In June, Metro ABC denied the application for a liquor license at 6450 Outer Loop, the former Burger King location. As I noted in my previous update, under state law the applicant has the right to appeal that decision to Kentucky ABC, which has ultimate authority over liquor licenses statewide. Despite my efforts and strong objection, as well as the overwhelming opposition from the neighborhood, Kentucky ABC approved the application.
Common sense tells us that a liquor store should not be located directly across the street from a school. Previously, KRS 243.220(3) restricted licensed premises near schools and churches, but the Kentucky Supreme Court struck it down as unconstitutional in Farris v. Minit Mart Foods. As a result, there are currently no regulations governing how close a liquor store may be to a school.
Many public comments focused on concerns about students congregating at the store, and the applicant has agreed to my recommended restrictions. On any day Marion C. Moore School is in session, the following must be observed:
- The store will not open until 10:00am.
- The store will close to walk-in customers from 2:00pm to 3:15pm during school dismissal.
- The business must block off the approximately 10 parking spaces in front of the entrance and along the building’s north side during the afternoon closure.
Failure to comply with these restrictions could result in enforcement action, including the potential loss of the liquor license.
Regarding the proposed liquor license at 6720 Outer Loop (JR Mini Mart), I also objected to the granting of that license. Metro ABC denied the application, and because the appeal window has closed without action from the applicant, the denial will stand.
I want to thank everyone who submitted comments to ABC on both cases. I am working closely with the Jefferson County Attorney’s Office to develop potential legislation that would add another layer of approval for liquor stores, addressing community concerns while remaining within the limitations imposed by the courts.

Garney Construction will be installing a gravity sewer line across Park Road for Louisville MSD. Park Road will be closed to through traffic and a short detour around the park will be in place.
The Park Will Remain Open to the Public
Access will be restricted before reaching the pipeline crossing area. A detour around Park Road utilizing Cooper Chapel Road will be in place during this time.
This detour will be in effect starting Wednesday, October 8, 2025. We anticipate being complete with the road crossing and opening the road back up to full access by end of day Friday, October 17, 2025, weather permitting.

Many dogs come to the shelter with traumatic pasts that we don't know about. We do know Fitty was shot by his owner, surrendered to us, and is now doing great!
