Estimated Resources
Deferred Loan Resources
With historic state and federal funding in 2023 and 2024, Minnesota Housing committed over $325 million in deferred loan resources to projects through the 2023 and 2024 Multifamily Consolidated RFP. Due to strong demand and high-quality proposals, all deferred loan resources from those legislative sessions have been effectively committed, including the Housing Infrastructure resources.
Deferred loan resources available for the Multifamily Consolidated RFP varies each year based on factors such as:

State and federal appropriations: The primary source of funding for deferred loans comes from funding provided by the state and federal budgets.

Funding gaps: If a project receives additional funding to assist with a funding gap; this reduces the funding resources available for new selections in the Multifamily Consolidated RFP.

Deferred loan repayments: When a deferred loan is repaid, those resources are used to select new projects in the Multifamily Consolidated RFP and assist with funding gaps on previously selected projects.

Withdrawn projects: When a previously selected project is unable to proceed, those funds are made available for new selections in the Multifamily Consolidated RFP and to assist with funding gaps on previously selected projects.
The following chart includes the actual amount of deferred loan funding selections from the 2023 and 2024 Multifamily Consolidated RFPs, including an early estimate of the anticipated deferred loan resources for this 2025 Multifamily Consolidated RFP.
The anticipated deferred loan resources for the 2025 Multifamily Consolidated RFP is not final at the time of this eNews publication. The ranges provided in the chart above is based on the typical base state and federal appropriations from prior years. Actual funding availability is subject to change based on state and federal budget outcomes. At this time, no remaining Housing Infrastructure resources are anticipated to be available for the 2025 Multifamily Consolidated RFP.
Competitive 9% HTC
The Internal Revenue Service determines the amount of competitive 9% HTCs based on state population. Below is an estimate of the credits expected to be available and is subject to change due to factors such as population updates and returned HTC.
Project Selections
With the available resources, 28 projects were selected for funding in the 2023 Multifamily Consolidated RFP, and 21 projects were selected in the 2024 Multifamily Consolidated RFP. In both years, demand significantly exceeded available funding. The number of projects selected represents 29% of the 97 applications submitted in 2023 and 33% of the 64 applications submitted in 2024.
The estimated deferred loan and HTC resources are subject to change. This information does not constitute a commitment or guarantee of funding availability for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Minnesota Housing will continue to provide updates as more information becomes available.

Register to Attend the 2026-2027 Self-Scoring Worksheet Training
You're invited to attend a virtual training on the 2026-2027 Self-Scoring Worksheet on Wednesday, April 23, 2025. All potential 2025 Multifamily Consolidated RFP/2026 HTC Round 1 applicants are strongly encouraged to attend.
The Self-Scoring Worksheet sets the selection criteria and funding priorities that Minnesota Housing will use to select applications requesting 9% HTC, 4% HTC, and/or deferred funds through the Multifamily Consolidated RFP or on a pipeline basis for financing that may be available throughout the year. Applicants will also use it to score their 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application through the Scoring Wizard found in the Multifamily Customer Portal.
2026-2027 Self-Scoring Worksheet Training

This training will provide applicants with a walk-through of the Self-Scoring Worksheet, an overview of each selection criteria, and a summary of the changes made.

Pre-Application Materials Now Available
Two pre-applications will be available for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1:

The pre-application checklists will be available in the Multifamily Customer Portal starting April 9, 2025, and due by noon Central Time on Thursday, May 29, 2025. Minnesota Housing will notify applicants of eligibility by prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 PRA Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. HUD Section 811 PRA Program funds are available for units for people with disabilities through the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Awards are contingent on funding availability.
Applicants are required to submit a HUD Section 811 PRA Program pre-application to determine eligibility prior to submitting a full 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application. Additionally, applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for HUD Section 811 PRA Program funds.

Innovative Construction Techniques Selection Criterion
Minnesota Housing is now offering a selection criterion for projects that will use ICT.
All conditions a proposed project must meet are outlined in the 2026-2027 Self-Scoring Worksheet and the ICT Narrative. Applicants are required to submit the narrative and supporting documentation to be eligible to receive points for this selection criterion.

Metropolitan Council Announces Available Local Housing Incentives Account Funding
The Metropolitan Council approved a total of $2.5 million for the Local Housing Incentives Account (LHIA). These grant dollars will be available in the multifamily deferred pool of financing in the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Only projects located in participating cities that have enrolled in the Metropolitan Council’s Livable Communities Act program are eligible for these funds. Visit the Met Council’s Local Housing Incentives Account webpage for more information about the program, including matching requirements, eligible uses and more.
Applications will be available in the Multifamily Customer Portal on Wednesday, April 9, 2025, and are due by noon Central Time on Thursday, July 10.
What You Need to Know
- LHIA funds may be awarded without Minnesota Housing funding. However, a complete 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application must be submitted to be considered.
- LHIA funds require that the local government entity (city, county, or development authority) in which the project is located serve as the applicant for the LHIA portion of the funding. This is achieved by the local government completing a Receptivity Form on behalf of the sponsor/developer. The local government entity will serve as the grant recipient (Grantee) for the LHIA funds and may re-grant the funds on to the sponsor/developer.
- Grantees must match LHIA awards on a dollar-for-dollar basis with a source of funding that is either directly from, or is designated by, the participating city, county, or development authority; sources may include CDBG, HOME, TIF, Housing Trust Fund dollars, tax abatements, local housing revenue bonds, and the appraised value of donated land.
- LHIA grants support primarily hard costs related to the construction and rehabilitation of affordable housing. Land acquisition costs may be an eligible use of grant funds. LHIA grants do not pay for work done before the grant is awarded with the exception of reimbursement of qualifying land acquisition costs incurred no more than 12 months prior to the date of award.

How to be Considered
- Create a project within the 2025 Consolidated RFP/2026 HTC Round 1 funding round in the Multifamily Customer Portal; go to the Characteristics tab and select the Met Council’s LHIA Funds characteristic. This will add the General: Met Council LHIA Receptivity Form to your application checklist.
- Reach out to your local government entity (city, county, or development authority) in which the project is located and request that they serve as the applicant for LHIA funds. TIP: It’s best to approach the local government entity early in the process, as some need significant time to go through their approval process.
- Upload the completed Met Council LHIA Receptivity Form to your application checklist prior to your 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application submission.
- The General: Met Council LHIA Receptivity Form is required to be considered. The checklist item must be submitted with your 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application. If the checklist item is not submitted, applicants will not be considered for Met Council’s LHIA deferred funding. If the project is located in the City of Minneapolis, the form will be completed after the application submission and before an award can be made.

New State Prevailing Wage Requirements
In the 2023 and 2024 legislative sessions, the state prevailing wage statutes (Minnesota Statute 116J.871) were amended to include new reporting requirements and to broaden prevailing wage applicability for multifamily rental housing projects that receive funding from Minnesota Housing. These changes help ensure compliance with state statutes and streamline reporting procedures.
The new state prevailing wage reporting requirements apply to:
- New construction projects (including adaptive reuse) selected for funding after July 1, 2023, for $200,000 or more of grant funding or $500,000 or more of total loan funding; or,
- New construction projects (including adaptive reuse) selected for an award or allocation of federal low-income housing tax credits (HTC) on or after January 1, 2025. This applies to projects consisting of more than ten units.
- For purposes of an award, selection is defined as the issuance of the 42M preliminary determination letter by Minnesota Housing.
- For purposes of an allocation, selection is defined as Minnesota Housing board action to select a project for future reservation and allocation of HTC through Round 1 or Round 2.
- Publicly owned new construction and rehabilitation projects that receive state funds and where the estimated cost to complete the project is $25,000 or greater. For purposes of Minn. Stat. 177.41-177.44, state funds do not include awards or allocations of federal low-income HTC. Public ownership entities include but are not limited to:
- Housing and redevelopment authorities
- Economic development authorities
- Public housing authorities
Depending on the funding sources, a project may be subject to both state prevailing wage and federal prevailing wage, which is commonly known as Davis-Bacon.

Wage Theft Prevention
Applicants seeking funding from Minnesota Housing, including any loan and federal low-income HTCs, for multiunit residential housing projects must submit the Wage Theft Disclosure Certification Form and the Wage Theft Prevention Verification Form to meet the requirements of Minnesota Statute 462A.051.
Minnesota Housing will not process any application where the applicant refuses to provide the information requested by the Wage Theft Disclosure Certification Form and the Wage Theft Prevention Verification Form and may refuse to fund any application based on the information provided in the forms.
