The Louisville Metro Council offices will be closed on Monday, January 17, 2022, in observance of Martin Luther King, Jr. Day. This is a national holiday to commemorate the legacy of Dr. King. The day has long been designated as a "day on, not a day off." This phrase encourages people to take advantage of the MLK holiday as a day of service. In this issue, there are a couple of mentions of blood drives. If you can give blood, please consider doing so on Monday.

As mentioned in a previous issue, redistricting for the Louisville Metro Council has been completed. The Kentucky House and Senate are finalizing their redistricting maps, and representatives and senators will soon have an opportunity to vote for or against the recommended changes. The newly drawn state maps do not affect the boundaries drawn by Metro Council. 

Below is an interactive map that allows you to click on the face of a Metro Councilperson to access all 26 district maps. Here, you can determine if your residence has been moved or is still in the same district. If your residential address has shifted out of District 7, you are welcome to continue receiving this eNewsletter (if you so desire), or you can go here to unsubscribe. While I would be delighted for you to maintain your subscription to the District 7 eNewsletter, I encourage you to sign up to begin receiving the eNewsletter of your new representative. 

I am working on a packet to send to everyone in District 7. The packet will include information on how to sign up for the eNewsletter and development notifications and welcome the new residents to District 7. Everyone will receive this information and a keepsake listing resources within District 7 and throughout Louisville Metro Government.

Metro Council Podcast

The first episode of the District Download, a Louisville Metro Council podcast, aired earlier this week. Designed to be a platform for all of Louisville's 26 Metro Council districts, this podcast is a great opportunity to connect with elected leaders, learn more about metro government, and find out what's happening in individual districts and the city as a whole. The next scheduled podcast is January 18th with Metro Council President David James. A new one is scheduled to follow every other Tuesday. District Download is available through AppleGoogle, and various other platforms. 

I am scheduled to appear on the Podcast in March to discuss the construction of the VA Medical Center. I will let you know in advance of the broadcast so that you can tune in!

COVID Update

Louisville COVID cases are now at 303.4 cases per 100,000 citizens. It is clear we are still spiking, and adjusting our behavior in simple ways will help to combat this spike. Masks, testing, vaccines, distancing and keeping social gatherings small will all help stop the spread of COVID.

This week, Governor Beshear announced the highest COVID report in the commonwealth since the pandemic began. While science is showing that Omicron may be "less" severe than past variants like the Delta variant, with such high caseloads, even a smaller percentage of "severe" cases will still result in a high number of hospitalizations. COVID can still exacerbate chronic health issues, even if the COVID infection is not incredibly severe.

While we go through this spike, please be safe and responsible.

Churchill Downs Testing site for Louisville

Metro is partnering with Bluewater Diagnostics to open COVID testing to the public at the racetrack beginning Monday, January 10th. The six-lane testing clinic will run Monday through Saturday from 8 a.m. to 4:30 p.m. It will be in the Orange Lot of Churchill Downs. 

Pre-registration will be required to be tested. You will need a government-issued ID and an insurance card, if you have one. Both rapid and PCR tests will be available. Results should be expected within 48 to 72 hours. The Churchill Downs testing site will maintain a line dedicated to the testing of public safety employees. To sign up for a COVID test, click here.

Be Prepared for the Snow

Last week, we saw our first significant snowfall in Louisville. This resulted in congestion on our roads and left many District 7 constituents seeking updates on road conditions. This weekend, there is a chance for more snow. 

To help keep constituents up to date, I tweeted a link to the Metro Snow Map. It tells you the status of roads around the city. The roads turn different colors depending upon the treatment they have received.

Purple = Salted & Plowed

You can also click on individual roads to see the treatment history. Be sure to monitor the weather this weekend and potentially plan your trips around the snow.

Monday, January 17th, is Martin Luther King Jr. Day, meaning normal business hours may change. Here is a list of places & services that you need to know about.

Louisville Metro Council: Closed

Driver Licensing Offices (KYTC): Closed

Metro Waste Collection: Delayed

From Metro Public Works: There will be no waste collection on Monday, January 17, within the Urban Services District in observance of the Martin Luther King, Jr. Day holiday. Collection will resume Tuesday, January 18, and will be delayed by one day for the rest of the week. Residents serviced by private companies should check with those companies for the holiday schedule.

The Urban Services District (USD) is the "Old City" of Louisville, pre-merger with Jefferson County. District 7 is interesting in that we have many home-rule cities that are outside of the USD. Many District 7 Residents do not have their waste collected by Metro. However, some residents in the southwest portion of District 7 do. If you use a private hauler, this will not affect you.

Pay Hike for EMS & MetroSafe Unions

Mayor Fischer, EMS and MetroSafe leadership announced agreements to increase pay for members of the Teamsters local 783 and IBEW local 369 unions who work at EMS and MetroSafe. The agreement includes an 8% pay increase for members of those unions, in addition to a 2% raise provided in July. 

The employees at EMS & MetroSafe provide invaluable services to Louisville, and they are operating in the face of a pandemic and staffing shortages. These raises will hopefully recruit talent to the agencies and be a nice "thank you" to these workers.

Driver Licensing Transitions to KYTC

KYTC

The traditional issuance system of licenses and permits initiated at the Office of Circuit Court Clerk in each county is being phased out. It is being replaced by a network of KYTC Driver Licensing Regional Offices located across the state. Twenty regional offices have been opened statewide to date, with more to come. KYTC and Kentucky’s circuit court clerks are working together to smoothly complete the transition statewide by June 30, 2022.

Kentucky residents may now visit any KYTC Driver Licensing Regional Office in Kentucky (regardless of their county of residence) for a regular/standard driver’s license, REAL ID, personal ID and more. Additionally, KYTC is offering license renewals online and by mail.

Keep in mind that KYTC has four Driver Licensing Regional Offices in Jefferson County:

  • Hurstbourne, 9112 Leesgate Road
  • Southwest, 4919 Dixie Highway
  • West Louisville/Nia Center, 2900 W. Broadway
  • Bowman Field, 3545/3501 Roger E. Schupp St.

Muhammad Ali's Birthday Blood Drive

Monday, January 17th, would have been Muhammad Ali's 80th birthday. To honor one of his core principles, "Giving," the Muhammad Ali Center has partnered with the Red Cross to host a blood drive. Last week, I wrote in the newsletter that the Red Cross is facing a dangerously low blood supply. Events like these will make an impact on countless lives. 

The blood drive will take place at the Muhammad Ali Center on Monday, January 17th from 11 AM to 5 PM. It will be in View Pointe Hall, the top level of the Center. The Muhammad Ali Center is located at 144 N. 6th Street.

Remote Instruction Bill Passes

The Kentucky Legislature passed a bill granting school districts up to 10 days of remote learning per school. This is through the rest of the 2021-22 school year. The 10 days the Legislature has approved are called “remote learning days.” These are for individual schools or even individual classrooms to do remote learning. They are not the same as NTI days, which are for entire school systems.

The bill was signed into law by Governor Beshear on Friday. JCPS will likely make an announcement this coming Monday regarding if schools will stick to NTI or return to in-person classes.

Due to the high COVID positivity rates in the community, beginning Monday, January 10, all in-person library programs will be suspended for the next two weeks.

Every effort will be made to offer some programs virtually, but many may need to be canceled or rescheduled during this pause. While they will begin updating the online calendar as soon as possible, please call the host library to confirm the status of a program in advance. 

Meeting room reservations will also be canceled for the next two weeks. All other in-person services remain available at this time. For the health and safety of our patrons and staff, masks are still required at all times during your visit to the Library.
