Special Meeting Summary

NEW ORLEANS, LA - On Thursday, November 13, 2025, the Council held a Special Meeting to discuss Ordinance No. 35,295, which permanently codifies the New Orleans Police Department’s (NOPD) reforms developed under the 2013 federal consent decree with the Department of Justice. The councilmembers informed the public that this was an effort that the Council decided to undertake of its own accord. With the federal consent decree likely set to expire, this ordinance aims to codify measures and establish guardrails to ensure that the NOPD does not backslide or that a future police chief cannot simply alter the consent decree.
The Ordinance codifies the creation, maintenance, and standards of specialized units and oversight bodies, including the Public Integrity Bureau, the Force Investigation Team, and the Use of Force Review Board. The Ordinance also requires a Serious Discipline Review Board. Additionally, the Ordinance codifies policies addressing crisis intervention, sexual assault and domestic violence response, community policing, officer wellness, body-worn cameras, and much more.
It's important to note that agenda items one through three were deferred to the Special Meeting scheduled for November 19, 2025.

New Orleans City Council
The New Orleans City Council is the legislative branch of the New Orleans city government. The Council considers and enacts all local laws that govern the City of New Orleans. The Council also approves the operating and capital budgets for the City, as recommended by the mayor, and continually monitors revenues and expenditures for local government operations. The City Council is also the regulatory body for public utilities. It also reviews and has the final say on many land use and zoning matters, as well as considers major economic development projects for the City. As a Board of Review for Orleans Parish, the Council examines appeals of property tax assessments for real estate taxes and certifies tax rolls to the Louisiana Tax Commission. Other responsibilities of the Council include overseeing the operation of the public access television in Orleans Parish. The City Council is comprised of five districts and Councilmembers-at-large: Council President and Councilmember-at-Large JP Morrell; Council Vice President and Councilmember-At-Large Helena Moreno; District "A" Councilmember Joseph I.
