markus winkler - louisville metro council - district 17

March 18, 2022

Friday Thoughts

Happy Friday! I hope you have a fun weekend planned and your NCAA tournament brackets aren't in total disarray!

I wanted to touch briefly on a couple of items discussed at last night's Council meeting. First, we approved changes to a part of the Land Development Code that dealt with where child care facilities were permitted. The legislation (approved unanimously) increases access to child care by providing more options in zoning classifications where it was previously limited. This issue is important for a number of reasons, and I am glad to see the Council pass this common-sense legislation. The other item revolved around the discharge of firearms. What we passed last night preserves the rights of law-abiding gun owners yet gives law enforcement another tool to use in responding to those who might be endangering public safety. Each of these ordinances was the result of input from citizens and give-and-take among members of the Metro Council. As is often the case when this happens, we ended up with better results.

Lastly, I wanted to remind you of our March coffee meeting tomorrow morning. Major Joshua Hasch with LMPD's 8th Division will be joining us. If you haven't yet made one of these meetings, I hope you'll give it a try. It's a good opportunity to share any concerns you have and get caught up with what the Metro Council is doing. More information on the meeting is below.

As always, please let me know if my office can help in any way.

March 17 Metro Council Meeting Recap

A summary of some of the items considered at last night's Metro Council meeting is below. Click here for the full agenda or more information on a specific piece of legislation.

Child Care Regulations - The Metro Council unanimously approved amendments to the Land Development Code in an effort to increase access to child care.

New District 1 Representative - Angela Bowens was chosen to serve the remainder of Jessica Green's term as the District 1 representative on the Louisville Metro Council. Mrs. Green was recently appointed by Governor Beshear to a Jefferson County Circuit Court seat.

Discharging Firearms - Chapter 135 of the Metro Code of Ordinances was amended to limit, unless otherwise permitted by Kentucky law or on a properly zoned and licensed firing range, where Louisville residents may discharge a firearm.

Boards/Commission - The Metro Council approved appointments to the Extension Board, the Building Code Board of Appeals, the Air Pollution Control District Board, the Kentuckiana Works - Greater Louisville Workforce Development Board, and the Nulu Review Overlay District Committee. (We obviously have a wide variety of board and commissions for those wanting to get involved. Click here for a complete list or to apply.)

My next "Coffee with your Councilman" will be tomorrow at 9 a.m. at the Berrytown Community Center, 1300 Heafer Road. Major Joshua Hasch with LMPD's 8th Division will join us. These informal meetings are great opportunities to stay current on what's happening in metro government and share any questions or concerns.

WHEN: Saturday, March 19 at 9 a.m.

WHERE: Berrytown Community Center, 1300 Heafer Road

If you have an idea for a guest at a future coffee meeting, please let me know. I hope to see you tomorrow!

Berrytown Neighborhood Plan Meeting

Berrytown

Last September, interested residents had the opportunity to attend a pre-planning meeting regarding the Berrytown Neighborhood Plan. Those in attendance learned what neighborhood plans can and can't do and were given time to discuss some of their thoughts on the neighborhood and the plan.

The next step in this process is a community meeting scheduled for Tuesday, March 22 from 6:30-8 p.m. Those attending will have another chance to share their knowledge about Berrytown and any ideas that can help ensure the final plan reflects the community's goals. I hope to see you Tuesday evening!

LWC Upgrading Water Meters in District 17

LWC

The properties shown above are where LWC and its contractor will be working in the coming weeks.

The Louisville Water Company and its contractor will be in District 17 in the coming weeks to replace older water meters with new ones. The installation is quick, typically requiring water to be turned off for fewer than 30 minutes. A few important things to know as this work begins:

  • Upgrades will take place between 8 a.m. and 5 p.m.
  • Workers will knock on your door before work begins.
  • Grid One Solutions, LWC’s contractor, will do most of the upgrades.
  • Gride One’s vehicles will have an orange and black logo and Louisville Water contractor signs.
  • All workers will have Grid One identification badges.

PDS Weekly Activity Report

Each week, Metro Planning and Design Services (PDS) creates a report listing all new land use applications in Louisville. These requests can include changes in zoning, landscape plans, conditional use permits, and more. There are two cases in this week's report involving property in District 17. One is a landscape plan for a Jaggers restaurant at 10690 Westport Road. The other is a waiver from the Land Development Code to permit the addition of covered storage structures at 2702 Chamberlain Lane. The case managers for each proposal are listed in the report if you have any questions or comments.

Property Assessment Reminder

PVA

As I mentioned in my newsletter a few weeks ago, the Jefferson County PVA is preparing for property assessments this year in market areas 6, 8, and 9. All of District 17 falls within one of those last two market areas. Practically speaking, any District 17 resident north of La Grange Road is in area 9. Any District 17 resident south of La Grange Road is in market area 8.

To help answer any questions residents might have, the PVA has scheduled three community meetings in each market area. The first one for District 17 residents (primarily for those in area 9) will be Thursday, March 24 from 6:30-8 p.m. at Norton Commons Elementary School, 10941 Kings Crown Drive.
