Louisville Public Media: Louisville has failed to entice more officers to live in the communities they police
The residency incentive program for Louisville Metro Police Department officers was created as part of the lawsuit settlement between Metro Government and the family of Breonna Taylor in September 2020. Taylor, a 26-year-old Black woman, was shot and killed by police earlier that year. In settling the case, the city agreed to a handful of reforms and new initiatives, including a down payment assistance program for officers willing to buy a home in certain areas. Legislation
- FY24 District 4 Sidewalk Repairs — Louisville Metro Council District 4 has about a million dollars worth of unfunded sidewalk repairs. Councilman Jecorey Arthur is paying for repairs through the Capital Infrastructure Fund (CIF). To review the order of repairs please go here.
- Capital Infrastructure Funds — Councilman Jecorey Arthur is funding new trash cans throughout District 4. Please contact the office for requests.
- Ceasefire Resolution — A resolution urging the United States Congress and President to call for and facilitate a ceasefire in Palestine and Israel. To show support, sign the petition here.
- Amnesty Funds — An ordinance in support of amnesty docket restitution.
- CARR Resolution — A resolution in support of the the Crisis Aversion and Rights Retention (CARR) Act being considered by the Kentucky General Assembly to prevent gun deaths.
- Sustainability Commission — An ordinance to create a Louisville Metro Sustainability Commission of impacted residents, nonprofits, and government agencies.

With Deadline Approaching, LIHEAP Still Has Funding to Help Louisville Families
The folks who run the Low-Income Home Energy Assistance Program (LIHEAP) want you to know they still have funding available to help people pay their utility bills.
“We just want to help as many families as we possibly can,” says LIHEAP Supervisor Brandon O’Neal. “We’ve helped over 8,800 households already, and we’ve spent almost $2 million dollars, and I am elated for that. My goal is to see if we can get 10,000.”
The LIHEAP program assists eligible households facing a home heating emergency, such as imminent loss of heat, low fuel supply, or eviction due to unpaid utility bills. Households must meet eligibility requirements, including income eligibility of up to and including 150% of the federal poverty guidelines. LIHEAP is in its “Crisis Component” phase right now, and that phase will end March 29, regardless of whether all the funding has been spent or not.
Public Works | First Pop-Up Drop-Off event of 2024!
The first Pop-Up Drop-Off event will be on Saturday, March 16, 10 a.m. - 2 p.m. Please do not arrive early as we will not allow vehicles into the parking lot until it starts. Be sure to have all your items separated into categories for easy off-loading. As dates are finalized, the schedule will be added to Louisvilleky.gov/PopUps.
APCD Notice of Public Hearing via Video Teleconference
The Louisville Metro Air Pollution Control Board will hold a public hearing, via Video Teleconference, on an Agreed Board Order with American Synthetic Rubber Company. American Synthetic Rubber Company is alleged to have violated District Regulation 2.16 (Title V Operating Permits) and District Regulation 1.07 (Excess Emissions During Startups, Shutdowns, and Upset Conditions).
Oral comments will be accepted at the public hearing in the Edison Room at 701 W. Ormsby Avenue on March 20, 2024, at 10:00 a.m. or via Video Teleconference at that time. Instructions on attending the teleconference will be posted on the District’s events web page before the hearing and emailed to subscribers of APCD Public Notices.

Democratic Caucus Will Meet on Thursday, March 14
The Democratic Caucus of the Louisville Metro Council will meet on Thursday, March 14, 2024, at 4:00 p.m. The meeting will be held in the Third Floor Conference Room, Historic City Hall, 601 West Jefferson Street.
The meeting is open to the public. The public may enter City Hall using the Sixth Street entrance. Anyone needing assistance may enter City Hall from the Jefferson Street entrance.

Mayor Greenberg Unveils Plan to Create a Pathway to Universal Pre-k for Every 3- And 4-Year-Old in Louisville
Mayor Craig Greenberg unveiled his five-year plan to create a pathway to universal pre-k. The Mayor announced that to implement the phased plan over a five-year period, Thrive by 5 Louisville, a separate 501c3 nonprofit, will be established with early learning advocate and supporter Ashley Novak Butler serving as Board Chair. Parc Raises Parking Citation Rates From $25 to $30, Eliminates Early Payment Discount
For the first time in more than 30 years, the Parking Authority of River City (PARC) is raising rates for parking citations. Effective April 1, 2024, parking citations currently listed at $25 will increase to $30. PARC will begin issuing notices immediately to current violators of the increase. To learn more, click here.
Minority Caucus to Meet Thursday, March 14, 2024
The Minority Caucus of the Louisville Metro Council will hold its regular meeting at 4 p.m. on Thursday, March 14, 2024 from the 2nd floor Caucus Room within City Hall (601 W. Jefferson Street).
During the meeting members of the Minority Caucus will review upcoming items on the evening’s Metro Council agenda and discuss items that will be heard in committee coming weeks.
The Minority Caucus holds its regular meetings on Thursdays in the 2nd floor caucus room of City Hall. The next scheduled meeting of the Minority Caucus is Thursday, March 21, 2024 at 3:45 p.m.

“As the Chair of Metro Council’s Public Safety Committee, I have been in contact with the Greenberg Administration and the U.S. Department of Justice about the consent decree negotiation process. As of now I respect and understand that the DOJ is requiring that negotiations with the Administration remain confidential. However, I appreciate that one of the Mayor’s first requests to DOJ was for more community input and as of yesterday, the DOJ has agreed to host community meetings later in the spring. I am asking that the Louisville community trust me as the Chair of Public Safety and to give me the opportunity to hold the necessary people accountable to bring true change. I also ask that you please contact my office at 502-574-1101, should you have any questions or concerns in reference to anything you need assistance within addition to the consent decree. I can assure you my office will work diligently to get any and all available answers available to provide. I am committed to serving the people of not only District 1 but also Louisville and take Public Safety with the upmost seriousness."
Mayor Greenberg, UofL Release the History of Policing in Louisville
Mayor Craig Greenberg and the University of Louisville released The History of Policing in Louisville: A Fact-Finding Report on Institutional Harms, commissioned by the Mayor’s Office of Equity. Louisville Metro Air Pollution Control District Notice of Public Comment Period and Hearing
What action is the District taking?
The Louisville Metro Air Pollution Control District (District) is opening a 30-day public comment period starting March 11, 2024, on a proposed Agreed Board Order with Downtown Ford, Inc. d/b/a James Collins Ford to resolve violations of District Regulation 5.04: Adoption of Federal Emission Standard for Asbestos 40 CFR 61, Subpart M, National Emission Standard for Asbestos. California Community Center to Be Closed for Repairs Beginning March 18
California Community Center, 1600 St. Catherine Street, will be closed beginning Monday, March 18 for the installation of a new HVAC system and restroom upgrades throughout the facility. The project is expected to be completed by the beginning of June. To learn more, click here.

Land Development Code Reform
The Land Development Code (LDC) is a set of rules and laws that defines how land can be used, how a development such as a new shopping mall or apartment must be designed, and the procedures for approval. The LDC Reform is an equity focused approach to revise the LDC consistently with Plan 2040 to allow for increased housing choices and opportunities in new and existing neighborhoods, to create procedures and regulations that are easier to use, and increase the quality of life by reducing the concentration of environmental hazards near housing.
Work to reform the LDC began in the summer of 2020. Initial recommendations, including accessory dwelling units, notification procedures, and urban agriculture were all adopted within the first year. The work continues and we encourage you to participate!
