Attention Maine Pediatric Providers: Survey Regarding Behavioral Health Care and Pediatric Primary Care
We would like to hear from MaineCare providers who are responsible for the care of children under the age of 21.
DHHS/CDC has been awarded a grant that enhances management and care of behavioral health with pediatric primary care. This program will consist of training for primary care providers on different behavioral health topics including timely detection, assessment, treatment, and referral of children and adolescents with behavioral health conditions. The grant is also exploring the behavioral health networks in the State to determine access to behavioral healthcare for our providers.
We ask for your participation in this baseline survey assessing your current practice. This survey should only take about 10-15 minutes of your time. Please complete the survey by October 30, 2020.

Attention Section 65 Behavioral Health Services Providers
Differentiating Substance Use Disorder (SUD) Treatment with Suboxone from Psychiatric Medication Management
On August 19, 2020, we published a rule adopting changes to Section 65 Behavioral Health Services. Specifically, we added the “HF” modifier to procedure code “H2010” for Management. This change allows us to differentiate SUD treatment with Suboxone from Psychiatric Medication Management in order to have providers licensed and surveyed from the appropriate licensing standards.
Obtaining a Substance Abuse Agency (SAA) License
This change allows providers who solely deliver SUD programs to seek an SAA license instead of being required to obtain a Mental Health (MA) Agency license to deliver SUD treatment. This update impacts both Management and Medication Assisted Treatment (MAT) with Suboxone providers who are reimbursed through Section 65.
Consult with the Division of Licensing and Certification (DLC)
SUD providers should consult with DLC on the decision to update their license from an MH Agency license to an SAA license, or to add Management and/or MAT to your SAA license. Please contact Jennifer Gary, DLC’s Behavioral Health Program Manager, at Jennifer.Lynn.Gary@maine.gov. There is not a deadline to update your license, but we recommend doing so by your agency’s next license renewal to ensure your agency is surveyed under the appropriate licensing standards. A survey is not required to process an to your license or license type. SUD providers seeking to continue providing Psychiatric Medication Management should continue to hold their MH Agency license.
Update MaineCare Enrollment with the New License
Providers who update their license type from an MH Agency license to an SAA license must update your MaineCare enrollment when the new license is received. Providers must open a maintenance case on the Health PAS Online Portal to add the new service location or update an existing service location for the new license type. The change will take approximately two to three weeks to complete. Providers who are updating their existing license to add Management for Suboxone to their current SAA license do not need to update their MaineCare enrollment.
As a reminder, substance abuse agencies delivering Management under their SAA license must use the “HF” modifier on H2010 for accurate claims processing.

MaineCare Behavioral Health Payment Supports: Final Claims Submission Deadline
Tomorrow, October 7th, is the final claims submission deadline for the special Behavioral Health (BH) per member per month payments. October’s payment, scheduled for October 28th, is the “catch all” payment and will include any claims for July or August that were not submitted by September’s deadline. For more details, see our previous message on the behavioral health PMPM payment schedule (please note that October’s claims submission deadline is one day later than previously communicated).
