New laws passed by the 2025 Legislature include several provisions that impact family child care. An Implementation Plan for 2025 FCC legislative changes was introduced to licensors during the September 18, 2025, Licensor Call. It was then shared to license holders and the public during two virtual opportunities: one webinar during the day on September 25, 2025, and then again this evening, September 30, 2025, from 6:00 p.m.-7:00 p.m.
The Implementation Plan outlines an overview of each change, instructions for what providers need to do about the change, the date the change is effective, and guidance on how licensors will monitor these changes.
Think of these sessions as live triage, hosted by the Family Child Care Licensing team. The purpose of these sessions is to answer questions, listen to comments, and problem-solve together regarding the unique situations that we encounter. These office hours are open-house style, meaning attendees can come and go as needed. DCYF will not be preparing content for each session so please come with questions and comments regarding FCC licensing.

Foundations training (required for new licensing staff prior to carrying out licensing work) must be completed within 90 days of hire. The training is also open to experienced licensors and supervisors. We have made a change to the format this round, and ELICI onboarding will be integrated into various sessions rather than be separate sessions..

During the last Foundations training, we discovered that there may have been some confusion over details of the below requirement.
We want to be clear that:
- The below policy, MN Statutes, section 142B.10, subdivision 1, paragraph (c), does not mean a license holder needs to disclose their prescription medication in their policy.
- However, investigations may warrant a request for medication information.

An applicant or license holder must have a policy that prohibits license holders, employees, subcontractors, and volunteers, when directly responsible for persons served by the program, from abusing prescription medication or being in any manner under the influence of a chemical that impairs the individual's ability to provide services or care. The license holder must train employees, subcontractors, and volunteers about the program's drug and alcohol policy.
During a recent licensor call there was a conversation regarding safe sleep requirements for family child care providers caring for infants. Please review and ensure you are familiar with the requirements in Minnesota Statutes, section 142B.46. We are also providing a link to a useful infant safe sleep quick card visual from our partners at MDH, that you may want to share with license holders.
DCYF FCC Licensing is requesting your feedback about your experience as a new FCC licensing worker. If you haven’t already participated, please complete this brief survey. Your feedback is valuable and will be used to develop and refine DCYF FCC training.

Resources to help family child care (FCC) providers prepare for licensing in the Provider Hub have been refreshed and the Child Care Assistance Program (CCAP) Provider Hub feature became available to FCC providers.
Resources for FCC providers
Provider Hub Information Session: The recording of the first Provider Hub Information Session hosted Tuesday, Sept. 9, as well as the accompanying handout (PDF) are now available. Spanish, Somali and Hmong versions of the recording captions and handout are underway.
The next online Provider Hub Information Session is tentatively scheduled for November. Anyone interested in learning more about the Provider Hub is welcome to attend. Details — including date, time and a link to register — will be included in the October Provider Hub Newsletter.
Please note that this event series is specifically focused on the Provider Hub, the online tool FCC providers will use. Information and training on the Agency Hub, the online tool FCC county licensors will use, is under development and will be shared with you separately.
Provider Hub Information Line: FCC providers can call 612-504-1298 to listen to information about the Provider Hub, including the latest information about the launch of FCC licensing in the online tool. This Provider Hub Information Line offers recorded information; it will not connect callers to staff. Currently, the information is available in English. The Spanish, Somali, and Hmong versions are being updated.
Technology resources, including Access to Technology Grants: FCC providers are encouraged to check out this collection of technology resources to help build comfort with technology. The self-assessment, guide and printable resource list are available in English, Spanish, Hmong and Somali.
Application for the fall round of Access to Technology Grants are open September 25 through October 3! Grants can help licensed child care businesses access technology to improve business management practices. Get grant details from Department of Children, Youth, and Families, and access the application from First Children’s Finance.
Child Care Assistance Program feature now live in Provider Hub for Minnesota licensed FCC providers
Minnesota licensed FCC providers who had an active or pending Child Care Assistance Program (CCAP) provider registration as of July 28, 2025 now have access to the Provider Hub. This is approximately 1,500 Minnesota licensed FCC providers. These providers received an email from ccap.providers.dcyf@state.mn.us with specific instructions on how to access their Provider Hub account.
Minnesota licensed FCC providers who want to register with CCAP for the first time, or after a period of not being registered need to email ccap.providers.dcyf@state.mn.us to request access to their Provider Hub account. They should include their license number in their request. FCC providers should not create their own Provider Hub account.
What FCC providers can do in the Provider Hub
Once an FCC provider activates their Provider Hub account, they’ll be able to submit CCAP information (including registration, changes, renewal), request access to MEC² PRO (once they have an approved registration in the Provider Hub) and view CCAP notices.
Managing CCAP registration — and applying for a child care center license — are the only actions FCC providers can take in the Provider Hub. FCC providers are not yet able to manage their FCC license or Great Start Compensation Support Payment Program information in the Provider Hub.

What FCC county licensing staff need to do
In most cases, FCC county licensing staff do not need to take any action. However, if a provider:
Has questions about their Provider Hub account, direct them to the Product Success team at 651-431-6075
Has questions about CCAP registration, direct them to the Department of Children, Youth, and Families (DCYF) CCAP Provider Support team at ccap.providers.dcyf@state.mn.us or 651-431-4848
Needs to update their email address, use the Licensing Recommendation Form (3324) to submit the new email address to the DCYF FCC Licensing team.

As a reminder there is an upcoming Early Childhood Connector call on October 21, 2025, from 7-8 p.m. Connector Calls are a great opportunity for the early education and care audience to get questions answered and seek clarification directly from state agencies. During the call, state staff will answer questions related to legislation, licensing, programs, grants and more. Child care providers and early educators of all types, from licensed programs to Family, Friend and Neighbor caregivers, are invited.

Updated early learning standards available

The updated Early Childhood Indicators of Progress (ECIPs) are now available. These standards outline what children from birth to age 5 typically know and can do as they grow. The new version is easier to use and based on the latest research. Full implementation is planned for fall 2028.
