Councilman Hudson Files Legislation to Address Illicit Massage Parlors & Operation of Liquor Stores Near Schools and Places of Worship

This week, I introduced two important pieces of legislation that will impact not only our district but the entire county.

Illicit Massage Parlor Ordinance

The first piece of legislation addresses illicit massage parlors. I joined Mayor Greenberg at a press conference to announce this legislation and the formation of a task force dedicated to cracking down on these establishments. This issue affects public safety as well as the health, dignity, and well-being of our residents. The reality is that many of these massage parlors serve as havens for human trafficking, organized crime, prostitution, and even modern-day slavery.

Local, state, and federal agencies collaborated on drafting this legislation, including LMPD, the Metro Health Department, Metro ABC, the Kentucky Attorney General’s Office, the Kentucky Board of Massage Therapy, the FBI, and the Department of Homeland Security. Community advocates, industry representatives, and organizations like Scarlet Hope also contributed their voices, expertise, and passion.

Through our collective efforts and shared concern for our neighborhoods, we’ve crafted comprehensive legislation that targets illicit massage parlors and establishes clear pathways for enforcement and accountability. I look forward to working with my Council colleagues to pass this impactful ordinance.

Liquor Store Location Resolution

The second item I filed (R-134-25) addresses where liquor stores can operate. As mentioned in a previous update, a Kentucky law that prohibited liquor stores from opening near schools and churches was found unconstitutional by the Kentucky Supreme Court.

Working with Metro ABC, the County Attorney, and Metro Planning staff, we are asking the planning commission to amend Louisville Metro’s Land Development Code to address liquor store locations. Before the Metro Council can make changes to the code, we must first request a review by the Planning Commission.

I’ve filed a resolution asking the Planning Commission to evaluate the current Code—specifically the concentration of liquor stores, distance requirements from schools, parks, and religious buildings, and what zoning classifications or special standards would be appropriate. I will work with my council colleagues to create an ordinance that will support the needed changes once the planning commission has returned with a recommendation.

These measures reflect my commitment to protecting neighborhoods, strengthening public safety, and ensuring responsible development. This item is one of about a dozen safety proposals that I and my fellow Minority Caucus members of the Metro Council are proposing as part of our “Safer Louisville” agenda.
