Multifamily Underwriting Standards Available
The Multifamily Underwriting Standards and Multifamily Underwriting Standards Release Notes for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 are available! The Multifamily Underwriting Standards reflect Minnesota Housing’s general approach to underwriting, but is not meant to be comprehensive, nor address every possible situation. Prospective applicants should use the Multifamily Underwriting Standards to help guide the sizing of their funding request for:
- Low and Moderate Income Rental (LMIR) Amortizing Loans;
- Deferred Loans; and
- HTCs—both those allocated in the competitive (9%) rounds as well as those awarded in conjunction with tax-exempt volume limited bonds (4%).

Reminder: Intent to Apply Deadline is Thursday, May 8
All 2025 Multifamily Consolidated RFP/2026 HTC Round 1 prospective applicants are required to complete the Intent to Apply (ITA) process by noon Central Time on Thursday, May 8, 2025. The purpose of the ITA is to help Minnesota Housing plan for the potential scope and scale of applications and needed resources.
Prospective applicants may change their project’s characteristics up until the full application deadline, Thursday, July 10 at noon Central Time.
Projects that do not complete the ITA or meet this deadline will not be able to submit a full application. There are no checklist items or cost associated with the ITA.
New Requirements
To complete the ITA, prospective applicants are required to create a project and setup their project(s)’ intended details and characteristics in the Multifamily Customer Portal. This includes, but is not limited to, the following:
- Intended project name, street(s), city, Minnesota, and contact(s): A site must have been identified at the time of ITA and be in the process of obtaining, or have obtained, the address at the time of application; should the parcel address be pending, at minimum, include the streets, for example, XXXX Main Street or Main Street and Central Avenue
- Intended financial structure and application proposal type(s)
- Estimated project type(s)
- Estimated number of units and population(s) served
- Estimated total development cost
- Estimated score from the Self-Scoring Worksheet
- Intended characteristics; at minimum, one proposal type and one construction type

Tips for Submitting a Successful Intent to Apply
Prospective applicants that do not complete the ITA or meet the ITA deadline will not be able to submit a full application for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. To ensure a successful ITA submission, here are some helpful tips:

Watch Multifamily Customer Portal Tutorials to learn about the Intent to Apply process. Tutorials can be found under the How do I use the Portal? section of the Multifamily Customer Portal Resources

Create your project before the deadline. Use the Apply for Funding Wizard to create your project in the funding round. You cannot add additional projects after the Intent to Apply deadline.

Select your project characteristics. All projects must have at least one proposal type and one construction type selected.

Confirm the project details match your selected characteristics. Review the fields on the project details tab to confirm they align with your project characteristics. Update the proposal types, project type, and estimated score as needed.
Once the ITA for the project has been created, the project’s primary address, property number (D#), and project number in the Multifamily Customer Portal must match the Multifamily Workbook. These items will be validated during the evaluation period.

Scoring Wizard Update Coming Soon
There will be an update to the Scoring Wizard to reflect changes in the 2026-2027 Self-Scoring Worksheet related to Black-, Indigenous-, People of Color–owned Business Enterprises or Women-owned Business Enterprises, Capacity Building Partnerships.
The 2026-2027 Self-Scoring Worksheet allows prospective applicants to claim more than one option for this question, rather than being limited to a single selection. This change affects the Black-, Indigenous-, People of Color–owned Business Enterprises or Women-owned Business Enterprises, Capacity Building Partnership questions on the Increasing Housing Choice; Supporting Community and Economic Development page of the Scoring Wizard.
An update will be released soon. In the meantime, applicants should review the Self-Scoring Worksheet for full details on scoring changes.
Other Homeless – Guidance on Completing the Multifamily Workbook
The 2026-2027 Self-Scoring Worksheet has a new selection criterion, Other Homeless, found in the Permanent Supportive Housing for Households Experiencing Homelessness selection criterion. Other Homeless units are only available to projects that are eligible for the High Priority Homeless (HPH) selection criterion and agree to set aside and rent additional unit(s) to serve Other Homeless households in a primarily supportive housing project.
If you are submitting an application for a primarily supportive housing project that includes Other Homeless units, the Other Homeless units should be reflected in the rent and income grid located on the Housing Income tab of the Multifamily Workbook in the Source of Rental Assistance or Operating Subsidy column. Other Homeless units can overlap with People with Disabilities (PWD) units or stand alone. Do not mark Other Homeless units as HPH. See example below.

Kickoff Event and Self-Scoring Worksheet Training Recordings Now Available
Minnesota Housing staff hosted a virtual kickoff event providing prospective applicants with an overview of the Multifamily Consolidated RFP processes, including application timeline and selection and funding framework, and program and policy updates including prevailing wage, wage theft, and Building Standard requirements.
Additionally, Minnesota Housing hosted a virtual training session on the 2026-2027 Self-Scoring Worksheet to assist applicants in completing this application requirement.
Recordings for both of these events are now available for review on Minnesota Housing’s Multifamily Consolidated Request for Proposals/Housing Tax Credit Funding Rounds webpage under the Training Resources and Recordings tab of the 2025 Multifamily Consolidated RFP/2026 HTC Round 1 section.

Pre-Applications Due Thursday, May 29
Two pre-applications are available for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1:
- HUD Section 811 Project-Based Rental Assistance (HUD Section 811 PRA) Program
- Innovative Construction Techniques (ICT) Selection Criterion
The pre-application checklists are open in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, May 29, 2025. Minnesota Housing will notify applicants of eligibility by prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 PRA Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. HUD Section 811 PRA Program funds are available for units for people with disabilities through the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Awards are contingent on funding availability.
Applicants are required to submit a HUD Section 811 PRA Program Pre-Application to determine eligibility prior to submitting a full 2025 Multifamily Consolidated RFP/2026 HTC Round 1 Application. Additionally, applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for HUD Section 811 PRA Program funds.

Innovative Construction Techniques Selection Criterion
Minnesota Housing is now offering a selection criterion for projects that will use ICT.
All conditions a proposed project must meet are outlined in the 2026-2027 Self-Scoring Worksheet and the ICT Narrative. Applicants are required to submit the narrative and supporting documentation to be eligible to receive points for this selection criterion.

Metropolitan Council Local Housing Incentives Account Applications Available and Due Thursday, July 10
The Metropolitan Council approved a total of $2.5 million for the Local Housing Incentives Account (LHIA). These grant dollars are available in the multifamily deferred pool of financing in the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Only projects located in participating cities that have enrolled in the Metropolitan Council’s Livable Communities Act program are eligible for these funds.
LHIA funds may be awarded without Minnesota Housing funding. However, a complete 2025 Multifamily Consolidated RFP/2026 HTC Round 1 Application must be submitted to be considered. Applications are available in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, July 10.

Updated Multifamily Rent and Income Limits Available
Minnesota Housing uses the United States Department of Housing and Urban Development (HUD) published limits to compute income and rent limits for Multifamily loan programs. Be sure to sign up for our Multifamily Compliance Alerts eNews list to receive timely compliance related updates and reminders.
Income Limits and Fair Market Rents
HUD published FY2025 Income Limits and FY2025 Fair Market Rents for the Section 8 Program and the Multifamily Tax Subsidy Projects (MTSP) for Housing Tax Credit and Tax-Exempt Bond financed properties. Per HUD, the FY2025 Income Limits have an effective date of April 1, 2025, and the FY2025 Fair Market Rents have an effective date of October 1, 2024. Based on these updates, the following FY2025 income and rent limits are now available on our Multifamily Rent and Income Limits webpage:

HOME Program and NHTF Program Rent and Income Limits
FY2025 income and rent limits have not been released for the HOME Investment Partnerships Program (HOME) and the National Housing Trust Fund (NHTF) Program. Owners must use FY2024 HOME and NHTF Program income limits until HUD releases FY2025 Income Limits for these programs. Minnesota Housing will send an eNews when these updated limits are available on our Multifamily Rent and Income Limits webpage.
