2025 Multifamily Consolidated RFP/2026 HTC Round 1 Applications Now Open!
The Multifamily Consolidated RFP is a competitive funding round, offered once per year, where Minnesota Housing consolidates and coordinates multiple multifamily housing funding resources into one application process. It deploys significant capital funds and is the primary mechanism that Minnesota Housing uses to award and allocate federal and state resources. In accordance with Minnesota Housing’s Qualified Allocation Plan (QAP), the emphasis is on serving under-resourced communities, long-term affordability, and participation in the development process by Black, Indigenous, and People of Color-owned or Women-owned/led businesses.

Project Eligibility, Feasibility, and Organizational Capacity
Minnesota Housing will further process a variety of project types throughout Minnesota communities and prioritize projects by community need, feasibility, organizational capacity, reasonableness of funding request, and alignment with Minnesota Housing’s 2024-2027 Strategic Plan We encourage proposals for a variety of affordable multifamily project types including:
- New construction workforce housing
- New construction permanent supportive housing for people experiencing homelessness, people with disabilities, and other homeless households
- New construction senior housing
- Preservation of workforce, permanent supportive housing, or senior projects

Selection and Funding Recommendations
After applications are received and evaluated, all funding recommendations are subject to approval by the Minnesota Housing board of directors. Selections are anticipated to occur at the December 2025 board of directors meeting, and the date will be posted on Minnesota Housing’s Board of Directors webpage. Funding partner proposal recommendations will be made at their board meeting.

New Scoring Guide is Available
The Scoring Guide for the 2025 Multifamily Consolidated RFP/2026 HTC Rounds is now available. Every project must score their project using the Scoring Wizard found in the Multifamily Customer Portal. The Scoring Guide is a companion document to the 2026-2027 Self-Scoring Worksheet and is used to clarify and explain scoring requirements. Changes to the Scoring Guide include:
- Clarifications to selection criteria based on changes to the Self-Scoring Worksheet
- Examples of acceptable and not acceptable documentation
- Links to pages on the Minnesota Housing website for easier navigation

Intent to Apply Now Open
All 2025 Multifamily Consolidated RFP/2026 HTC Round 1 applicants are required to complete the Intent to Apply (ITA) process by noon Central Time on Thursday, May 8, 2025. The purpose of the ITA is to help Minnesota Housing plan for the potential scope and scale of applications and needed resources.
Applicants may change their project’s characteristics up until the full application deadline, Thursday, July 10 at noon Central Time.
Projects that do not complete the ITA or meet this deadline will not be able to submit a full application. There are no checklist items or cost associated with the ITA.
New Requirements
To complete the ITA, prospective applicants are required to create a project and setup their project(s)’ intended details and characteristics in the Multifamily Customer Portal. This includes, but is not limited to, the following:
- Intended project name, street(s), city, Minnesota and contact(s)
- A site must have been identified at the time of ITA and be in the process of obtaining, or have obtained, the address at the time of application. Should the parcel address be pending, at minimum, include the cross streets, for example, XXXX Main Street and Central Avenue.
- Intended financial structure and application proposal type(s)
- Estimated project type(s)
- Estimated # of units and population(s) served
- Estimated total development cost
- Estimated score from the Self-Scoring Worksheet
- Intended characteristics

Metropolitan Council Local Housing Incentives Account Application Now Open
The Metropolitan Council approved a total of $2.5 million for the Local Housing Incentives Account (LHIA). These grant dollars are available in the multifamily deferred pool of financing in the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Only projects located in participating cities that have enrolled in the Metropolitan Council’s Livable Communities Act program are eligible for these funds.
LHIA funds may be awarded without Minnesota Housing funding. However, a complete 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application must be submitted to be considered. Applications are now available in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, July 10.

2026 Housing Tax Credit Distribution Estimates Available
Minnesota Housing has published the 2026 Distribution of Housing Tax Credits in Minnesota on the Housing Tax Credits webpage.
The document represents an estimate based on the current amounts of 9% tax credits expected to be available in 2026. The amounts are calculated with the population of Minnesota and a per capita credit volume amount and are subject to change. Any changes will cause corresponding modifications to the total credits available for distribution to allocating entities.

Pre-Applications Now Open
Two pre-applications will be available for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1:

The pre-application checklists are now open in the Multifamily Customer Portal, and are due by noon Central Time on Thursday, May 29, 2025. Minnesota Housing will notify applicants of eligibility by prior to the full application deadline.
HUD Section 811 Project-Based Rental Assistance Program
The HUD Section 811 PRA Program is designed to expand the supply of supportive housing that promotes and facilitates community integration for people with significant and long-term disabilities. HUD Section 811 PRA Program funds are available for units for people with disabilities through the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Awards are contingent on funding availability.
Applicants are required to submit a HUD Section 811 PRA Program pre-application to determine eligibility prior to submitting a full 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application. Additionally, applicants must apply and be selected for capital funding through the Multifamily Consolidated RFP/HTC Round 1 to be eligible for HUD Section 811 PRA Program funds.

Innovative Construction Techniques Selection Criterion
Minnesota Housing is now offering a selection criterion for projects that will use ICT.
All conditions a proposed project must meet are outlined in the 2026-2027 Self-Scoring Worksheet and the ICT Narrative. Applicants are required to submit the narrative and supporting documentation to be eligible to receive points for this selection criterion.

You're invited to attend a virtual training on the 2026-2027 Self-Scoring Worksheet on Wednesday, April 23, 2025. All potential 2025 Multifamily Consolidated RFP/2026 HTC Round 1 applicants are strongly encouraged to attend.
The Self-Scoring Worksheet details the selection criteria and funding priorities that Minnesota Housing will use to select applications requesting 9% HTC, 4% HTC, and/or deferred funds through the Multifamily Consolidated RFP or on a pipeline basis for financing that may be available throughout the year. Applicants will use the Self-Scoring Worksheet to score their 2025 Multifamily Consolidated RFP/2026 HTC Round 1 application through the Scoring Wizard found in the Multifamily Customer Portal.

Rent and Income Limits
Minnesota Housing uses the United States Department of Housing and Urban Development (HUD) published limits to compute income and rent limits for Multifamily loan programs. Be sure to sign up for our Multifamily Compliance Alerts eNews list to receive timely compliance related updates and reminders.
Income Limits and Fair Market Rents
HUD published FY2025 Income Limits and FY2025 Fair Market Rents for the Section 8 Program and the Multifamily Tax Subsidy Projects (MTSP) for Housing Tax Credit and Tax-Exempt Bond financed properties. Per HUD, the FY2025 Income Limits have an effective date of April 1, 2025, and the FY2025 Fair Market Rents have an effective date of October 1, 2024. Minnesota Housing will send an eNews when these updated limits are available on our Multifamily Rent and Income Limits webpage.
HOME Program and NHTF Program Rent and Income Limits
FY2025 income and rent limits have not been released for the HOME Investment Partnerships Program (HOME) and the National Housing Trust Fund (NHTF) Program. Owners must use FY2024 HOME and NHTF Program income limits until HUD releases FY2025 Income Limits for these programs. Minnesota Housing will send an eNews when these updated limits are available on our Multifamily Rent and Income Limits webpage.

Estimated Resources
Below is a brief overview of the estimated deferred loan and HTC resources available for the 2025 Multifamily Consolidated RFP/2026HTC Round 1. These resources are subject to change. This information does not constitute a commitment or guarantee of funding availability for the 2025 Multifamily Consolidated RFP/2026 HTC Round 1. Minnesota Housing will continue to provide updates as more information becomes available.
Deferred Loan Resources
With historic state and federal funding in 2023 and 2024, Minnesota Housing committed over $325 million in deferred loan resources to projects through the 2023 and 2024 Multifamily Consolidated RFP. Due to strong demand and high-quality proposals, all deferred loan resources from those legislative sessions have been effectively committed, including the Housing Infrastructure resources.
Deferred loan resources available for the Multifamily Consolidated RFP varies each year based on factors such as:
-
State and federal appropriations: The primary source of funding for deferred loans comes from funding provided by the state and federal budgets.
-
Funding gaps: If a project receives additional funding to assist with a funding gap; this reduces the funding resources available for new selections in the Multifamily Consolidated RFP.
-
Deferred loan repayments: When a deferred loan is repaid, those resources are used to select new projects in the Multifamily Consolidated RFP and assist with funding gaps on previously selected projects.
-
Withdrawn projects: When a previously selected project is unable to proceed, those funds are made available for new selections in the Multifamily Consolidated RFP and to assist with funding gaps on previously selected projects.
The following chart includes the actual amount of deferred loan funding selections from the 2023 and 2024 Multifamily Consolidated RFPs and an early estimate of the anticipated deferred loan resources for this 2025 Multifamily Consolidated RFP.
The anticipated deferred loan resources for the 2025 Multifamily Consolidated RFP are not final at the time of this eNews publication. The ranges provided in the chart above is based on the typical base state and federal appropriations from prior years. Actual funding availability is subject to change based on state and federal budget outcomes. At this time, no remaining Housing Infrastructure resources are anticipated to be available for the 2025 Multifamily Consolidated RFP.
Competitive 9% HTC
The Internal Revenue Service determines the amount of competitive 9% HTCs based on state population. Below is an estimate of the HTCs expected to be available and is subject to change due to factors such as population updates and returned HTCs.
Project Selections
With the available resources, 28 projects were selected for funding in the 2023 Multifamily Consolidated RFP, and 21 projects were selected in the 2024 Multifamily Consolidated RFP. In both years, demand significantly exceeded available funding. The number of projects selected represents 29% of the 97 applications submitted in 2023 and 33% of the 64 applications submitted in 2024.

The interactive map known as Community Profiles provides 2025 Multifamily Consolidated RFP/2026 HTC funding rounds applicants with access to Minnesota Housing’s geographic priorities and tools to help in documenting project applications. The Community Profiles have been updated and are now live on Minnesota Housing’s Community Profiles webpage.

New State Prevailing Wage Requirements
In the 2023 and 2024 legislative sessions, the state prevailing wage statutes (Minnesota Statute 116J.871) were amended to include new reporting requirements and to broaden prevailing wage applicability for multifamily rental housing projects that receive funding from Minnesota Housing. These changes help ensure compliance with state statutes and streamline reporting procedures.
The new state prevailing wage reporting requirements apply to:
- New construction projects (including adaptive reuse) selected for funding after July 1, 2023, for $200,000 or more of grant funding or $500,000 or more of total loan funding.
- New construction projects (including adaptive reuse) selected for an award or allocation of federal low-income housing tax credits (HTC) on or after January 1, 2025. This applies to projects consisting of more than ten units.
- For purposes of an award, selection is defined as the issuance of the 42M preliminary determination letter by Minnesota Housing.
- For purposes of an allocation, selection is defined as Minnesota Housing board action to select a project for future reservation and allocation of HTC through Round 1 or Round 2.
- Publicly owned new construction and rehabilitation projects that receive state funds and where the estimated cost to complete the project is $25,000 or greater. For purposes of Minn. Stat. 177.41-177.44, state funds do not include awards or allocations of federal low-income HTC. Public ownership entities include but are not limited to:
- Housing and redevelopment authorities
- Economic development authorities
- Public housing authorities
Depending on the funding sources, a project may be subject to both state prevailing wage and federal prevailing wage, which is commonly known as Davis-Bacon.

Wage Theft Prevention Requirements
Applicants seeking funding from Minnesota Housing, including any loan and federal low-income HTCs, for multiunit residential housing projects must submit the Wage Theft Disclosure Certification Form and the Wage Theft Prevention Verification Form to meet the requirements of Minnesota Statute 462A.051.
Minnesota Housing will not process any application where the applicant refuses to provide the information requested by the Wage Theft Disclosure Certification Form and the Wage Theft Prevention Verification Form and may refuse to fund any application based on the information provided in the forms.
