Free COVID home test kits available for residents in some ZIP codes

Since the Say Yes! COVID Test program began last Tuesday, 64,872 FREE, rapid, at-home COVID-19 testing kits have been distributed to Louisville residents. Louisville Metro Department of Public Health and Wellness wants to get more tests to people, so they have added 31 sites where the kits can be picked up while supplies last. 

Residents living in these zip codes qualify for the testing kits:  40118, 40202, 40203, 40208, 40210, 40211, 40212, 40213, 40214, 40215, 40216, 40218, 40219, 40229, 40258 and 40272. These zip codes were chosen because these have been our zip codes with the highest number of COVID cases and lowest vaccination rates. Those residents can get the tests by:

1. Ordering online at https://covidhometestlouisville.org/
2. Ordering through our LOU Health COVID-19 Helpline: 502-912-8598
3. Picking up at one of now 41 locations.

You conduct the tests yourself at home with quick swipes inside the nose, and results display privately in just 10 minutes. Residents age two and over, whether they are vaccinated or not, can receive a pack of eight tests to use twice a week until they run out. Frequent testing, combined with vaccination, wearing a mask, hand washing, and physical distancing, can help to reduce the spread of COVID-19 in our community. We encourage you to check out the website. It’s very comprehensive, including a video demonstrating how to use the test, frequently asked questions, and all the partner locations where kits can be picked up. For people who don’t have access to online services, the staff at the Lou Health Helpline (912-8598) can assist them with all that information as well, including obtaining the test kits.

The program is offered in partnership with the Louisville Metro Department of Public Health and Wellness, the CDC, and the National Institutes of Health.

COVID-19 booster shots available; case numbers still in red alert status

For three weeks in a row COVID-19 cases have been declining. While this is encouraging, we are heading into winter where people spend more time indoors at events and gatherings with family and friends.  “We can’t let our guard down,” said Dr. Sarah Moyer, director of the Department of Public Health and Wellness.  “Did you know that CDC data show that in August 2021, the risk of dying from COVID-19 in the U.S. was more than 11 times greater for unvaccinated people compared to fully vaccinated people? The COVID vaccines work. They are extremely effective in protecting fully vaccinated people from catching and spreading the virus. If you are unvaccinated, please call our Lou Health Helpline today at 912-8598, and we can help you schedule an appointment at a location convenient to you.”

Sherman Minton Bridge work to close westbound I-64 October 27 to November 5

I-265 ramp to I-64 westbound to be closed overnight Sunday, October 24 for preparation

The upcoming nine-day westbound closure of the Sherman Minton Bridge will begin on October 27. Westbound I-64 will be closed from 3 a.m. Wednesday, October 27 to 3 a.m. on Friday, November 5. 

In preparation for the closure, the ramp from I-265 westbound to I-64 westbound will be closed from 11 p.m. Sunday, October 24 to 6 a.m. on Monday, October 25. This will allow crews to strengthen the shoulder pavement on this ramp. 

While the directional closure is in place, the suggested alternate route will be I-65 and I-265.

The Sherman Minton Renewal is a major rehabilitation and painting project that will add up to 30 years of life to the 59-year-old bridge.

Recycling reminder

From Public Works: Recycling Cart Inventory Concerns Because we are still delivering recycling carts to those that qualified for a grant-funded cart, we are watching our inventory closely. Requests for first recycling carts must now go through Metro311 online. (Type "Waste Container Request" in the search field to get started.) These requests are for residents in our service area who do not already have a recycling cart with wheels. New Metro311 requests will not be fulfilled until the third round of deliveries is complete and as inventory allows.  Although residents who already had a 65-gallon recycling cart may exchange for the larger 95-gallon size, we will not be making those exchanges until our deliveries are complete and as inventory allows. (Residents with 95-gallon recycling carts may currently exchange for the 65-gallon size. These requests should also go through Metro311.) Residents may purchase additional recycling carts. Please allow four weeks for delivery.  We will continue to collect recycling from the small bins until January 1, 2022. Our goal is for each participating household to have a recycling cart (orange-lidded purchased previously or blue-lidded received recently) by this time. This goal depends greatly on cart inventory. We appreciate everyone’s patience as we continue this process. St. Joseph Area Association raising funds for original art on Preston

On Tuesday, the St. Joseph Area Association raised a banner in the 2400 block of Preston Highway, which includes their website "www.followthebuffalo.info.dream.website" With the banner in place, St. Joseph has now launched a fundraising campaign to raise money for a buffalo sculpture. Funds will go towards creating & installing an original piece of art in the median.  For centuries, wildlife, including buffalo, migrated throughout Kentucky, pounding out the road we call Preston Street and Highway. Indigenous groups, explorers, and settlers  relied on the compacted road as they ventured north and west.

Monthly Food Pantry at St Agnes Parish in partnership with Dare to Care

Did you know that there is a monthly Food Pantry at St. Agnes Parish In partnership with Dare to Care? They currently distribute food to approximately 150 guest families the fourth Saturday of each month. The pantry operates from 9 to 10:30 a.m. and is open to all Louisville residents. Due to Covid-19, guests are served via a drive-through format and all Pantry volunteers are prescreened and wear masks as per CDC guidelines.

From LWC: Louisville Water is in the early stages of a three-year project to upgrade our water meters. In the coming weeks, our contractors and employees will do work in a portion of District 10 to replace older meters with new ones. Dog of the Week: Xxxtenacion  The only thing Xxxtenacion is missing is a leg. He’s a proud member of the tripod dog club and has all of the qualities of a BFF (best furry friend), forever. The approximately three-year-old Labrador Retriever mix is a shy guy who friendly but prefers to stick close to his human. You can adopt the affectionate dog for free thanks to the Pay It Forward Program. And because it’s Adopt A Shelter Dog month, you’ll also receive a free dog crate donated by the non-profit, Friends of Metro Animal Services. The stunning, two-year-old cat is friendly but he needs time to warm up to new people and then, he’ll show you his sweeter side. Pumpkin is FIV so he would need to be an only cat or sibling to another cat diagnosed with the auto-immune disease. "Boo at the Zoo" bringing the merry, not scary, fun! 

This year, the Louisville Zoo celebrates 40 years of merry – not scary – fun at its annual Halloween event, Boo at the Zoo presented by Meijer. Get your tickets now for this Halloween event, which continues October 21-24 and 28-30 (Thursday – Sunday nights through October 30). Children can dress up in their wildest costumes for the event that turns the Zoo into a living storybook, complete with favorite characters brought to life, music, socially-distanced photo opportunities around every corner and, of course, a safe place to trick-or-treat for kids 11 and under. Boo at the Zoo will have reduced nightly capacity to allow for ease of traffic flow and social distancing.

Behind-the-scenes Sloth Experience tickets on sale now

The much-anticipated Louisville Zoo behind-the-scenes sloth experience tickets are on sale.  Each sloth experience includes the opportunity to participate with Zoo staff in preparing the sloth's diet and visiting Sunni in her indoor exhibit. Guests will get to talk with keeper staff about the sloths, have the opportunity for a photo with Sunni, as well as receive a special keepsake from the experience. This experience is available Friday through Sunday afternoons, at 1:30 p.m. and lasts approximately 30 to 45 minutes. Registration for the Zoo’s annual Throo the Zoo 5K is open. The wildest 5K in town presented by Norton Audubon Hospital is set to occur at 8 a.m. on Saturday, November 13 at the Louisville Zoo. Race proceeds benefit the Louisville Zoo.

One of Louisville’s most distinctive road events, the course takes participants “throo” the Zoo — past some of their favorite animals and exhibits. The start and finish lines are just outside the Zoo gate, but along the way, participants will be able to see animal ambassadors like bears, giraffes and sloths. The chip-timed course is open to runners and walkers at all fitness levels, including guests with strollers.

Residential contractors sought for My Louisville Home project

Louisville Metro is seeking licensed, qualified residential contractors to perform rehabilitation services on vacant houses as part of the Louisville/Jefferson County Landbank Authority’s My Louisville Home project.

The project is designed to improve homeownership rates in Louisville’s western neighborhoods by performing rehabilitation services on Landbank-owned properties, facilitating a sale directly from the Landbank to an owner-occupant. Project houses have likely been vacant and abandoned for many years and are expected to need exterior, interior, and sometimes structural rehabilitation. City of Louisville - Residential Rehabilitation Services (bonfirehub.com)

Know of a local non-profit needing lawn care equipment? 

Submissions are now open for the inaugural Lawn Care for Cleaner Air Community Equipment Grant Program. The grant will award a package of professional-powered, electric lawn equipment to a local non-profit organization. The package of equipment is valued at $1,256 and includes an electric mower, trimmer, blower, and extra rechargeable battery that powers all three tools. The Grant is an extension of Air Pollution Control District’s Lawn Care for Cleaner Air program, which incentivizes the purchase and use of electric-powered lawn equipment in order to reduce air pollution from gas-powered engines.

TreesLouisville's Residential Shade Tree Rebate Program continues

Thanks to a generous grant from the Louisville Metro Department of Parks & Recreation, TreesLouisville is excited to announce another round of its Residential Shade Tree Rebate Program! To participate, purchase and plant an eligible shade tree on your residential property and apply to receive $30 back on up to three trees. This program is open to residents of Jefferson County, KY on a first-come, first-serve basis until all funds have been claimed. Low-income households may qualify for a ten-percent sewer bill discount under a new Emergency Wastewater Rate Assistance Program (EWRAP) offered by MSD. For more information, click here, call 540-6000 or email.

Senior citizens age 65 or older with a gross annual household income of $35,000 or less and are both Louisville Water Company and MSD customers may request an application for a 30 percent discount on wastewater charges and the EPA Consent Decree Surcharge through MSD's website or by calling Customer Relations at 540-6000.

The Louisville Water Foundation works with community agencies to help customers keep their water turned on. Drops of Kindness offers residential and business customers help with resolving unpaid bills and reducing future financial obligations. If you're 65 years old, own and occupy your primary residence, you may qualify to exempt the first $39,300 of your home value from property taxes through the The Homestead Exemption. In the Urban Services District, this equals $527 cash in your pocket annually and, once approved, you are not required to reapply unless you move. Complete this one-page form and mail it, along with a copy of your driver’s license (or ID), to the PVA. You’ll get a letter back that looks like this. You'll be notified by a postcard if you qualify. More information is here. • Additional Information: Trees come in a one-gallon container, which means they do not require large shovels to be planted. We provide instructions to planting as well as tree care tips and tree attributes. We will also be selling water wells for $15 each, CASH ONLY. Following the September 11 attacks on the World Trade Center, New Yorkers did something rather unexpected, they took photographs – lots of them. What began as a single photo hung in the window of a SoHo storefront became perhaps the most important crowdsourcing photo exhibition of our time. The resulting collection, here is new york: the september 11 photographs, returns to the Main branch of the Louisville Free Public Library to mark the 20th anniversary of the tragedy. here is new york will be on display at the Main Library (301 York Street), through November 14 as part of the Louisville Photo Biennial. The exhibition is free and open to the public. Short term rental enforcement continues in large part to be complaint-driven, based on public reporting of alleged violations to administrators. A new interactive map tool contains all of the registered short term rentals in Louisville having an active permit to rent their property out to paying customers on STR websites like Airbnb. If you believe someone is using a property as a short term rental but it does not show up on this registry, or if the registry indicates a non-owner occupied property does not have a CUP, then please report the issue here (select “Zoning and Business Concerns,” “Zoning Concern,” “Short Term Rental,” complete the form and submit). Be informed about crimes with LMPD's crime mapping website

The Louisville Metro Police Department uses a Crime Mapping website to display crime on a map in Jefferson County. Zoom in to see crimes in an area, or put an address in the address bar at top left to search. You may sign up for auto email alerts for crime around an address. Reports are made available to the public after a process of internal review, often in the same day as the report taken. Due to the nature of some crimes, reports are made available to public upon the completion of a thorough investigation and will be made available as soon as practical. Or use the crime mapping iPhone app. If you see crime occurring, please contact the Louisville Metro Police Department. Call 911 for emergencies. Call 502-574-7111 for non-emergency related help or to find a towed vehicle. Call 574-LMPD to report crime tips. These LMPD divisions serve sections of District 10: Link to LMPD Fourth Division  Link to LMPD Fifth Division Link to LMPD Sixth Division LMPD working in District 10 have asked us to share this reminder: please call the LMPD non-emergency number, instead of sending an email, if you're seeing suspicious activity in your neighborhood. Are you looking for a public place to exchange items you've sold online? Do you share custody of a child and are looking for somewhere to exchange custody? The Louisville Metro Police Department is providing MetroSWAP Zones outside of some Division offices. There is 24 hour video surveillance. LMPD recommends: Agree to meet the person ONLY at a MetroSWAP station. Meet only during daylight hours. Tell someone you trust where you are meeting and at what time. Meet in the parking lot. There will be two designated parking spots at each location for use. Make this interaction brief and to the point. RecycleCoach app helps Louisville Metro customers with collection reminders, recycling information and more

Receive notifications about garbage, recycling, bulk waste, and yard waste collection services through the RecycleCoach app.  The app also has a “what goes where” feature to allow a person to input a certain item to get information on disposal or recycling. Download from the App Store or Google Play.

Property maintenance is the responsibility of the resident, from the middle of the street to the middle of the alley

In Louisville Metro, it is the responsibility of the person living in a home to keep the front and rear of the property clean. This area extends from the middle of the street out front to the middle of any alleyways to the rear or side of the property. This applies to litter as well as plants and trees that could impede the alleyway or street. Inspections, Permits and Licenses (IPL) could cite and possibly impose a fine if you've got a lot of debris and plant overgrowth. Thank you for adhering to the local property maintenance codes and keeping a clean neighborhood. 

Crisis line for veterans and their families

Some offices and VA hospitals offer a "Health Promotion Disease Prevention Program" that includes treatment methods including acupuncture, tai chi, and meditation instead of opioids, and they work with the Veterans Crisis Line (1-800-273-8255, Press 1) to provide support and treatment for PTSD and depression, the leading cause of suicide for veterans.
