Indoor School Mapping
In the 2024 legislative session, ECN received $7 million from the 911 Special Revenue Fund to establish a new one-time grant program for digital geographic information system (GIS) mapping for school facilities. Grants will be issued to regional emergency communications boards once the program is established. ECN is in the process of creating the grant guidelines for this program as defined in the Minnesota 2024 Session Laws, Chapter 123, H.F. no. 5216, Article 1, Sections 4 and 18.
Currently, ECN is drafting the request for proposal (RFP). Once the draft is complete, we will convene a group of subject matter experts to review and revise it before publishing. We anticipate publishing the RFP by the end of the first quarter in 2025.
Regions are able and encouraged to start preliminary conversations with PSAPs, law enforcement, first responders, schools, and any other stakeholders.
Additionally, it is recommended that regions talk with one another to share information.
Lastly, regions are able to talk to vendors but should not make any commitments or accept any bids/quotes at this time.

Radio Encryption
ECN, SECB and BCA have created a frequently asked questions document to help clarify the FBI Criminal Justice Information Services (CJIS) Security Policy requirements for encrypting radio traffic that contains FBI criminal justice information (CJI). NG911 Planning and Transition
Although an award for Next Generation 911 Core Services was not issued, PSAPs may still use the special funds they received in Oct. 2023 on projects that will help them improve future NG911 capabilities. These funds may still be spent on any 911-eligible expense; however, goods and services purchased must be received no later than June 30, 2025.

NG911 GIS Data Collection
The development of GIS data is a foundational component of Minnesota’s ongoing transition to Next Generation (NG) 911. In a NG911 environment, GIS data is used to route a 911 call to the appropriate Public Safety Answering Point (PSAP), ensuring that a 911 caller’s location is readily available to emergency responders.
In February, we reached an important milestone – The statewide NG911 GIS dataset is over 75% complete! The current dataset is comprised of 490 unique layers that include over 2.2 million address points, almost 500,000 unique road centerline features, and over 2,700 emergency service boundaries. This tremendous achievement is thanks to efforts of our partners at MnGeo and GIS professionals across the state. Keep up the great work!

Get to know your ECN
Leah Palmer is the new ECN director. Director Palmer brings 15 years of public service experience, including in positions with the Minneapolis Police Department, City of Minneapolis, City of Brooklyn Park and with Metro Transit.
She holds a Master of Public Affairs from the Humphrey School of Public Affairs and an Executive Certificate in Public Policy from the Harvard Kennedy School.
