were collected by the MDA on May 27, 2026, and sent to a U.S. Department of Agriculture specialist for identification. Although there have been previous reports of this insect on the iNaturalist platform, there were no official species determinations for these reports.

This species of flea beetle was previously evaluated as a potential biological control agent for garlic mustard but was rejected because it also feeds on native plants in the mustard family (Brassicaceae). Established populations are known to occur in Ontario, Canada and official specimens have been collected in Illinois, Maryland, Michigan, Ohio, and Pennsylvania, indicating established populations in those states. It is unclear how the insect arrived in Minnesota. If you find this insect, please report it through iNaturalist.

In the Field: What MDA Staff Are Seeing

MDA staff have found several invasive pests and diseases across Minnesota over the past month:

Elm Zigzag Sawfly Active in Minnesota

The elm zigzag sawfly larvae create a distinctive zigzag pattern through the elm leaves while feeding.

Now is the time to be on the lookout for the elm zigzag sawfly (EZS) (Aproceros leucopoda). This defoliating insect was first confirmed in Minnesota in July 2024 and has since been found in multiple locations across the Twin Cities metro area.

EZS larvae feed exclusively on elm species (Ulmaceae), including American, Siberian, Chinese, winged and English elms, in both urban and forested landscapes. Look up into elm tree canopies for the insect's characteristic zigzag feeding damage on the leaves.

EZS can complete multiple generations each year. At this point in the season, you may notice fresh feeding damage, as well as pupae or cocoons attached to the undersides of leaves or nearby objects.

The Minnesota Department of Agriculture is collaborating with other states to determine the current U.S. distribution of this insect. To learn more about EZS, visit the MDA's Elm Zigzag Sawfly webpage.

Help Protect Minnesota Forests from Invasive Pests

Look for the MDA certified logo.

Moving untreated firewood can spread harmful pests like emerald ash borerspongy moth, and Asian longhorned beetle, species that have destroyed millions of trees across the United States. Even native pests like carpenter ants and bark beetles can hitch a ride on firewood and cause problems for homeowners.

Help stop the spread:

  • Buy firewood where you burn it! Locally sourced wood is less likely to carry invasive pests.
  • Use MDA certified firewood with the official seal. View the list of Certified Firewood Producers in Minnesota.
  • Avoid transporting hardwood firewood across county or state lines. It is illegal to move hardwood firewood out of Minnesota quarantined counties unless it is MDA certified. Violations can result in fines of up to $7,500 per day.

Winsome Fly Survey (U of M Extension)

"Winsome fly, Istocheta aldrichi, is a biocontrol for Japanese beetles. Winsome fly (WF) was first introduced in 1922 and has been noticeable in Minnesota since 2017.  During the past 3 summers, WF parasitism rates have been increasing (range, 10-60%) in several Metro areas. 

To help better understand the distribution and density of this biocontrol agent, report Winsome fly observation to iNaturalist. Also confirm your interest by emailing:  hutch002@umn.edu. Researchers from Bill Hutchison's UMN Entomology lab will be in touch.

This workshop will cover common symptoms of active oak wilt with hands-on demonstrations of current wilt pockets. Soybean Gall Midge Scouting Field Day

August 7 - "This field day provides hands-on training in identifying, scouting, and managing soybean gall midge, an emerging and economically important pest in Midwest soybean systems. This event is designed for crop consultants, scouts, growers, extension personnel, and anyone involved in soybean production who wants practical, field-based skills to improve pest detection and response. Advancing Invasive Species Management in an Urban Park

August 13 - "Laura Greenleaf, founder of the James River Park System's Invasive Plant Task Force, will reflect on over 10 years of collaborative experience bringing invasive plant management to a 600+ acre urban park in Virginia's capital city, beginning with an all-volunteer effort and progressing to professional staff." Planning for the Unknown: Tools for Urban Forest Pest Preparedness

Invasive Species in Your Woods

August 22 - "During this workshop, participants will learn how to identify and manage common invasive species, such as buckthorn, garlic mustard, and tansy. This will be an interactive, in-person workshop." Register for workshop. 

Rapid Detection and Intelligent Response: Combining AI and Human Intelligence to Detect Invasive Species

Upper Midwest Invasive Species Conference (UMISC)

October 6-8 - "The Upper Midwest Invasive Species Conference (UMISC) is a biennial conference that addresses all taxa of invasive species. In 2026, UMISC will celebrate 18 years of connecting the invasive species management, research, and policy community. The goal of UMISC is to strengthen management of invasive species, especially prevention, control, and containment. There have been great strides in invasive species research, prevention, and management, but much work still must be done. The conference provides numerous opportunities to network with professionals, land managers, researchers, nonprofits, and others." Early Registration ends August 3rd (6:00pm Central Time). First Case of Invasive Elm Zigzag Sawfly Detected in Michigan

"The Michigan Department of Agriculture and Rural Development has confirmed the first reported case of an elm zigzag sawfly in Michigan, which was spotted in St. Clair County. However, MDARD Director Tim Boring says the insect isn’t a significant public threat." Read more

Minnesota Sugar Beet Growers Brace for the Possible Return of a Devastating Disease

"Last year, when Joe Sullivan’s sugar beet fields were infected with a fungal disease called Cercospora leaf spot, he was devastated. Sullivan, who farms throughout Renville County, said the disease cut his yields by about a third. He had to dig into his farm’s savings to cover the losses." Read more

Palmer Amaranth Plagues Farmers with Herbicide Resistance

"Weed scientists from coast to coast are reporting that Palmer amaranth continues to spread and evolve resistance to herbicides. Now, the Pacific Northwest (PNW) is battling glyphosate resistance while atrazine resistance has appeared in the Northeast, according to the University of Idaho’s Dr. Albert Adjesiwor and Rutgers’ Dr. Thierry Besançon." Researchers Zero In On Potential Natural Enemy of Spotted Lanternfly

"Since experts first detected the spotted lanternfly (Lycorma delicatula) in Pennsylvania in 2014, the invasive pest has sucked the sap out of various plants across at least 18 eastern and midwestern states in the U.S., including some key crops such as grapevines and fruit trees. Lanternflies have already left a wake of destruction in vineyards in South Korea, and researchers fear they could have similar impacts in other wine-producing regions, including the U.S. and Europe, which offer the lanternfly plenty of suitable habitat." FY 2027 Managing Invasives for a Resilient Landscape Grants

"The Managing Invasives for a Resilient Landscape Grants Program provides funding to support the restoration of native plant communities in areas impacted by terrestrial invasive or noxious weeds. Administered by the Minnesota Board of Water and Soil Resources (BWSR), the program provides funding to support collaborative efforts that manage terrestrial invasive plant species and reestablish resilient native vegetation. Tribal Governments, Local Government Units, Municipalities, and Townships are eligible for funding." Learn more
