Mayor, city leaders urging residents to be cautious and prepare for incoming weather conditions

Mayor Craig Greenberg and the National Weather Service (NWS) advise residents to use caution and prepare for the incoming active weather pattern expected to impact Louisville today through early next week.

Louisville is currently under a High Wind Warning until 7 p.m. tonight. According to the NWS, damaging wind gusts greater than 50 mph are likely for today into early Saturday. There is a potential for accumulating snow Sunday night into early next week. Bitterly cold temperatures will follow in the wake of the potential snow as an arctic cold front pushes into the region. Air temperatures will likely range from single digits to teens Monday through Wednesday, and wind chills will fall below zero at times.

Avoid carbon monoxide poisoning. Only use generators and grills outdoors and away from windows. Never heat your home with a gas stovetop or oven. 

Review space heater safety. Install and test smoke alarms and carbon monoxide detectors with battery backups.

Check on neighbors. Older adults and young children are more at risk in extreme cold.

Kentucky Performing Arts ArtsReach and River City Drum Corp are proud to present Keepers of the Dream, A Community Celebration of Dr. King’s Vision, returning to The Kentucky Center for the Performing Arts Whitney Hall on Sunday, January 14 at 5 p.m. The 2024 Keepers of the Dream program will highlight Black Joy. The civil rights movement was a trying time, but through the crevices of trauma, Black Americans still managed to find hope and joy. We will celebrate Dr. King’s Dream with performances from our community stage recipients: River City Drum Corp, Keen Dance Theatre, and Redline Performing Arts. It also features LaNita Rocknettes School of Dance, The Real Young Prodigys, The Louisville Living Room, Joshua Percell and Courageous, UofL African American Theatre Program, and more.  There will be pre-show and post-show activities in the Main Lobby, from 4 to 4:45 p.m. Redline Performing Arts and after the event: River City Drum Corp. The event will also include the presentation of the Freedom Award by Mayor Craig Greenberg, sponsored by Republic Bank, and the presentation of the Living the Vision Awards by Kentucky Performing Arts. This event is FREE and open to the public. No tickets are required, and the event will offer free parking in The Kentucky Center Garage.

In celebration of Martin Luther King Jr. Day, the Muhammad Ali Center will be open free to the public on Monday, January 15 from 10 a.m. to 5 p.m. The Center will be showing Dr. King's “I Have a Dream” speech at the top of each hour.

Louisville Metro Animal Services (LMAS) is advising residents to bring pets inside during frigid temperatures

Please contact Animal Control to report pets left outside without proper shelter. If residents are unsure whether to place a service request, LMAS encourages residents to call and report at 473-PETS.

LMAS will be handing out free straw to residents of Jefferson County on Saturday, January 13 from noon to 4 p.m. at its Animal Care Complex at 3528 Newburg Road, while supplies last.

Call for Artists: Applications open through Monday for the sixth annual Art in City Hall Exhibition

Louisville Metro Council and Louisville Visual Art (LVA) are accepting applications for artwork to display in City Hall as part of the sixth annual Art in City Hall exhibition.

The annual program, which will be administered by LVA, invites artists to submit original, two-dimensional works of art through an online application process by Monday, January 15. The submissions will be reviewed by a selection committee comprised of Metro Council and LVA representatives.

“This is the sixth year for this annual program, and I encourage all local artists to apply for the opportunity to showcase their work in historic City Hall,” said President Markus Winkler (D-17).

Up to five artists will be selected for the exhibition. The chosen artwork will be on display February 2024 through January 2025 in City Hall’s entrance lobby, hallways, and public spaces.

Each artist selected to participate in the exhibition will receive a $500 honorarium.

Specifications

• All artwork must be original and two-dimensional.
• Outside dimensions of artwork (including frames) must not be smaller than 24 x 24 in. and must not exceed 60 x 60 in.
• All artwork must be framed, stretched or mounted to durable material, and ready for hanging with D-ring hangers, wire, or equivalent.
• Artists are responsible for transportation and delivery of selected artworks to City Hall by designated date and for pick up by a designated date at the conclusion of the exhibition.
• Artworks submitted for consideration must be available throughout the duration of the exhibition, February 2024 through January 2025.

Crisis Component of LIHEAP provides utility assistance for income-eligible Louisville residents

Eligible residents can also apply for MSD’s Senior Citizen Discount Program Louisville Metro Office of Resilience and Community Services is now accepting appointments for the annual Crisis Component of the Low Income Home Energy Assistance Program (LIHEAP). The program assists income-eligible households in Jefferson County with home heating costs through March 31, or until funds are depleted. To utilize the Crisis Component, applicants must have a household income at or below 130 percent of the federal poverty guidelines, as well as have received a “disconnect” notice from their utility company or be within four days of running out of a non-metered fuel such as propane. Additionally, applicants can also apply if they have a current bill with a late or past due amount, or if they are on an arrearage payment plan. Crisis benefits will cover the minimum needed to alleviate the crisis not to exceed $400. Households can reapply each time they experience a crisis situation, or who meet eligibility for having a current bill with a past due amount, until they reached their maximum benefit.  Payments are made directly to the heating vendor (i.e. LG&E).  Appointments are required in advance to apply for LIHEAP to make an in-person appointment at one of six LIHEAP locations utilizing an automated appointment system described below. LIHEAP (Low Income Home Energy Assistance Program) Crisis Component How to apply: Jefferson County residents meeting eligibility can call the automated scheduler at 502-991-8391 or visit online at louisvilleky.cascheduler.com. Also, through a partnership with MSD, eligible residents will have the opportunity to apply for MSD’s Senior Citizen Discount Program. Senior citizens, 65 or older with a gross annual household income of $35,000 or less, may be eligible to receive a 30 percent discount on wastewater charges and the consent decree surcharge. This enrollment period is for both new and renewing MSD discount program clients. Eligible households can apply for one or both LIHEAP Crisis Component and the MSD’s Senior Discount Program with one single appointment. Recycle your Christmas tree at area drop-off sites through January 27

Christmas tree drop-off sites are now available for all Louisville/Jefferson County residents at three locations. The Hubbards Lane site will also instantly recycle Christmas trees into mulch that will be offered back to citizens for home use. Those wishing to receive mulch must bring an appropriate container in which to carry it. All lights and ornaments should be removed from trees before they are dropped off. 

HOURS & LOCATIONS Tuesday-Saturday, 9 a.m. to 5 p.m. (Waste Reduction Center closes at 3 p.m. on Saturdays) through January 27.

Metro Public Works will also provide curbside pickup of Christmas trees within the Urban Services District after the holiday. Residents with city yard waste collection may set their Christmas trees and greenery out on their regular collection day. Trees may not be in plastic bags and all decorations must be removed.  Residents normally serviced by private waste haulers should check with those companies to see if and when tree pickup is available.

evolve502 scholarship applications are open now

Evolve502 enrolls JCPS graduates in a two-year tuition-free postsecondary education opportunity. In the first three years evolve502 enrolled more than 1,500 JCPS graduates in college at Jefferson or Simmons College of Kentucky; 72 of those students live in District 10 and 23 of those are from the class of 2023. Creating access to postsecondary education and strengthening the workforce are critical to our community’s future success and evolve502 is working with students, families and partners every day. The application and required steps must be completed by July 15.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

The monthly Food Pantry at St. Agnes Parish, in partnership with Dare to Care, distributes food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Guests are served via a drive-through format.

Qannik Turns 13! Louisville Zoo’s iconic polar bear to receive a Taylor Swift Era-themed birthday celebration and poster giveaway

The Louisville Zoo’s iconic wild-born rescued polar bear Qannik enters her “teens” this month. The Zoo will honor her landmark 13th birthday on January 20 at 11:15 a.m. with enrichment that will be themed for another icon – Taylor Swift! The public is invited to join the festivities. The first 100 guests at the Glacier Run exhibit will receive a limited edition “Qannik's Eras Tour” poster to mark the occasion. The poster features 13 ways to start your conservation era and help polar bears in the wild. Qannik, the polar bear, knows how to “Shake It Off” and, made national headlines when she was rescued in the wild in 2011 on Alaska’s North Slope, separated from her mother and sibling. Underweight when U.S. Fish and Wildlife Service (USFWS) triaged her, Qannik was four months old and could not survive on her own, having not learned vital skills for swimming and hunting. She has been at the Louisville Zoo’s award-winning Glacier Run exhibit since June 28, 2011. She’s not just a polar bear; she’s a “Fearless” ambassador for her species and Arctic conservation. While her exact birth date is unknown, officials from USFWS assigned Jan. 10 as her birthday, and each year, the Zoo celebrates on a Saturday in January. The Wildest Jobs in Town: Zoo Hosts Job Fair The Louisville Zoo will host a job fair on January 20 in the Islands Pavilion Gheens Room from 10 a.m. to 2 p.m. The Zoo is seeking outgoing, highly motivated individuals who enjoy working with the public to fill seasonal positions in various departments. Positions are available in Admissions, Animal Department Education, Front Desk, Guest Services, Horticulture, Marketing, Membership and Rides & Attractions. Candidates will receive training in their area. Animal and Education departments require additional experience. The compensation for seasonal positions starts at $16.65 per hour. On this guided hike, our experienced naturalist and birdwatcher will help participants to identify some of Louisville’s beautiful birds and log their findings into eBird. Participants will learn ID tips such as field marks, behavior, habitat, vocalizations and more. This is for all skill levels of birding, ages 12 and up. Grab your binoculars and smart phones to join the worlds largest biodiversity-related citizen science project! Don’t have any binoculars? That’s okay! We have some available to use.

Grab your muck boots for this one! The streamside salamander (Ambystoma barbouri) is endemic to the Bluegrass region of Kentucky, Indiana, and Ohio. One of their few remaining strongholds is in the wetlands of the Beargrass Creek State Nature Preserve!

Led by our naturalist, Jacob, participants on this hike will venture into the wetlands of the Beargrass Creek State Nature Preserve to search for salamanders. Discover what makes these important habitats so special, and maybe get a little muddy while you’re at it!

Kentucky's Employee Child Care Assistance Partner Program

The Employee Child Care Assistance Partnership (ECCAP) helps employers meaningfully  contribute financial assistance directly to employee child care costs by matching their contribution up to 100 percent, potentially doubling the value of their employer-provided benefit. All funds from the employer and the state are paid directly to eligible child care providers. Various program restrictions apply. Help with prescription medication copays may be possible through the Kentucky Prescription Assistance Program. Call 1-800-633-8100, between 8 a.m. and 4 p.m. Monday through Friday.

The Louisville Metro Down Payment Assistance Program provides low- to moderate-income homebuyers with down payment and closing cost assistance for purchasing a home in the Louisville Metro area.

The Team Kentucky Homeowner Assistance Fund is a program that can help homeowners impacted by the pandemic rebound and avoid foreclosure. Qualifying homeowners can apply for up to $46,350 in assistance to help with delinquent mortgage payments, property taxes, homeowner’s and/or flood insurance, homeowners association fees and utility costs. 

If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. Vets with service connected disabilities and totally/permanently disabled civilians may also qualify.

Locate Dare to Care food assistance locations, which include St. Stephen Martyr at 3015 Greenup Road, from 3:45 to 5 p.m. Wednesdays. Please call before visiting sites to verify hours of operation. 

Meals on Wheels is available to qualified seniors in Jefferson County, 60 years or older, who are homebound with no one available to help prepare meals. Call 574-6325 to begin the qualification process. For information on the senior congregate sites for more active seniors, 60 and older, call the number above or sign up at the RCS page. Trauma-trained mental health specialists are available at all eight Louisville Neighborhood Place locations for immediate and free assistance for any Louisville resident dealing with violence or other trauma. Appointments and walk-ins are accepted. The city has also set up a trauma hotline that is free to call: 901-0100.

LMPD - which numbers to call for emergencies, non-emergencies, and ongoing criminal activity complaints

The most efficient manner to report crime and/or request to speak to an officer is to call Metrosafe Dispatch at 574-2111 (5) Furthermore, if the efforts of the officer were not reasonably adequate to address the concern or issue, a citizen can immediately call Metrosafe back and request for an LMPD supervisor to contact them.  For non-emergencies, dial 574-2111 (5)  for non-violent crimes, non-injury auto accidents, or to report a crime that has already occurred.  For emergencies, dial 911 for violent crime in progress, serious injury auto accidents, or immediate threat to human life.  To report ongoing criminal activity, dial 574-5673, the LMPD Tip Line, for drug dealing, prostitution, gang activity, or any information that may help close open investigations.

Wellspring Clients Art Show through January 28

Artists with unique backgrounds are about to enter the local spotlight. More than a dozen clients from Wellspring’s Art Therapy programs will be featured in Mellwood Art Center’s  Pigment Gallery throughout the month of January. The artists come from a variety of 
backgrounds, and most have experienced some form of trauma, and all are diagnosed with a
mental illness.

Wellspring is a Louisville nonprofit that provides behavioral health services, affordable housing,
and crisis stabilization services for adults with mental illness. Wellspring’s Licensed Professional Art Therapist, Kathleen Garcia, works with hundreds of clients each year. She says showcasing clients’ art in a professional gallery illuminates the power of expression, especially for some people who may not otherwise be able to describe their emotions.

The client Art Show is made possible with grant funds from The Snowy Owl Foundation.
Mellwood’s Pigment Gallery (1860 Mellwood Ave.) will display the Wellspring client art through January 28. Items are for sale and clients receive 70 percent of the sale price.

Tree planting season continues, and Louisville Urban Forestry has several opportunities for the community to get involved with efforts to plant new trees and maintain ones already planted. No experience is needed for Urban Forestry events, and all tools are provided. The big highlight of this year’s tree planting season is that Louisville Urban Forestry will host five large-scale community plantings. These plantings bring businesses, organizations and individuals together as volunteers to plant hundreds of trees at once in a particular area. This includes one community wide planting day in partnership with TreesLouisville, two neighborhood tree plantings, the Martin Luther King Jr. Day Planting and TreeFest. Throughout Tree Planting season, Louisville Urban Forestry will also be hosting Community Forester Trainings, which offer in-depth information on the best practices for planting trees. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators.

An interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb.

An interactive map shows not only construction locations but also details on the projects, including the status, type, and even the project manager's phone number. While the map shows all planned projects, please note that it currently does not display repairs on water main breaks.

Driver licensing - REAL ID enforcement date extended to May 7, 2025

The U.S. Department of Homeland Security has extended the REAL ID Act enforcement date by two years offering Kentuckians, and residents of other states, more time to request a compliant driving or identity credential that maintains air travel access and military base entry. The enforcement date has been moved from May 3, 2023 to May 7, 2025. Read details on REAL ID.

Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. 

Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical.

Veterans Crisis Line 

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.

"Embrace the Journey" website for parents of LGBTQ+ children and adolescents

For LGBTQ+ children and adolescents,a parent’s support makes all the difference. The Embrace the Journey website is designed to educate the parents of LGBTQ+ children and adolescents about how to give children the emotional support they need.

Please report non-working streetlights to LG&E.  Report a hazard on a state road or highway, such as non-working highway lighting or potholes.

Reporting potholes

• Call Metro311 or 574-5000 to report potholes or any other issues. 

Report litterers

Get directly involved in making Louisville a more litter-free community through the Report-A-Litterer program aimed at motorists who throw fast-food wrappers, cigarette butts, soda bottles or any type of litter out their car window.

Help stop wire theft along Kentucky's highways

• Report any information about wire thefts at Kentucky interchanges to the KYTC Office of
  Inspector General (OIG) Office at 502-330-7506. If your information leads to an arrest and conviction, you may be eligible for the $5,000 reward.
• Report active crimes or suspicious activity to local law enforcement.
• Report dark intersections to the KYTC Traffic Operations Center at 877-FOR-KYTC
