Friday Thoughts

Happy Friday! I hope you've had a nice week and are getting ready for the upcoming holiday.

The biggest Metro Council news this week happened in last night's Budget Committee. We passed two major pieces of legislation: allocating another round of American Rescue Plan (ARP) funding and allocating the mid-year budget surplus. Both of these now move to the full Metro Council for final approval.

The ARP proposal funds the healthcare workforce innovation initiative I wrote about a couple of weeks ago, a homeownership program in areas that were previously redlined, an affordable housing development for veterans, and allocates additional money to previously-approved library projects that are proving to be more expensive than initially thought.

For the mid-year adjustment, we allocated match funding for a University of Louisville hospital in south Louisville, secured additional money for park improvements, and set aside nearly $15 million for future needs.

Putting together a budget is always a compromise and doesn't necessarily reflect everything I might have prioritized. However, there are a few items that I believe merit special mention from these two pieces of legislation. First, I have shared my excitement previously about the healthcare workforce project. I truly believe this can be transformational for our city and am excited to see what growth and opportunities this initiative generates over the next several years. We have a real opportunity to build a solid foundation for the future, give people access to skills and high paying jobs, and create new high-growth industry for our city.

I am also excited that we were once again able to set aside a significant chunk of money for future use. Over the past year, we have put aside around $50 million which can be used to fund future capital projects without borrowing, help us weather uncertain economic times, or simply stay in our 'rainy day' fund to provide a long-term financial buffer.  

The last item I want to mention is funding for the implementation of the 'Parks for All' initiative. This effort has created a strategic plan for the parks system in Louisville, essentially creating a master plan that links large parks to regional parks to neighborhood 'pocket parks'. Having nice parks (and libraries, too) is an important aspect in the livability of our city (and helps attract workers). We have lacked a strategic plan to help guide long-term investment decisions and often simply manage year-to-year at the direction of the administration. It is one of my frustrations with how we budget in the city - we don't have a clear vision of where we're headed so there is no plan for how to get there. The 'Parks for All' project provides that vision, and I hope we're able to take a similar approach to other aspects of city government. I also hope the project will create a blueprint for additional investments in the parks in our area.

Coffee With Your Councilman - Tuesday, November 22

My next "Coffee with your Councilman" will be Tuesday, November 22 beginning at 8:00 a.m. We'll meet at the Sawyer Hayes Community Center located at 2201 Lakeland Road. If you haven't attended one of my coffee meetings before, they are great opportunities to hear what's happening in City Hall and share any questions or concerns you have. I hope to see you Tuesday!

Metro Snow Team

The image above shows the routes to be salted/plowed this winter by the Metro Snow Team.


It's that time of year again when the threat of winter weather becomes more frequent. The Metro Snow Team (made up of several metro departments including Public Works, Parks, Fleet Services, and Codes and Regulations) has been conducting mock runs since early October to prepare for these events. They'll begin with about 38,000 tons of salt on hand, most of which is stored in the Louisville Mega Cavern. The rest, about 17,500 tons, is stored at four above-ground locations throughout the county. The Snow Team will also continue to pretreat roads with brine when appropriate.  

Arterial roads such as Westport Road and La Grange Road will be the top priority as these are the primary commuting paths through the city. Next on the list will be collector-level roads such as Murphy Lane, Chamberlain Lane, and Freys Hill Road. Eastpoint Parkway and other roads that connect to major local employers or hospitals will also be treated. PDS Weekly Activity Report

Every week, Metro Planning & Design Services (PDS) issues a report listing all new land use applications in Jefferson County. These typically include conditional use permits, landscape plans, changes in zoning, and more. There is one case involving property in District 17 this week, a request for waivers regarding the proposed Publix at 10201 Brownsboro Road. The waivers pertain to utilities overlapping the landscape buffer area (this would not affect the required plantings) and the requirement for a certain percentage of the façade to consist of clear windows and doors. There is also a request just outside our district to allow an auto repair facility on 6.5 acres at 13105 Middletown Industrial Boulevard.

Louisville Zoo Wild Winter Days (w/ Discounted Tickets)

The Louisville Zoo is celebrating Kroger Wild Winter Days now through February 28 with a Dare to Care food drive and discounted admission. Guests who bring at least one food item per person may purchase discounted tickets at Zoo windows (not online) for $9.75 per adult and $6.75 per child/senior. Dare to Care's most needed items include canned meats, canned fruits and vegetables, beans, peanut butter, rice, cereal, soup, fruit juice, and pasta.

The Louisville Zoo is open during fall and winter from 10 a.m. until 4 p.m. (you can stay until 5 p.m.). Click here for more information. 
   


Neighborhood Meeting Regarding Proposed Rezoning of 1408 N. English Station Road - Location Change

A change in zoning pre-application has been filed regarding a proposal to construct 40 townhomes on individual lots on property located at 1408 N. English Station Road. The applicant scheduled a neighborhood meeting to discuss the proposal with neighbors/other interested parties and sent a notification regarding the date, time, and location. While the meeting will still be held Monday, November 28 at 6:30 p.m., it will now take place at the First Baptist Church of Anchorage, 11500 La Grange Road. The change in venue was made to provide a meeting place closer to the site in question. City Hall Offices Closed Thursday and Friday
