A Message from Councilman Andrew Owen

We are nearing the end of the 2024 calendar and are right in the thick of the Holiday Season.  With that in mind, I want to take this opportunity to give thanks for our 9th District neighbors and recognize what a wonderful community we live in.  It is easy to lament the state of the world, where wars are raging on multiple continents and too many global resources are concentrated in too few hands at the top of the social and economic pyramid.   It is entirely justifiable to complain about the destructive effects of social media and the vitriol and extremism that currently dominates our politics.  But when you focus your lens on our little slice of the world, the 9th District in Louisville, Kentucky, we certainly have a lot to be thankful for.  

Many of our neighbors in Clifton are still struggling mightily amidst the physical and emotional damage that was caused by the explosion at the Givaudan facility on November 12th.  Instead of focusing on the negative, I want to express gratitude for the many positives that emerged as a result of the tragedy and highlight how engaged and supportive our neighbors have been toward one another during this trying time.  The day of the explosion, the Clifton Community Council mobilized to help our office disseminate what little information was available and to try to provide answers to questions, when, frankly, there weren’t many.  The Council then organized an impromptu community meeting at United Crescent Hill Ministries that provided a platform for neighbors to interact with and ask questions of Givaudan leadership. With very little notice, about 250 people showed up at that meeting on a Monday night.  While that meeting was emotionally charged, I am proud of the fact that we were able to vent and express concerns, fears and anger, while maintaining decency and primarily showing mutual respect.  I believe, we were able to convince Givaudan to begin holding the one-on-one meetings between company representatives and neighbors, as a result of that meeting.  That shift in approach has been key to facilitating the cleanup and beginning the complex claims and healing process.    

The overall response of the company has been far from perfect, and there is significant work still to be done to accomplish Givaudan’s stated promise of “making their neighbors whole,” but we are on a path toward that goal because the community organized and respectfully demanded to be heard.  There are too many stories of neighbors helping neighbors to share, but there is one incident in particular that perfectly embodies the resilient spirit of the Clifton Community.  A week or so after the explosion, word went out that one of our displaced neighbors, a musician, was struggling, in part because he no longer had access to his keyboard; either destroyed by the falling debris or buried under drywall and inaccessible.  Within just a few hours, a nearby neighbor had invited the displaced musician to his home for an extended session on his piano.  At the end of that session, which was described to me as a high level performance, reminiscent of a concert pianist, the host offered the displaced musician a key to his home, so he could continue to play during the day, while the host was at work.  If that isn’t the definition of grace and community, I’m not sure what is.  Grateful for all of you.   Happy Holidays!


Community Update – Givaudan

The remaining in-person community updates with representatives from Givaudan and Crawford & Co Insurance are scheduled for Wednesday December 11 and Wednesday December 18 from 4-6 pm at UCHM, 150 State St.

We have UPDATED the channels of communication for Givaudan directly and for Crawford & Co, Givaudan’s insurer going forward – please note:

To engage directly with a direct representative of Givaudan for matters concerning reimbursement requests or general questions:

To engage with Crawford & Co for matters such requesting an estimated date for property assessments, repair follow up, insurance related questions, etc.

Four teams from Crawford Insurance are in the area assessing damages to set up the repair process – last week 30-40 homes were assessed, and teams are back on the ground this week.

  • Crawford operating with a priority on the most damaged properties first – primarily 100 block of Haldeman, Weist, and 1800-1900 blocks of Payne St. Other properties may have longer wait times to be assessed.
  • While it is not required, the most direct (and fastest) path to have your property damages assessed and repaired will be to report to your own insurance and have Givaudan reimburse you for your deductible upon completion of the repairs. The insurance companies can work in the background to resolve the claim.
  • Team leaders for Crawford will be calling and/or emailing residents to set up appointments according to the prioritization above.  Their phone numbers will be from area codes outside of Louisville, so please be on the lookout for these calls and listen to voice mails frequently.

JARL Security is monitoring the plant and the neighboring houses 24/7 to support LMPD efforts.

Givaudan completed the 1st pass of debris clean up from residents' yards a few weeks ago.  A 2nd debris clean-up from resident yards is underway starting tomorrow. There will be both representatives from ICG and a few Givaudan team members in the area – we have received permission from a few more property owners and will address a few more of the public spaces. If you have additional debris and would like us to arrange pick up, please use the phone number or email for Givaudan given above.

Givaudan will be continuing clean-up work at the plant site. We ask for your patience as some of the steps are weather sensitive to ensure safe operations, so times and dates may be finalized with relatively short notice. Feel free to call the Givaudan number above with questions and keep an eye on updates from Councilman Owen and the Clifton Community Council for details as they become available.

Whitehall to Hold Holiday Wreath Workshop

Whitehall is pleased to announce it will hold a Holiday Wreath Workshop on Tuesday, December 17. Participants will Join Amy Streeter, KMF and owner of Susan's Florist, at Whitehall to create a beautiful holiday wreath to adorn their front door this season.  Amy will provide the grapevine wreath, mixed greens, pine cones, ribbon and other fun textures to inspire creativity.  Participants will learn how to make a festive bow for all gift giving and some design tips on using holiday greens throughout their homes.

Proceeds from the Holiday Wreath Workshop benefit Whitehall, a historic house and estate garden owned and operated by the not-for-profit Historic Homes Foundation.  Originally built in the mid-1850s as an Italianate farmhouse, the house was transformed in 1909 into the iconic Classical style mansion we know today that epitomizes the stately beauty of early twentieth-century architecture.  At just under ten acres, Whitehall’s grounds offer the public multiple special gardens that are a horticultural treasure to the community.

Providing safe, secure, and convenient bike parking is an important part of making cycling a viable daily transportation option. Bike Louisville believes installing more bike-specific infrastructure, like quality bike racks, will lead to more Louisvillians riding whether for fitness or transportation. Our bike rack program depends heavily on community input. Anyone can fill out our "Bike Rack Request Form", linked below and on our website, to add a location that could use a bike rack or scooter parking corral. Bike Louisville Program Manager Chris Butz recently talked to Metro TV to highlight the work Metro Public Works is doing to increase bike parking options across the city and ways the community can get involved.

kNOw Waste Ambassador Program – Application Period is Open

It’s that time of year – the application period for the kNOw Waste Ambassador Program is open!  A kNOw Waste Ambassador is a Louisville resident who is passionate about reducing waste, recycling, and composting. Ambassadors will receive comprehensive training in solid waste reduction, reuse, recycling, and composting and serve as waste experts in their communities. kNOw Waste Ambassadors are required to attend virtual classes and in-person facility tours. Proposed service changes to take effect January 26, 2025 
TARC has announced proposed service changes schedule to take effect January 26, 2025. The proposed changes include:

  • Three route discontinuations (the #22, the #52, and the #63)
  • Two route consolidations to absorb coverage of discontinued routes (changes to the #18 18th Street to cover the discontinuation of the #22, and #29 Eastern Parkway to cover the discontinuation of the #63)
  • Routing reductions (the #17 Bardstown and #25 Oak Street)
  • Frequency reductions (the #4 4th Street and #10 Dixie Highway will go from every 15 minutes to every 20 minutes)
  • Assorted other changes, including an increase in frequency on the #25 Oak Westport Crosstown, #29 Eastern Parkway and #40 Taylorsville Road to reduce the impact of the changes on TARC customers.

TARC is proposing these reductions for two important reasons:

  • A more reliable TARC: TARC service is not sufficiently reliable. A major reason is that TARC has too many routes with very low ridership and not enough operators to consistently operate them. The planned service reductions aim to enhance TARC’s reliability, providing a more dependable transit experience for customers.
  • TARC’s fiscal cliff: Earlier this year, TARC projected a $30 million deficit by mid-2026 in if action is not taken before then. These proposed reductions are anticipated to save $4 million annually.

25th Annual Design-a-Bus Contest

TARC and Olmsted Parks Conservancy are calling for submissions to the 25th annual Design-a-Bus contest! Local students are invited to submit artwork focused on the theme, “Cultivating Healthy Neighborhoods.” This year, students are being asked to visit their local park or an outdoor space, and think about ways they can improve the health of their community, then submit an illustration reflecting that idea or experience. Trolley Hop 2025

When Councilman Owen first got into office, we received a few calls about bringing back the Trolley Hop, and we're excited to announce that we are planning to do just that with the help of our community partners!  Please take a few moments to complete the 10 question survey linked below.  Your input will be very helpful in making the Trolley Hop relaunch a success.  Survey deadline is 12/31/2024.

Street Closure for Louisville Water Company Project

Louisville Water Company will be starting a project on Monday, November 18th to improve the sidewalk and curbs in front of the Crescent Hill Water Treatment Plant.  The work is expected to last approximately 3 months.  It will require LWC to close and construct a temporary sidewalk in the far-right lane of eastbound Frankfort Avenue. (This is the lane the parents currently use to queue up for carpool at Field Elementary.)  The construction area will be in front of the main entrance of the plant in the white painted hash marks on Frankfort Avenue. 

LWC is starting this project now because the KY Transportation Cabinet has plans to place permanent delineators on Frankfort Avenue where the current hash marks are located.  Delineators are flexible posts that are designed to restrict traffic or parking along a roadway.  Our temporary project restrictions will essentially mimic the same traffic pattern that will be permanently in place after the delineators are installed. To minimize the impact to traffic, Louisville Water will continue to have police officers on site helping to direct traffic during our project.

Carpool drivers should continue queuing up in the far-right lane on Frankfort Avenue. When moving around the barriers, please use extreme caution when merging into the outside thru lane.  To avoid stopping in the outside lane, motorists will have to carefully gauge the available space before moving back into the right lane.


Louisville Water Company Upcoming Projects

Crescent Hill Carbon Storage Silos

  • The Environmental Protection Agency has set new regulatory standards for the treatment of PFAS. 
  • PFAS or per-and polyfluoroalkyl substances are a group of manufactured chemicals that do not naturally occur.
  • Louisville Water is currently in compliance with the proposed regulations, however our history of innovation and staying in front of all drinking water standards is driving us to develop extra treatment standards for removing PFAS.
  • Our strategy is to treat PFAS with powder activated carbon (PAC).  PAC is effective at removing the PFAS we experience in our source water.  PAC is also effective in removing other compounds that greatly improve the quality of our finished water.
  • To implement this strategy, it is necessary to construct additional storage capacity and upgrade the existing PAC feed system.
  • Three storage silos will be constructed within our existing fence line, parallel to the RR tracks along Frankfort Avenue between Pennsylvania and Reservoir Avenue
  • The silos will be constructed with a brick façade and will be approximately 60 feet tall.
  • Construction is expected to start in June/July of 2025 and will take approximately 10-12 months to complete
  • Louisville Water is hosting a neighborhood meeting on November 12 at 6:30 at the Water Tower to discuss the project

Redundant Pump Station

  • Louisville Water is constructing a redundant pump station to improve the reliability of our water service.
  • Once constructed we can update the existing pump station and piping system that provides water to most of Louisville
  • Pump Station will be approximately 4,000 square feet and about 40 feet tall, which is several feet lower that the existing pump station
  • The exterior will be architecturally similar to the existing security building at our Stilz Avenue entrance and designed to compliment the architecture of the original pump station
  • Construction is expected to start in January
  • The most noticeable construction activity will be hoe-ramming to remove rock This is expected to last 3-6 months (we will NOT be blasting)
  • Overall construction will take approximately 2 years

Smokestack Painting/Cellular Equipment

  • Louisville Water has a project to repaint the existing smokestack.
  • Painting is expected to start in March of 2025
  • The existing tower has multiple cellular antennas attached to the smokestack that must be temporarily removed to allow for the painting
  • This will require the placement of two temporary cell towers. One will be located near the fountain and the second will be near our entrance off of Stilz
  • The temporary towers will go up around the first of the year and will be in place for approximately 6 months .
  • Once the smokestack painting is complete the cellular antennas will be placed back onto the smokestack and the temporary cell towers will be removed

Winter Break Camps

Registration is now open for Louisville Parks and Recreation winter break camps for youths ages 5-12 and indoor basketball leagues for both youth and adults.

Winter break camps will take place at all Louisville Parks and Recreation community centers, excluding Wilderness Road and Metro Arts, from December 23-27 (week one) and December 30-January 3 (week two) from 8 a.m. to 5 p.m. daily. The cost is $60 per week, with field trips included in the cost. Camps will be closed on Christmas Eve, Christmas Day and New Year’s Day.

Registration is also open for basketball leagues with games beginning in January. Youth leagues will take place at various community center locations based on age group. The deadline to register for a youth basketball league is December 15, with a registration fee of $35 per player.

Registration for the adult men’s league ends January 5. The cost to participate in the adult league is $450 per team, with a seven game season and four team tournament all taking place at Cyril Allgeier Community Center.

LIHEAP

Starting this week, Low-Income Home Energy Assistance Program (LIHEAP) Fall Subsidy enrollment is available through Kentucky’s Community Action Network for eligible Kentucky households. Applications will be accepted on a first-come, first-serve basis through Dec. 20, or until designated funds have been expended.

LIHEAP Fall Subsidy provides households with a one-time benefit depending on housing category, fuel type used for heating, and income level. The benefit can be applied towards home heating costs for electric, natural gas, propane, coal, wood, or fuel oil.

Benefits are paid directly to the household's energy vendor. Prior LIHEAP assistance does not impact a household’s eligibility. Households must meet eligibility requirements, including income eligibility of up to and including 150% of the Federal Poverty Guidelines.

In Jefferson County, LIHEAP Fall Subsidy is available through the Louisville Metro Office of Resilience and Community Services. Appointments are required in advance to apply.

A toll-free automated appointment system is now available 24 hours a day, seven days a week to schedule an in-person appointment at one of seven locations. The automated scheduler will provide details about these locations as well as eligibility and required documentation.

American Printing House Construction Updates

Construction on The Dot Experience continues in the cold! All the shoring has been removed from the side of the building that faces the Kentucky School for the Blind. Internally, a lot of framing and welding is happening on all the floors. During these chilly winter months, plastic for wind protection has been installed over the windows.

Cannons Lane New Sidewalk Construction

Construction underway.  Mainly installing the curb & gutter and sidewalk now.  Had a slight delay to deal with a small water main relocation.  Crosswalk implementation has started.  May not be able to complete the striping this year due to the falling temperatures.  Updated completion date has not been provided.  We know this project has taken longer than expected, and we were hoping for a Christmas miracle.  In full transparency, the project will likely not be complete before the New Year. We apologize for the inconvenience this has caused to nearby residents and commuters.  As soon as we have more information available, we will share.

First Saturday of Every Month Computer Tune-up & Repair Group: A FREE computer tune-up and repair service is offered the first Saturday of each month from 1 - 4:30 PM. at the St. Matthews Library - small conference room.

We meet on the first Saturday of each month except Derby Day in May. Participants must bring any additional devices that that are needed such as a keyboard, monitor, and mouse for desktops. Thursday, December 19th:  Join us for Family Movie Night at St. Matthews Library with a movie and a craft. This month, we’re headed to Whoville as the Mean One himself discovers the real meaning of Christmas in How the Grinch Stole Christmas. Fuzzy blankets and pajamas are encouraged. Saturday, December 21st: The 28th Annual Santa Sprint & Stroll is right around the corner on December 21st at Hogan's Fountain in Cherokee Park at 9am.  This merry 5k Run/ Walk will benefit the work of United Crescent Hill Ministries and an event that The Courier Journal once called "more festive than the run-of-the-mill 5k," with both serious runners and holiday merrymakers.  Santa Sprint & Stroll features scenic course in Cherokee Park, long sleeve  cotton blend shirt including youth sizing, refreshments served after the race, age group awards with five year categories for top 3 finishers in each, photos with SANTA.  Register here: https://www.rivercityraces.com/upcoming-events-1/2024/12/21/j59w6mc4to4zui92mjzyuwmy58x37c
