FINAL REMINDER: Deadline to Submit Pre-Applications is This Thursday, May 29
Two pre-applications are available for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1:
- HUD Section 811 Project-Based Rental Assistance (HUD Section 811 PRA) Program
- Innovative Construction Techniques (ICT) Selection Criterion
Both pre-applications are due in the Multifamily Customer Portal by noon Central Time THIS THURSDAY, May 29, 2025. Pre-applications are optional. However, they are required if the applicant is interested in obtaining eligibility for the project-based rental assistance and/or selection criterion. Minnesota Housing will notify applicants of eligibility prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 PRA Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. HUD Section 811 PRA Program funds are available for units for people with disabilities through the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Awards are contingent on funding availability.
Applicants are required to submit a HUD Section 811 PRA Program Pre-Application to determine eligibility prior to submitting a full 2025 Multifamily Consolidated RFP/2026 HTC Round 1 Application. Additionally, applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for HUD Section 811 PRA Program funds.

Innovative Construction Techniques Selection Criterion
Minnesota Housing is now offering a selection criterion for projects that will use ICT.
All conditions a proposed project must meet are outlined in the 2026-2027 Self-Scoring Worksheet and the ICT Narrative. Applicants are required to submit the narrative and supporting documentation to be eligible to receive points for this selection criterion.

Intent to Apply Summary
The 2025 Multifamily Consolidated RFP/2026 HTC Round 1 Intent to Apply (ITA) deadline was May 8, 2025, and Minnesota Housing received 98 ITA submissions. The final number of complete applications submitted in July 2025 may be lower than the amount of ITA submissions, as some applicants may decide to withdraw or not submit a full application.
The preliminary information submitted in the May 2025 ITA indicates:

20 prospective projects with interest in 9% HTCs with or without deferred funding.
-
78 prospective projects with interest in deferred funding, including with 9% HTCs, 4% HTCs or deferred only.
-
Approximately 5663 total units are expected to be newly built or preserved.
- Most projects anticipate submitting a dual application to be considered for multiple funding options.
For comparison, last year there were 104 ITA submissions for the 2024 Multifamily Consolidated RFP/2025 HTC Round 1; Minnesota Housing received 64 applications, of which 21 were recommended for selection based on available resources in 2024.
Estimated Scores Report is Available
The Estimated Scores Report is available to view in the Multifamily Customer Portal. The estimated scores may be modified by prospective applicants prior to the application due date. Therefore, estimated scores in Multifamily Customer Portal will differ from this report.
The estimated scores report is for information purposes only and is in no way binding or a guarantee of final scores or awards. Estimated scores are created by prospective applicants, not by Minnesota Housing. Final scores will be validated by Minnesota Housing during the evaluation process.

Application Requirements
The Multifamily RFP Standards outline the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application requirements. Applicants that do not complete and submit the following by the application deadline may be considered ineligible for funding:
- All application materials and checklist items that are applicable to the project uploaded and submitted in the Multifamily Customer Portal
- The Multifamily RFP Standards further detail the required application materials and checklist items, such as Site Control, Multifamily Workbooks, etc.
- The ‘Customer Final Version’ scoresheet of the Self-Scoring Worksheet using the Scoring Wizard in the Multifamily Customer Portal
- Development Team Qualification Forms and supporting documentation; see details below
- Required application fee(s) as listed in the Multifamily Fee Remittance Form
Checklist Submission Tip
✅Tip: Use the “Show Items Not Uploaded” feature to quickly identify which checklist items still need attention before submission.
As part of the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application, applicants must complete and submit their customized checklist in the Multifamily Customer Portal. Upload all required documents or mark optional items as “Opted Out.” Once all items show a valid upload status and no errors remain, click “Submit.”
You’ll be asked to confirm that all materials are signed and to acknowledge the submission. Once submitted, items will be locked, and an email confirmation will be sent automatically.

Scoring Wizard Tip
✅ Tip: Use the Scoring Wizard to create up to four test scoresheets per project to explore different scoring scenarios before finalizing your submission.
The Scoring Wizard is the online version of the Self-Scoring Worksheet and is required for all 2025 Multifamily Consolidated RFP/2026 HTC Round 1 applications. When you’re ready, convert your best test version into the Customer Final Version and click “Verify and Submit” to complete your submission. An email confirmation will be sent automatically.

Development Team Qualification Forms
Each Multifamily RFP funding round and/or year-round funding application requires the submission of a qualification form from all development team members if any of the following apply:
- Minnesota Housing does not have the required qualification form on file
- The information on a previously submitted qualification form has significantly changed
- The qualification form has been on file with Minnesota Housing longer than 12 months from the date submitted

Submission Instructions and More Information
All qualification forms, including the Qualification of Sponsor and/or Guarantor and Schedules A-E, must be submitted through the Multifamily Secure Upload Tool. More information on how to submit qualification forms can be found on Development Team Qualification Forms webpage. Applicants for the 2025 Multifamily Consolidated RFP must use the 2025 forms with updated supporting documentation.

Multifamily Loan Programs and Housing Tax Credit Program Fee Schedule and Fee Remittance Form
Minnesota Housing updated its Multifamily Loan Programs and Housing Tax Credit Program Fee Schedule and Multifamily Fee Remittance Form, which is effective for all projects, including the current 2025 Multifamily Consolidated RFP/2026 HTC Round 1.
- The Multifamily Fee Remittance Form is for applicants to complete and submit when applying for funding from Minnesota Housing. This document is included as a checklist item in the Multifamily Customer Portal and generally accompanies the fees sent to Minnesota Housing.
- The Multifamily Loan Programs and Housing Tax Credit Program Fee Schedule is a standalone document for informational purposes only and outlines Minnesota Housing fees associated with loan programs and the Housing Tax Credit Program. This document is not a checklist item and does not need to be submitted when applying for funding.

In Case You Missed It
2025-2026 Building Standards Documents Released
Minnesota Housing’s 2025-2026 Multifamily Rental Housing Design/Construction Standards (RHD/CS), Minnesota Overlay to the Enterprise Green Communities Criteria (MN Overlay), Contractor’s Guide, and Environmental Standards document have been updated and are ready to use with the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Development teams are required to incorporate the 2025 versions of these documents when submitting this year’s applications.
These documents can be found on Minnesota Housing’s Building Standards webpage. Refer to the 2025-2026 Building Standards Documents Summary of Changes document and our May 22 Building Standards eNews to learn more.
Metropolitan Council Local Housing Incentives Account Applications Available and Due Thursday, July 10
The Metropolitan Council approved a total of $2.5 million for the Local Housing Incentives Account (LHIA). These grant dollars are available in the multifamily deferred pool of financing in the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Only projects located in participating cities that have enrolled in the Metropolitan Council’s Livable Communities Act program are eligible for these funds.
LHIA funds may be awarded without Minnesota Housing funding. However, a complete 2025 Multifamily Consolidated RFP/2026 HTC Round 1 Application must be submitted to be considered. Applications are available in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, July 10.
