 One violent crime is too many. However, progress is being made. Orleans Parish, with its millions of visitors per year and historical pressures on its social fabric has special challenges relative to crime - challenges that are distinct in the State of Louisiana. Appreciation is due to residents and to members of the law enforcement community - led by the NOPD's constitutional patrols and investigations - for the progress being made. There is still much to do.

NO & CBD HDLC launches new expedited HDLC review initiative - The HDLC Express Lane!
 The HDLC is launching a new initiative on November 1, 2025: the HDLC Express Lane that includes a dedicated HDLC Express Lane Team and telephone line. This initiative is modeled on the Business Express program developed by the New York City Landmarks Preservation Commission. The goal is to provide enhanced customer service and assistance to the historic district property owners, better guide them through the application process and ensure they get their Staff Level approvals quickly and easily.
Proposed work that meets the HDLC Design Guidelines will be able to be approved within 1-3 business days provided the application is complete and all requested information has been submitted. Click here for a flyer that lists of items that qualify.

SWBNO Provides Update on Turbine 5 and Power Complex
NEW ORLEANS, LA — Sewerage and Water Board of New Orleans (SWBNO) provides an update on ongoing testing and commissioning of the Power Complex.
- Turbine 5 has returned to service on November 7, 2025. The controls system items have been addressed, and SWBNO crews have completed additional electrical repairs that were identified. This brings the total amount of 25-hz power available from current SWBNO assets to 69 MW.
- Static Frequency Changer 1 (SFC1) remains available in a reliability testing period. This testing period is critical to ensure reliable performance as we incorporate SFC1 into our power lineup so that we can reduce dependencies on our existing power generation equipment. The initial 30-day test period began on September 24th, 2025. However, since it was not available for an uninterrupted 30-day period, the timeframe must be restarted in accordance with the contractual agreement.
SFC1 provides an additional 22MW during this time, to compliment the 69MW of 25-Hz power generation and conversion capacity available from other, existing sources. At peak demand, our system requires 44MW of 25Hz power.
- Additionally, the revised schedule to be able utilize the remaining equipment per the contractor is provided below:
- 2nd SFC: Available for use in November 2025, following the completion of onsite tests to be performed by manufacturer's representatives
- 3rd SFC: Available for use in January 2026 - based on availability of manufacturer's representatives needed to be onsite to perform testing
- Turbine 7 (T7): Testing and commissioning of T7 had been scheduled to begin in October. We are waiting on contractor personnel to provide a revised schedule, but anticipate it will not begin until December.
SWBNO remains committed to bringing the Power Complex online and will continue to provide updates regarding Power Complex testing progress.
Once completed SWBNO will no longer rely on our existing historical power assets, and instead have a more robust and reliable power source to provide power for drainage pumps.

NOFD Urges Home Heating Safety as Cooler Weather Arrives
NEW ORLEANS, LA – As temperatures begin to drop across southeast Louisiana, the New Orleans Fire Department (NOFD) is reminding residents to take extra precautions when heating their homes. Heating equipment is one of the leading causes of home fires during cold weather months, and following simple safety measures can prevent tragedy.
“Colder weather often means people are using space heaters, fireplaces, and other heating sources more frequently,” said Superintendent Roman Nelson of the New Orleans Fire Department. “We want everyone to stay warm, but to do so safely.” Read More
Joseph M. Bartholomew, Sr Municipal Golf Course Announces Transition To New Restaurant Vendor
NEW ORLEANS, LA — The City of New Orleans Department of Parks & Parkways today announced that The Back Nine will replace The Munch Factory as the restaurant vendor at Joseph M. Bartholomew, Sr. Municipal Golf Course, effective January 3, 2026.
Following six years of service, The Munch Factory concluded its operations at the golf course on November 7. The Department of Parks & Parkways expressed gratitude for the restaurant’s service and contribution to the community over the years.
“We are incredibly thankful to The Munch Factory and their culinary team for providing excellent food and hospitality to both golfers and guests,” said Michael Karam, Director of the Department of Parks and Parkways. “We wish them all the best in their future endeavors.”
During the transition period, Joseph M. Bartholomew, Sr. Municipal Golf Course will remain open as usual, and updates on the restaurant’s opening will be shared via https://www.facebook.com/joebartgolf/ and https://www.instagram.com/parksandparkways/.
NOLA-PS Opens Kindergarten-12th Grade Applications for 2026-2027 School Year
NEW ORLEANS, LA – NOLA Public Schools (NOLA-PS) is now accepting applications for the 2026-2027 school year through the NOLA Common Application Process (NCAP). New kindergarteners, 8th graders entering high school, or families needing a school for next year can apply today through January 23!
What is NCAP?
NCAP lets families apply online to schools at any time during the Main Round period, which ends on January 23, 2026. Every application is considered at the same time, so there’s no rush to apply early. After the Main Round closes, the system will match students to schools, and families will be notified by March 31, 2026.
How to Apply:
To explore schools and complete your application, visit nolapublicschools.com and click on the “Enroll” button. This will take you to the NOLA-PS unified enrollment center, where you can find updated information about the application process. We encourage families to choose up to twelve schools to maximize their options in the NCAP.
Which Schools Are Included?
The NCAP includes all 66 NOLA-PS schools, plus four public schools authorized by the Louisiana State Board of Education.
Some schools have extra admissions requirements, like assessments or open houses, so be sure to check for those details on enrollnolaps.com or the prompts within the application portal.

NORD Commission Offers Free Kid Café After-School Meal Program in Partnership with Second Harvest Food Bank
NEW ORLEANS, LA —The New Orleans Recreation Development (NORD) Commission is reminding families that the Kid Cafe after school meal program remains available at recreation centers across the city, providing free, nutritious meals to youth ages 18 and under. In partnership with Second Harvest Food Bank, Kid Cafe offers reliable access to healthy meals during the school year, ensuring that young people have the nourishment they need to learn, play, and thrive.
As many households face uncertainty due to ongoing challenges, NORD continues to stand firm in its commitment to community wellness and youth support.
"Right now, many families are unsure of what tomorrow brings," said Larry Barabino, Jr., CEO of the NORD Commission. "At NORD, we believe no child should feel that uncertainty when it comes to food. Kid Cafe remains open and ready to serve our youth, because community means showing up for one another, especially in difficult times."
Kid Café meals are available Mon. through Fri. from 3 p.m. to 6 p.m. at NORD Commission recreation centers:

New Orleans Health Department Big Easy Swim Easy Program Teaches Hundreds of Local Kids to Swim for Free
Big Easy Swim Easy is a citywide initiative offering water safety courses and free swim lessons to children and teens across Orleans Parish. The program aims to prevent drowning, promote water safety, and increase access to lifesaving swimming education for New Orleans youth.
Through September 2026, the program offers swimming instruction to approximately 700 lower-income children who meet the requirements, ages 5 to 18, with an emphasis on beginner-level swimmers on a first-come, first-served basis.
Families must pre-register via The 18th Ward. Registration links and more information can be found at nola.gov/swim. Waitlists will be created once all the slots are filled. All swim instructors are certified and provided by The 18th Ward.
