Help shape the future of Minnesota’s Early Intensive Developmental and Behavioral Intervention (EIDBI) licensing standards.
The Minnesota Department of Human Services (DHS) is seeking feedback from providers, families, advocates, and community members to help develop comprehensive EIDBI licensing standards. When finalized, these standards will be the requirements provider agencies must meet to become and stay licensed. They will identify and help protect the health, rights, and safety of individuals served by EIDBI programs, and set minimum care and recordkeeping requirements.
In 2025, the Minnesota Legislature passed a bill instructing DHS to license EIDBI providers. While Minnesota has had EIDBI requirements in place for years, this legislation requires the development of new licensing standards.
Using the current requirements, legislative reports, and previous public input, DHS has created a draft of the new comprehensive licensing standards. Your feedback is critical to helping us refine this draft. The engagement process is an opportunity to share your perspectives on what EIDBI licensing standards should include.
DHS will use the feedback gathered during this process to finalize recommended standards for the Minnesota Legislature by January 2027.

Before the engagement sessions start, we’ll host an online kick-off meeting. We’ll share how we developed the draft standards, how people can provide feedback, and what will happen after we finish collecting feedback. We will not collect feedback on the standards during this meeting.
