Legislative Update

Metro Council Improves Landmarks Ordinance

Last night, by a vote of 16 to 7 the Louisville Metro Council passed a revised Landmarks Ordinance that made strides to improve community involvement, notification as well as oversight for the local landmark process. This ordinance was passed after more than five months of review and two public meetings in which anyone who wanted to speak on the subject was given the opportunity to make their opinion heard.
The final ordinance was sponsored by 13 members of the Metro Council who represented every corner of Jefferson County and both political parties. The ordinance was proposed in an effort to bring oversight to a commission of appointees and requires that at least 101 persons reside near the proposed area support such an action.

The following are highlights of the ordinance:
  • Gives the option for a voluntary pre-application meeting of all interested parties, owners and landmarks commission.
  • Require that 101 of the 200 petitioners live or own property within a combination of a one mile radius and/or the council district where the property is located.
  • Requires that more residents surrounding a proposed property have to be notified of the process.
  • Extends the time before a public meeting has to be held so that the Landmarks Commission has time to do their work.
  • Allows the Metro Council the ability to bring up the issue after the Landmarks Commission has acted but only if a majority of the council votes to do so.
In addition to passing the above referenced ordinance, the Metro Council also took up an ordinance to make it even harder for metal thieves to sell their stolen property to secondhand dealers. This ordinance also received bi-partisan support.
