As Academic Year 2025-26 comes to a close, it is time to submit this year’s Michigan Reconnect compliance report. The Michigan Reconnect Grant Act requires participating institutions to submit an annual written report confirming compliance with the Act's requirements. You are receiving this email because you were involved in the submission of last year’s compliance report or were identified as financial aid or institutional research staff. Please forward this email to whomever on your campus will be submitting/assisting with submitting the report and update Office of Higher Education (OHE) with the contacts who should receive communications during the compliance report process.
First, OHE would like to thank you for your hard work submitting last year’s report. We recognize that the report was long and the process took a lot of time and coordination across your campus. Know, though, that your responses were instrumental for ascertaining compliance with the Michigan Reconnect Grant Act, and for understanding how Michigan’s community colleges function and how Reconnect fits into an already robust student success infrastructure.
This year’s report is identical to last year’s; no questions have been added, removed, or edited. Submissions are due by June 30, 2026. This is a statutory deadline and, as a result, we are not able to provide any extensions.
All submissions should be completed via Qualtrics at the link below. You may use the Word version (attached here) to aggregate responses before submitting the Qualtrics form. In the coming weeks, you will receive a short data summary that provides the term-to-term and year-to-year retention data that MiLEAP receives from CEPI on an annual basis. For the quantitative goal setting section, you have not been required to complete the cells in the tables that contain data that OHE already has available; however, those data will be provided to you to help complete the rest of the section.

In previous years, the compliance report has been distributed at the same time as the credit for prior learning (CPL) reimbursement form. The Michigan Reconnect Grant Act allows colleges to receive an $80 reimbursement for every credit for prior learning that a Reconnector receives in a given academic year. However, because of recent changes CEPI made to STARR reporting, STARR data will be used to determine CPL awards and reimbursement amounts. You will not need to submit the CPL reimbursement form this year to receive those funds.
